T'hc Seward City Code states the Historic Pnscrvation Commission shall meet at least twice
each year. Several years ago the Commission duidcd to hold meetings only when there were action
items to tic handled, fur a variety of reasons that did nut work well. Due to not having regularly pre-
scheduled mu:tings, the cohesiveness of the Conuuission began tv lade. Approximately four years
ago the Cuttunissivn revisited the meeting schedule and duidui w xhcxlule a regular meeting on the
third (3"') Wuiucsday of each month-
1'o allow for proper public notice all Puhlie Hearing items must lx: presented to staff three
weeks prior to any muting and regular business items must be presented two weeks prior to any
meeting. The Historic Preservation Meeting Agenda must he presented to the City Clerk for
publication two Monday's before auy public meeting. The attached schedule and agenda cut-off
dates reflex these requirements.
Special meetings may he held at the call ol'the chair or the city manager, and at such other
times as the Commission may determine nucss~vy. Work sessions may also be scheduled as needed.
Both special meetings and work sessions must also meet the public notice teyuirements.

not been announced. Preservation Month is cn-sponsored by the State of Alaska, Alaska Assvciatiuh

At the re;c;outmendation of the Coctuttission the City Council established an annual Seward Historic
Preservation Award. The purpose of the award is to re:cuguize local preservation elTorts and
unwurage community understanding and appreciation of Seward's history. Anyone who has
contributed towards Ivcal historic preservation is eligible for the award. Award recipients are
recognized with a City proclamation and their narnc engraved nn a plaque that is located in City Hall.
In the past, ruipients have been trcvgniced by the City Council in March around Seward's Day,
and/or in May during National Historic Ymservation Week.
7'hc past several years the Comntissivn has requested Council present the Annual Award in May
during National Tisstoric Preservation Month. [f the Conuttission wishes Council to present the
award at the first Council uteeting in May the Commission will have to select the winner at Ure April
I ti, 2008 meeting. 'this makes the cut-off date 1'ur nontinaiinns April 2°d.
At the October 1 ~i6 work session the Commissiuu requested the award procedure be stated early by
adding the item to the November meeting agenda for discussion.
'lltc procedures to nominate an individual for the award were established by Historic Preservation
Resolution 95-09, which staff has provided with this agenda statement.
Discussions and motions by the Commission in the past several years have supported the Annual
Award be presented to only one recipient per year.

B~(:KGROUND & JUSTIFICATION:
In the fall of 2003, the Seward Historic preservation Commission wished to foster a forum for
presenting and preserving the personal historical aceountc of lcx:al n.sidents, so the Cottunissivn
initiate:t and hosted the Firs[ I'riday Fireside I~Iistoricat Lu:ture Series. During the course of the
series, interest was expressed in providing opportunities for other organisations in the
community tv participate.
Scvernl very successful Fimside Chats were held over the winter of 2003/2004. Following the
winter season the Commission was unable to locate a group or organization willing to take over
the organization and preparation Cur the Fireside Chats. The Commission had other obligations
and was unable to wntinue the Chats at that tune.
At the Cktoher t 7'~ work session the Commission requested the topic of the Fireside Chars be
added to the Nvvemlx;r Agenda for discussion.

C.OMMTSSION, RECOMMENDING THE CITY COUNCIL REQIiEST
STATE DESIGNATION FOR TIIE CITY OF SEWARD AS 1'HE MURAL
CAPITAL OF ALASKA
WIIEREAS, the Seward Muml Society has produced and displayed nine murals to date
under the supervision of master artists lenuifcr Headtke, Tim Sccawinski, Jeannie Shirk, Susan
Swiderski, Jon Van 7.yle, Tom Missta and (fail Niehrugge; and
WHEREAS, a goal of the Seward Mural Society is to produce a minimum of one major
mural per year, maintain the exislurg murals and possibly add some smaller mtuals; and
WHF,RF.AS, Ute Seward Mural Society has specific themes planned for the next five years;
and
WHEREAS, "Kememhering )exit Glacier" by local artist Dot Bardatson is nearing
completion as the mural of 2007; and
WHF,RF.AS, Ed Tussey will be the Master Artist t'or 2008, designing a mural
commemorating the 100'" year of the National Park Service; and
WHF.RF,AS, the Seward Mural Society has plans to produce: a mural representing the 50
years of Statehood and/or 45 years since the 1964 Garthyuakc; and
WHEREAS, a confirming goal of the Seward Mural Society is to enhance the quality of lift
in Seward and to increase the number of visitors, many of whom come specifically to view and enjoy
the murals; and
W HEREAS, n primary goal of the Seward Mural Society is to have Seward designated as the
Mural Capital of Alaska; and
WHF.RF.AS, by obtaining City and State designation as Mural Capitt-1 of Alaska, it would
greatly increase the grant writing possibilities and potentials irr obtaining grant funding for the
Seward Mural Sex:ie:ty.

