BACKGROUND & JUSTIFICATION:
The Historic Preservation Commission discussed the location, condition, and possible nomination to
the Sewazd Register of Historic Places, of certain World War II bunkers and Quonset Huts during
their June 21, 2006 meeting. Many Commissioners expressed an interest in visiting the bunkers and
Quonset Huts in person.
Since there is a possibility that two or more Historic Preservation Commissioners could attend, this
tour must be advertised and open to the public. In the absence of a rule specific to Boards and
Commissions, these bodies pattern their Rules on City Council Rules of Procedure. In regards to
Work Sessions City Council Rules of Procedure RULE 10 states, "... any two members... may hold
a work session for the purpose of planning, studying and discussing any question permitted by law.
Works Session need have no formal agenda and may be conducted informally so long as such
informality is not in conflict with these rules..." and "Work Sessions generally aze held in the City
Council Chambers; however, the Council may designate any other location for a particular work
session provided that consideration is given to the reasonable accommodation of the public." (See
attached for City Council Rules of Procedure RULE 10 in its entirety. Also, City Council Rules of
Procedure RULE 10 mirrors Seward City Code §2.10.030 A.4 and this section of the Code is
attached.)
The soonest weekend this tour could be scheduled, to allow adequate public notice, would be the
weekend of July 29~` and 30`}'. Cazol Griswold is not available for these dates. Cazol Griswold will
be available any weekend in August, and this will also provide adequate time for public notice.
RECOMMENDATION:
Discuss and schedule, with a Motion, a World Waz II bunkers' and Quonset Huts' tour with Cazol
Griswold, including a meeting place, time, and date.

Discussion of the Request for Assistance with Research of the World War II bunkers and

Kovac stated that Carol Griswold was looking for assistance from the Historic Preservation
Commission. Commission discussed Location of the historic bunkers and Quonset huts.
Huber stated she would contact Carol Griswold and use GPS to document the bunkers' and
Quonset huts' exact locations.
Kovac asked Huber to update Commission at their next meeting. Other Commissioners
stated they would like to join Pazk and Griswold when they went on their excursion.
Discussion of planning a celebration for Alaska Flag Day, July 2007
Kovac asked the Commission if they would like to plan something for next year.
Swann stated that the City Council had discussed this and was supportive of activities.
Swann noted that someone needed to spearhead the planning of the event. He proposed that the
Historic Preservation Commission would be the appropriate group to organize a celebration, but that
this should be their main event for next year.
Commission discussed taking on the celebration for next year because it was the 80~'
anniversary, but not committing to having the responsibility each year.
Commission recessed for 5 minutes.
Kovac stated she would inform Parks & Recreation Director Karin Sturdy that the Historic
Preservation Commission would be willing to plan and execute (with assistance from Parks and
Recreation) a celebration for the 80~ anniversary of Alaska Flag Day in July 2007.
Swann stated he would speak to Kirsten Vesel and ask her to organize a work session with all
the parties involved. Swann noted he would bring a report back to Historic Preservation at their next
meeting.
Discussion and set a work session date for the development of the Local Register of Historic
Trees and Plants.
Kovac noted Council's approval of the Local Register of Historic Trees and Plants. She
stated a brochure should be developed to share information on the process of nominating a historic
tree or plant.

City Council Rules of Procedure
WORK SESSIONS
RULE 10. Upon written request of the Mayor, City Manager or any two members of the City
Council, the Council may hold work sessions for the purpose of planning, studying and discussing
any question permitted bylaw. Work Sessions need have no formal agenda and maybe conducted
informally so long as such informality is not in conflict with these rules. No formal action maybe
taken by the Council on any matters discussed in the Work Session until the matter is placed on the
Council agenda for a regular or special meeting. Work Sessions generally are held in the City
Council Chambers; however, the Council may designate any other location for a particular work
session provided that consideration is given to the reasonable accommodation of the public. (SCC ~
2.10.030A.4)
INTERFERENCE IN ADMINISTRATIVE SERVICE PROHIBITED
RULE 11. No member of Council may direct, request or attempt to influence, either directly or
indirectly, the appointment of any person to office or employment by the City Manager. No member
of Council may interfere with the City Manager to prevent them from exercising their own judgment
in the appointment of officers and employees in the administrative service. The Council and its
members may deal with the administrative services solely through the City Manager and no member
of the Council may give orders to any of the subordinates of the City Manager either publicly or
privately. (SCC ~ 2.10.090)
COUNCIL MAIL
RULE 12. The. City Clerk is authorized to receive and open all mail addressed to the City
Council. A copy of all correspondence needing action must be immediately forwarded to the City
Manager for timely attention to the end that all administrative business refen:ed to in such
communications and not necessarily requiring Council action may be disposed of between Council
meetings. All action taken pursuant to such communications shall be reported to the City Council
thereafter. Any communication needing Council action shall be reported to the City Council at the
next regular meeting together with the report and recommendations of the City Manager. (SCC ~
2.10.095)

