RESOLUTION 2005-135
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
EXECUTE A REIMBURSABLE SERVICES AGREEMENT (RSA
58319) WITH THE STATE OF ALASKA DEPARTMENT OF
TRANSPORTATION, TO RELOCATE, RECONSTRUCT, AND
IMPROVE A PORTION OF THE ELECTRIC TRANSMISSION
AND DISTRIBUTION FACILITIES LOCATED FROM SOUTH OF
THE THREE BRIDGES, TO EXIT GLACIER ROAD, AND
APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED
$700,000
WHEREAS, the City has been coordinating efforts to upgrade Mile 0-8 of the
Seward Highway with the State of Alaska Department of Transportation and Public
Facilities ("DOT"); and

WHEREAS, over the past two years, the City has worked with DOT to facilitate
the engineering and design work necessary to relocate and upgrade a portion of the
transmission and distribution line located from approximately South of the three bridges,
to Exit Glacier Road, in conjunction with DOT's upgrade of the Seward Highway Mile 0-
8 Project ("the Project"); and
WHEREAS, the Project necessitates relocation of a portion of the transmission
and distribution line, and in order to achieve cost efficiencies, the City desires to take
advantage of the opportunity to complete additional relocation, upgrades, and
improvements to the transmission line in conjunction with the Project; and
WHEREAS, this project continues the long-term operational goal of bringing a
ll5kV line from Dave's Creek to Fort Raymond, representing an upgrade from the
present 69kV line; and
WHEREAS, DOT will coordinate and facilitate the upgrade, relocation, and
system improvements to the aerial transmission and distribution facilities directly with
contractors, according to the procurement requirements of the State of Alaska, with the
reimbursable portion of said expenses to be reimbursed by the City of Seward directly to
the State of Alaska; and

WHEREAS, when completed, the transmission and distribution line will be less
susceptible to problems associated with snow loads, and switch placements will allow the
City to isolate the transmission line to speed restoration of service to Nash Road and
Spring Creek; and

WHEREAS, timely execution of this agreement is critical in order for DOT to
properly advertise the project; procure scarce resources such as power poles, wire,
insulators, which are difficult to secure in the aftermath of numerous natural disasters
affecting the Gulf Region and numerous suppliers of necessary materials for the Project;
and
WHEREAS, the total estimated cost ofthis project is $1,935,849, with the City's
portion of said Project to cost approximately $700,000, with said Project included in the
City of Seward 2006 Capital Improvement Plan.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to execute the Reimbursable
Services Agreement No. 58319 with the State of Alaska Department of Transportation
and Public Facilities, in order to upgrade, relocate, and improve a portion of the
transmission and distribution lines.
Section 2. The City Manager is hereby authorized to reimburse the State of
Alaska for the City's share of said project expenses at an amount not to exceed $700,000.

Section 3. Funds in the amount of $700,000 are hereby appropriated from the
Electric Enterprise Major Maintenance and Repair Fund account no. 502-0000-3070-
0208, to the Transmission Line Fund no. 208-0000-3070-0501.
Section 4. This resolution shall take effect immediately.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska,
this 20th day of December, 2005.

BACKGROUND & JUSTIFICATION:
The City has been coordinating efforts to upgrade Mile 0-8 of the Seward Highway with

RECOMMENDATION:
City Council approve Resolution 2005- authorizing the City Manager to reimburse the
State of Alaska for the City’s share of said project expenses at an amount not to exceed
Seven Hundred Thousand dollars ($700,000.).