§ 2.10.015 ADMINISTRATION
2.10.015 Election of mayor and council.
The mayor shall be elected by direct vote of the qualified electors biannually in odd number
years at the. general municipal election held on the fast Tuesday of October of said year, for a
term of two years, holding office until his term has expired and his successor is elected and
qualified. At the general election there shall also be elected annually three members of the city
council, each to serve for a term of two years. (Ord. 482, § 1(part), 1980)
2.10.020 Organization of council; election of vice-mayor.
A. The city--council-.shall nneet -and organize-not later than thirty days -after each regular city
election. -
B. At its organizational meeting, the council shall elect one of its members to act as vice
mayor in the absence of the mayor and the mayor shall make all appointments as required of him.

2.10.025 Duties of mayor, vice-mayor, acting. mayor.$
A. N1ay9r. 'The mayor shall possess all powers and shall exercise all duties required of him
by law or the city council. He shall be presiding officer of the council. He shall be a member of
the council with all powers and duties of that office.
B. Vi. ce~mavo_r. In the abnce of the mayor, the vice-mayor shall possess all the powers of
the mayor. He shall possess all duties provided for or required of him by law or the city council.
C. Acting~yor. In the absence of the mayor and the vice-mayor, and if a quorum shall be
present, the council shall choose one of its members acting mayor for that session or until the
appearance of the mayor or vice-mayor. He shall possess all duties provided for or required of

2.10.030 Meetings.9 °,~

upon consideration of the reasonable accommodation of the public. Regular city council meetings
shall be held on the second and fourth Mondays of each month at 7:30 p.m.; provided that any
regular meeting may be canceled by the affirmative vote of at least four councihnembers.
2. Special meetings. Special meetings may be called by the city clerk on written request
of the mayor, city manager or of any two members of the city. council. Upon request being
received, the city clerk shall give due and proffer notice as required by §2.10.032 of this Code.
No business shall be transacted at any special meeting of the council except that stated in the
notice of meeting. Special meetings shall be held at the~regular meeting place of the council or at
such other place as may •be specified in -the meeting notice. ~ T`he -location of the special meeting
shall be selected with consideration for the reasonable accommodation of the public..

if all members are present or if there be a quorum present and all absent members have waived,
in writing, the required notice requirements of § 2.10.032. Ravers may be before or after the
time of the .meeting.

purpose of discussing in closed or executive session, any question permitted by law which is
expressed in a motion calling for the executive session. Those matters which may be discussed
in an executive session are (1) matters, the immediate ia~owledge of which would clearly have an
adverse effect upon the finances of the city; (2) subjects that tend to prejudice the reputation and
character of any person, provided the person may request. a public discussion; (3) matters
pertaining to threatened or pending litigation; (4) strategy for the negotiation of labor and other
contracts; and (5) matters, which by law, municipal .charter, or ordinance are required to be
confidential. The public may be excluded from an executive session but final action shall not be
taken by the council on any matter discussed in an executive session until the matter is placed on
the agenda of a public meeting.
C. Rc~psced m ran c. The council may recess any of its regular or special sessions to a time
not beyond the next regular meeting; and the city clerk shall publish the time and date to which

2.10.031 Meetings -Time restrictions, uncompleted agenda.
A. The council shall take no official legislative or adjudicatory action after 11:00 p.m. and

RESOLUTION 2006-05
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, RECOMMENDING CITY COUNCIL AUTHORIZE THE
CITY MANAGER EXECUTE A GRANT AGREEMENT BETWEEN THE
STATE OF ALASKA AND THE CITY OF SEWARD FOR THE PURPOSE
OF PURCHASING AND INSTALLING WROUGHT IRON FENCING
ALONG HOBEN PARK'S NORTH AND WEST BOUNDARIES
WHEREAS, the State of Alaska, Historic Preservation Office has provided the City of
Seward with a Historic Preservation Fund grant totaling $19,800 for the purpose of purchasing
and installing wrought iron fencing; and
WHEREAS, the total project cost is anticipated at $33,000 with a Federal share of
$19,800 and a local match of $13,200, of which, the City's match for this project will be
provided by funds already dedicated to the Hoben Park Capital Project Fund for the
reconstruction; and
WHEREAS, the community will benefit from the historic Hoben Park restoration
project; and
WHEREAS, the City of Seward is in the process of restoring the historic Hoben Park,
in accordance with the historic restoration plan approved by Council Resolution 2003-85; and
WHEREAS, the Seward Historic Preservation Commission passed a motion of support
at the August 24, 2005 meeting and proposed that the City apply for a grant to assist with the
historic reconstruction of Hoben Park; and
WHEREAS, the City Council approved Resolution 2005-95 authorizing the City
Manager to submit an application for a Historic Preservation fund grant to continue the historic
restoration of Hoben Park.
NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION
COMMISSION THE CITY OF SEWARD, ALASKA, that:
Section 1. The Historic Preservation Commission hereby recommends that the City
Council authorize the City Manager to execute the Historic Preservation Fund grant from the
State of Alaska, Department of Natural Resources in order to purchase and install approximately
260 feet of wrought iron fencing along Hoben Park's north and west boundaries.

Agenda Item: Recommending City Council authorize th City Manager to execute a
Grant Agreement between the State of Alaska and the City of Seward
for the Purpose of purchasing and installing wrought iron fencing along
Hoben Park's North and West boundaries.
BACKGROUND & JUSTIFICATION:
The City has received a State of Alaska, Historic Preservation Fund Grant from the State Historic
Preservation Office to purchase and install wrought iron fencing along Hoben Pazk's North and West
boundaries. In order to access this grant funding, the City Manager will need authorization from City
Council to execute a grant agreement between the State of Alaska and the City of Seward.
The total cost of the project is $33,000. The Federal share of the project is $19,800 with the state
surchazge of $3,000 leaving $30,000. The non-federal share of the project, which the City will be
obligated to provide, is $13,200, and has already been dedicated to the Hoben Park Capital Project
Fund.
The community will benefit from the historic Hoben Pazk restoration project. The Hoben Park
restoration project dates back to 1995 when the Ad Hoc Committee was formed and discussions
were held regazding naming the pazk. The most recent restoration project, in the effort to bring the
park back to its historic significance of 1922-1940, was the installation of historic lamp posts.
Hoben Pazk is currently on the Sewazd Register of Historical Places and was nominated for the
National Register of Historic Places.
All work must comply with The Secretary of the Interior's Standards for the Treatment ofHistoric
Properties, 1995, and prior to disbursement of the Historic Preservation Funds, a protective covenant
must be submitted to the Office of History and Archaeology. The grant also includes the following
timeline:

The total project cost is estimated at Thirty Three Thousand Dollars ($33,000.00) with a federal
share of Nineteen Thousand Eight Hundred Dollars ($19,800.00) and a local match of Thirteen

funds which have already been dedicated to the Hoben Park Capital Project Fund reconstruction of
Hoben Park.

5. Consideration
5.1 The estimated total cost of the project is $ 33.000.00
The Federal share of the project is $ 19,800.00

5.2 In full consideration of the Grantee's performance under this grant agree-
ment, the State shall apply to the National Park Service for sixty percent
(60%) of the estimated total cost of the project or sixty percent (60%) of the
actual total cost of the project, whichever is less, in accordance with Appen-
dix Band Appendix D of this agreement.
5.3 An administrative surcharge in the amount of 10 % of the total direct
costs shall be assessed and retained by the State.
5.4 Twenty percent (20%) of the total payment to Grantee will be withheld
until final products and completion reports have been submitted and approved.

Recipient agrees to: purchase and install approximately 260 feet of wrought iron fencing along
Hoben Park's north and west boundaries. All work must comply with The Secretary of the
Interior's Standards for the Treatment of Historic Properties, 1995

Protective covenant must be submitted to the Office of History and
Archaeology (OHA) before disbursement of Historic Preservation

If a volunteer performs services outside his profession or trade, volunteer time must be valued at
the Federal minimum wage rate unless a higher rate can be documented as applicable and is

APPENDIX C -SPECIAL CONDITIONS

1. Quarterly progress reports detailing project activity to date will be due on or before
October 31, 2006, January 31, 2007, Apri130, 2007, and July 31, 2007 or until a
final narrative project report, financial reports, and final products as identified in
Appendix A -Scope of Work are submitted to and accepted by the State Historic
Preservation Officer. The final narrative resort is distinct from the final products.
It details the methodology, activities and timeline over the life of the Qrant -See
At~pendix D.
All project products must comply with the Secretary of the Interior's "Standards
and Guidelines for History and Archaeology". The final products must detail how
the work complied.
3. Alt publications using information gathered under this grant must acknowledge
support by the National Park Service and the Alaska Division of Parks and Outdoor
Recreation, Office of History and Archaeology in the following manner:
The research for this publication has been financed in part with Federal
funds from the National Park Service, Department of the Interior, and
through the assistance of the Office of History and Archaeology,
Department of Natural Resources. However, the contents and opinions
expressed do not necessarily reflect the views or policies of the Department

APPENDIX D -FINANCIAL REPORTING REQUIREMENTS,
PAYMENT SCHEDULE AND AUDIT REQUIREMENT

Section I: FINANCIAL REPORTING REQUIREMENTS
Financial progress shall be monitored by the State. Project billings may be submitted as often as
quarterly. Each billing request must be accompanied by a narrative progress report for the
corresponding period.
A careful financial accounting of the grant project will be maintained by the Grantee, copies of
which must be submitted to the State Historic Preservation Officer to document reimbursement
requests. Failure by the Grantee to provide adequate financial reports or required documentation
will provide cause for withholding reimbursement.
Appendix B of this agreement lists eligible work items for the project. Use this itemization as a
basis for reporting. The following items must be included with all requests for reimbursement:
A. A signed completed Summary of Documentation with attached source documentation for
federal and non-federal costs must be submitted to request cost reimbursement and to
document matching share. Source documentation consists of paid bills, payrolls; invoices
with canceled check copies, receipts of payment by vendor/contractor, donated service
documentation forms signed by person donating and a supervisor, equipment use forms,
etc.
B. Where required, justification for charges should accompany the invoices. For example,
payment of salaries should be supported by time sheets and justification of rate of pay.
Rental equipment must be supported by time or use statements with appraisal letter. Where
work has been done under contract, include a copy of the contract with statement for choice
of contractor and fee for consultant service.
Section II: PAYMENT SCHEDULE
Payment requests will be generated by the State Historic Preservation Office on a quarterly basis.
So that federal billing deadlines may be met, reimbursement requests from the grantee must reach
this office by July 31, October 31, January 31, and April 30. Reimbursement will be forwarded to
the grantee approximately thirty (30) days following the quarterly deadline dates. uarterl
payments will not be made if acceptable narrative prowess reports are not received for the
corresponding period. (See Appendix D, Section I).
Payments are made on a cost reimbursement basis. Twenty percent (20) of the total payment to
Grantee will be withheld as a retainer until completion of the project and acceptance of the final
project documentation by the State Historic Preservation Officer. Final reimbursement will be
made upon receipt of acceptable final products, acceptable performance and completion reports,
financial reports, expenditure documentation, plus any special conditions of the grant.
The Office of History and Archaeology must be notified at least three (3) months prior to the
project completion date should the grantee anticipate any unexpended funds.

Section III: FINAL NARRATIVE PROJECT REPORT
The final narrative project report is required as part of the grant closure documents. Use the
following format:
1) Project title/name
2) Grant number
3) National Register property nameladdress (if applicable)
4) Detail the work (by whom, when, what) accomplished with the grant. All items in
APPENDIX A -Scope of Work must be discussed.
5) Describe how project work complied with the Secretary of the Interior's "Standards and
Guidelines for History and Archaeology".
6) Describe how the local historic preservation commission was kept advised of the project.
7) Describe differences between planned and actual major work items and explain.
8) Provide dates, list of participants and minutes of all public meetings.
9) Provide any other data required by special conditions or instructions applicable to this
grant.
Section IV: AUDIT REQUIItEMENTS
Grantee must make all records relevant to this grant available for audit for a period of three (3)
years after the term of the project.
In addition, governmental entities are required to comply with the State of Alaska, Single Audit
Regulations 2 AAC 45.010 and the Federal Single Audit Act of 1984 P.L. 98-502.

Any modification of the project work, budget or time period, problems or adverse conditions must
immediately be brought to the attention of the State Historic Preservation Officer, in writing. It
may be necessary to receive prior National Park Service approval before the changes may take
place. The Office of History and Archaeology will notify the grant recipient in writing when the
approval has been obtained in the form of an amendment to the grant award. Failure to obtain such
approval prior to implementation of changes will jeopardize reimbursement.

(b) Establishing an ongoing drug-free awareness program to inform employees about--

(2) The grantee's policy of maintaining adrug-free workplace;
(3) Any available drug counseling, rehabilitation, and employee assistance programs; and
(4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;

12. Will comply with the provisions of the Hatch Act

The Alaska Historical Commission considered Hoben Park for eligibility to the National Register of
Historic Places at its meeting held March 30-31, 2006, at Juneau. Commission members determined that
the property qualifies for the National Register of Historic Places for its association with events that have
made a significant contribution to the broad patterns of our history (criterion A). They found the
property to be of local significance and associated with the development of the city in the 1920s through
1940s as a landscape architectural site. They determined the period of significance to be 1923-1948,
starting when the park was completed and ending when Harry Hoben, who provided for regular
maintenance of the park, died. Commission members determined no special criteria considerations
apply.
The City of Seward is one of our preservation partners, and the Seward Historic Preservation
Commission also reviewed the package. They determined the park eligible for listing in the National
Register of Historic Places. It was a pleasure working with members of your Community Development
Department and commission on the nomination.
The nomination package should be forwarded to the Keeper of the National Register of Historic Places in
Washington; D.C. Once the nomination is received there, the Keeper has forty-five days to review it and
list the property in the register, find it not eligible for listing, or return the nomination to us for additional
infornation. I will keep you advised of the process of the nomination.

WHEREAS, each yeaz the State of Alaska, Department of Natural Resources,
Historic Preservation Office offers a Historic Preservation Fund Grant to Certified Local
Governments; and
WHEREAS, the City of Sewazd, Historic Preservation Commission has applied
for and has been awarded several of the annual Historic Preservation Fund Grants; and
WHEREAS, the Hoben Park restoration project dates back to 1995 when the Ad-
Hoc committee was formed and discussions were held regazding the naming of the pazk;
and
WHEREAS, Hoben Pazk is on the Seward Register of Historical Places and once
the park is restored to its period of historic significance 1922 ~ 1940, it is likely Hoben
Park will be nominated to the National Historic Register; and
WHEREAS, the community will benefit from the historic Hoben Pazk restoration
project; and
WHEREAS, the Seward Historic Preservation Commission held a work session
for the discussion and selection of a FY-06 grant project; and
WHEREAS, the Hoben Park restoration mission was supported as the grant
project of choice.
NOW, THEREFORE, BE IT' RESOLVED BY THE HISTORIC
PRESERVATION COMMISSION OF THE CITY OF SEWARD, ALASKA that:
Section 1. The Historic Preservation Commission hereby supports the Hoben

A RESOLUTION RECOMMENDING CITY COUNCIL AUTHORIZATION TO
SUBMIT TO THE STATE OF ALASKA, DEPARTMENT OF NATURAL
RESOURCES, AN APPLICATION FOR A HISTORIC PRESERVATION FUND
GRANT FY06 FORA TOTAL AMOUNT OF THIRTY THREE THOUSAND
DOLLARS ($33,000.00) IN ORDER TO CONTINUE THE RESTORATION OF
HISTORIC HOBEN PARK
WHEREAS, pursuant to the National Park Service Historic Preservation Act of
1966, certain federal share matching grants for historic preservation projects are available
to certified local governments such as the City of Seward; and
WHEREAS, the City of Seward is in the process of restoring the historic Hoben
Pazk, in accordance with the historic restoration plan approved by Council Resolution
2003-85; and
WHEREAS, the Sewazd Historic Preservation Commission passed a motion of
~.,,.,. support at the August 24, 2005 meeting and proposed that the City apply for a grant to
assist with the historic reconstruction of Hoben Park; and
WHEREAS, historic lamp posts are currently being installed as the first phase of
this plan; and
WHEREAS, additional grant funds are being sought to complement the purchase
and installation of the other components of the restoration plan, particularly the wrought
iron fence and the fountain; and
WHEREAS, the total project cost is estimated at Thirty Three Thousand Dollars
($33,000.00) with a federal share of Nineteen Thousand Eight Hundred Dollars
($19,800.00) and a local match of Thirteen Thousand Two Hundred ($13,200.00) The
City's match for this project will be provided by funds which have already been
dedicated to the Parks & Recreation Department for the reconstruction; and
WHEREAS, continuing to restore the historic Hoben Park benefits the visitor
industry and the quality of life for the residents of the City of Seward.

BACKGROUND & JUSTIFICATION:
Historic Preservation Chair Shannon Kovac requested the current scheduled meeting dates of August
16, September 20, and October 25 be rescheduled. She requested the meeting dates be rescheduled
for the second Wednesday of the month instead of the current dates.
Seward City Code §2.30.420 states, "(a) The commission will meet at least twice each year at a time
and place to be designated by the commission." This section of the Seward City Code allows the
commission to schedule (or reschedule) their meetings.
The new Historic Preservation Regular Meeting dates would be; August 9, September 13, and
October 11, 2006,
RECOMMENDATION:
Discuss and schedule, with a Motion, the regular meeting dates for the months of August, September
and October 2006.

2.30.410
(2), Make recommendations to the city council concerning the design and coordination of
projects to promote and develop domestic and international transportation and trade
links through the port of Seward;
(3) Provide input to the city council on matters involving the establishment of industry
related to the._movement of fish resources and bulk commodities such as coal, grain,
timber, minerals and other resources from Alaska through the port of Seward;
(4) Advise the city council on matters involving the establishment of support services
pertaining to the port of Seward;
(5) Perform. other duties as requested by the city council.
(b) The boazd shall have no authority to ezpend or commit city funds without first obtaining
approval by and any necessary appropriations from the city council.

2.30.330. Continuation.
The city council, at the first meeting of each fiscal year by an affirmative vote, may continue
the e~stence of the board. In the absence of an affirmative vote by the council, the board will

2.30.410. Established.
(a) An historic preservation commission is hereby created, consisting of seven residents of
the City of Sewazd or surrounding areas, who shall be appointed by the council. If there is more
than one applicant for the position, the council shall appoint by ballot voting. Applicants must
receive at least four votes in order to be appointed. No officer or employee of the city may be
appointed a member of the commission.
(b) Zb the eztent available in the community, three commission members shall be profes-
sionals, as defined in Appendiz A of 36CFR 61, from the disciplines of history, architecture or
architectural history and archaeology. If the commissioners are not professionals in the
disciplines of history, architecture or architectural history, and archaeology, then consultants
in these disciplines will be appointed as consultants to the historic preservation commission.
Consultant appointments shall be approved by the historic preservation commission and must
be qualified under the standards defined in Appendiz A of 36 CFR, 61.
(c) A chairman of the commission shall be selected annually by the appointed members.

2.30.415 ADMIl~TISTRATION
2.30.415. -Terms of office; filling vacancies.
(a) Members of the historic preservation commission shall be appointed for a term of three
years, provided that the terms of initial appointments shall be staggered so that as nearly as
possible a pro rata number of members shall be appointed for each year.
(b) The city council, may appoint any qualified person to fill a vacancy of any member of the
board provided that the appointment shall be for the unexpired term of the vacancy.
(c) Following a member's absence from three consecutive regulaz meetings of the commis-
sion, the remaining commission members shall decide whether the commission member
should be retained or whether to request council appointment of a new member.

2.30.420. Meetings and quarrum.
(a) The commission will meet at least twice each yeaz at a time and place to be desienate~
by the commission.
(b) Four members of the commission shall constitute a quorum for the transaction of
business, except that, in the absence of a quorum, any number less than a quorum may
adjourn the meeting to a later date. The affirmative votes of at least a majority of those
commission members present shall be required for any action.
(c) All meetings and records of the commission shall be open to the public. The commission
shall keep minutes of proceedings showing the vote of each member upon each question and
shall keep records of any actions, all of which shall be immediately filed in the office of the city

2.30.42.5. Powers and duties.
(a) It shall be the responsibility of the historic preservation commission to:
(1) Develop a local historic plan that will include provisions for identification, protection
and interpretation of the area's significant resources. Such a plan is to be compatible
with the Alaska Historic Preservation Plan and to produce information compatible
with and for the Alaska Heritage Resources Survey.
(2) Survey and inventory community historic architectural and archaeological resources
within the community:
(3) Review and comment to the state historic preservation officer on all proposed National
Register nominations for properties within the community area.
(4) Act in an advisory role to other officials and departments of local government
regarding the identif cation and protection of local historic and archaeological re-
sources.

Kovac noted the Assistant City Manager Kirsten Vesel conducted a meeting regarding this
topic, but Kovac did not know the outcome. Kovac stated she contacted Nancy Steeves at the
Chamber of Commerce, but there were no definite 80th Anniversary Plans. Kovac solicited for
Commissioner ideas and thoughts. Kovac suggested encouraging local businesses to display the
Alaska Flag on that day.

Request from Parks and Recreation for assistance with Cemetery Volunteer Clean Up
Day.
Kovac directed the Commission to the email included in the packet. Park volunteered to
contact Tanya Brewi to get more details to distribute to the Commission. Commissioners
volunteered to disseminate the information to the employees in their respective work places.
Carpenter suggested that interest might be generated if the graves of `notables' were
identified as a future project. He also volunteered to contact Tanya Brewi and work with her in
promoting the event with a letter to the Log.
Kovac offered to provide a list of significant individual's and their grave locations to
Carpenter.
Discussion and possible work session date for discussion of Project Selection for
possible Department of Natural Resources FY2007 Certified Local Government Grant.
Glenz noted that it was important to begin generating ideas because of the time involved with
the process.
Kovac asked Glenz to place on the agenda for .next month.

Park stated she had received a lot of feedback from the different groups, and she wanted to
make a presentation to the Commission at a later date. Park noted that it was a great outreach effort

and created great discussions.
Carpenter commended the Commission for choosing St. Peter's Episcopal Church for the
Annual Historic Preservation Awazd.
Kovac noted that Jackie Pell was writing a book on the Jesse Lee Home and would give her
email address to Park.
In response to a question from Kovac, Glenz noted that the engineer hired by the Rasmussen
Foundation toured the home on Monday. The home was continuing. to deterate and Glenz noted
more graffiti within the structure. The engineer shazed with Glenz that he didn't realize the structure
was in this terrible condition. Glenz offered to organize a tour for the Commission.

• Personnel notification included; Maggie Wilkins was hired as the Assistant Planner,

• Comprehensive Plan was now available in hard copy and also CD form. Brown was
working with the MIS employees to post the Comprehensive Plan. on the City of
Seward Website.
Other Reports, Announcements & Presentations
Valerie Park update/presentation on the ongoing archeological oversight of the Third
Avenue road reconstruction project.
Park noted that Mark Luttrell was hired as the monitoring archeologist for the Mile 0-8
highway project. Luttrell realized that between Railway Avenue and Washington Street in the

vicinity of Lowell Homestead, the Red Light District and the Alaska Transfer Company, previously
undisturbed soil was now being disturbed by the construction. A meeting was conducted including
SHPO, QAP, Commissioners from Sewazd's Historic Preservation Commission, and Luttrell. SHPO
realized that the original approved plans had been revised by QAP without approval. SHPO
concluded that 24 hour archeological monitoring was necessary. Pazk provided two weeks of
monitoring during the `graveyazd shift' with Luttrell continuing during the day. Park noted that in
the road bed between the Senior Center and Resurrect Art Coffee House archeological items were
discovered including window glass fragments, brick fragments, cut animal bones, 24 whole glass
bottles, 2 porcelain doll legs, linoleum fragments, a women's black leather shoe, small porcelain
figurine, cast metal truck, toothbrush, glass soap dish, a coffee maker piece, a metal hinge, and
numerous glass fragments. Pazk concluded by the number and randomness of the artifacts that this
location was a gazbage dump. Park noted that another interesting feature uncovered was evidence of
the old wooden boardwalks along the construction area. Luttrell and Pazk would be providing a
written report. Sewazd Historic Preservation would need to discuss where to preserve the artifacts
discovered on City Property.

Swann reported that the Friends of Jesse Lee Home met last month and would meet
tomorrow. He stated that the group received a `non-profit' status using the Alaska Foundation as a
conduit for grant money. Swann noted that the group would be applying for a Rasmussen Grant in
November and they had begun fund raising for the anticipated matching grant money. Swann
reported that the group was continuing to grow and they had divided into working committees. He
was excited about the progress and future of the Friends of the Jesse Lee Home. In response to a
question, Swann stated the group was meeting in Anchorage to make this a State of Alaska issue, not
just a Sewazd issue, but recognized the need to disseminate information within the local civic
organizations and newspaper.

Pazk expressed her enjoyment in this project. Pazk spoke to four middle school classes on
May 11~` about "Sewazd's Jesse Lee Home - A precious historical resource or a worthless decrepit
dump?" She also gave her one hour presentation to Forest Service employees during a brown bag
lunch. Park provided a broad overview of the history of the home including the positive and the
negative aspects. She discussed the Friends of the Jesse Lee home and asked the audiences to begin
to form an opinion on what they thought the preservation outcome of the home should be. Many
individuals felt there should be a museum or a living history component and many felt the Jesse Lee
home should be torn down because of its history of suppressing Native Culture. Park felt that the
public should be kept informed about the future of the Jesse Lee Home.
Swann asked Park if she would work with him on a presentation to the Rotary, and received
an affirmative answer. Swann asked Pazk to be part of the Friends of the Jesse Lee Public Relations
Committee. In response to questions, Swann reported that AFN passed a resolution in support of

using the Jesse Lee Home as an educational facility and the nine CEOs of the different native
corporations came out in support of boarding schools.

Quonset Huts in preparation for nomination to the Seward Register of Historic Places.
Kovac stated that Carol Griswold was looking for assistance from the Historic Preservation
Commission. Commission discussed location of the historic bunkers and Quonset huts.
Huber stated she would contact Carol Griswold and use GPS to document the bunkers' and
Quonset huts' exact locations.
Kovac asked Huber to update Commission at their next meeting. Other Commissioners
stated they would like to join Park and Griswold when they went on their excursion.
Discussion of planning a celebration for Alaska Flag Day, July 2007
Kovac asked the Commission if they would like to plan something for next year.
Swann stated that the City Council had discussed this and was supportive of activities.
Swann noted that someone needed to spearhead the planning of the event. He proposed that the
Historic Preservation Commission would be the appropriate group to organize a celebration, but that
this should be their main event for next year.
Commission discussed taking on the celebration for next year because it was the 80`"
anniversary, but not committing to having the responsibility each year.
Commission recessed for 5 minutes.
Kovac stated she would inform Parks & Recreation Director Karin Sturdy that the Historic
Preservation Commission would be willing to plan and execute (with assistance from Parks and
Recreation) a celebration for the 80~' anniversary of Alaska Flag Day in July 2007.
Swann stated he would speak to Kirsten Vesel and ask her to organize a work session with all
the parties involved. Swann noted he would bring a report back to Historic Preservation at their next
meeting.

stated a brochure should be developed to share information on the process of nominating a historic

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE HISTORIC PRESERVATION
COMMISSION PROJECT TO RESEARCH AND DEVELOP A LOCAL
REGISTER OF HISTORIC TREES AND PLANTS
WHEREAS, the Seward Historic Preservation Commission has selected a project to
develop and work towards the establishment of a Local Register of Seward Historic Trees and
Plants; and
WHEREAS, the Local Register of Seward Historic Trees and Plants is proposed to help
increase public awareness about the important contribution of trees and shrubs to Sewazd's
history and heritage; and
WHEREAS, the preliminary goals of the Local Register of Seward Historic Trees and
Plants are to:
1. Recognize and designate individual heritage trees and shrubs, or groves of trees with
area significance.
2. Educate the public about the value of the history of these trees and shrubs.
3. Promote appreciation of the trees and shrubs.
4. Help to retain and protect, through education and awareness, these trees and shrubs, as
part of Sewazd's heritage; and
WHEREAS, the Local Register of Sewazd Historic Trees and Plants will mirror the
Seward Registry of Historic Places.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Council hereby supports the Seward Historic Preservation
Commission project to develop and work towards the establishment of a Local Register of
Seward Historic Trees and Plants.
Section 2. This resolution shall take effect immediately upon its adoption.