Capital of Alaska
BACKGROUND & JUSTIFICATION:
"I-ltc Seward Mural Society was formed in 199R and is the visual arts arm of the Port City
Ylaycrs, a non-profit group, which has long been active in the dramatic and musical arena in the
Seward Area.
The goal of the Sewazd Mural Society is to paint at least one mural a yt~r and support private
mural projects. The murals are designui by an artist and then painted as a community project by 1 S
to 30 pwplc who volunteer their time and efforts fulfilling the vision to beautify the community,
through public art, and to honor the unique history of Seward.
The Seward Mural Society has completed nine murals to date. The 2007 "Remembering Exit
Glacier" by Dot IIazdazson, is the tenth. Ed Tussey will be the Master Artist 1'ur the eleventh mural
wmmemorating 100 years of'the National Park Service in 2008.
The goal of the Seward Mural Society is to enhance the quality of life in Seward and to
increase the number of visitors, many of whom come specifically to see the murals.
By having City and State designation as Mural Capital of Alaska, it would greatly increase
the chances of obtaining grant funds for future mwaLti.
CONSIST>/NCY:
When; applicable, this resolution is consistent with the Seward City Code, Charter,
Comprehensive Plans, I_,and Use Plans, Strategic Plan and City Council Rules of Procedures.
RECOMMENDATION:
Approve Resohrtion 2007-OS, recommending the City Council City Council request

This collage is our 2002 rendition of a drawing
by Kcnt made nn 1919 after spending the winter
in Fox Island in Resurrection Bav.

colorful Alaskan wildflower collection designed
and painted in 2001.

This mural was painted in 2002 and honors
Seward as the original beginning of the lditarod
Trail. This trail was used for hauling mail,
supplies & gold and more famously for the
historic serum run to Vome. Our annual
infamous Iditazod Sled Dog Race is the modem
outcome of this original trail.

#6 `•A Tribute to Commercial Fishing"

Painted in 2003, this colorful mural illustrates
the importance of commercial fishing to the
state of Alaska and the people of Seward who
make their living from the sea.

In 2004, this was the first mural publicly painted
during the annual .Seward,lft+sic dE.4rts Fertir~nl
by 20 local artists and is a representation of a
famous Rockwell Kent drawing, circa 1919.
Location: Adams Street between Fifth and
Sixth Avenues.

and will be mounted on the AVTEC Student .Services Luilding in the Spring. Ezit
Glacier is u spectacle of the Kenai Fjords .Notional Turk. Showing
lire glacier in its prime helps us to remember it at its best

The September 27, 2007 a'pecial meeting of the Seward Historic Preservation Commission
was called to order at 6:30 p.m. by Chair Shannon Kovac.

• The Commission was invited to attend the Jesse Lee Home T,eadership School
Community Work Session on October g, 2007 and October 9, 2007 at Legend's.

Commissioner comments.
• The Music and Art Festivnl would occur this weekend at the Railroad terminal.

Jackie Wild, General Manager of Hotel Seward, sterol that she would make her best eflori to
get Utc hotel nn the registry and joist in the preservation of Seward. She stated that she had lived in
Seward for four years artd lltat she told her children that if we do not listen to the history we would
lose it and that it was something we should continuC to push for and tell the tourists alxiut. Wild
stated that she had talked to Glenn today and rec;eivcd information about the Gumtnissiuu; she wns
moving forwazd to get the hotel on the registry end would help in any way.

Gkttz apologized to the Cortuttission for the errors iu the Historic Preservation packet that
was distrihtrted. She stated that staff had corrected, n:-printed and provided the new copies to the
Coutmissinn as lay downs. She explnined wht~re the changes were made in Use budget, the wording
and timeline. She stated that she verified the timeline with the Anchorage SHPO office and the grant
would run through September 2009 and Utat the word IIisturic was changed to Historical. She
continued that staff had provided a substiarte resolution with the corrected budget amounts attd
several added words. Glenn rey ucstui that the Commission take n few minutes to review Utc chtutges
to the grant application and n solution and then they would need to accept the substitute n~solution by
motion and proceed. Glenn stated that nt the September G, 2007 meeting the C'atunission decided to
apply for the Ceriilicd Locnl Govemment llNK Mniching Fund Grartt for FY'OR, held two work
sessions, selected a topic and worked to write the grant application. She staled that the results ufthe

In response. to Carpenter, Kovac. stated that she wea plr:ased and appreciated that the
Commissioners pulled the grant application together in such a short amount of time.

done quickly.

ntreting. He encouraged tlrat the Commissioners attend artd get involved in the project.
Carpenter n;qucsted that documents not be sent in Publisher format but be converted to a
PDF or Word document.
Luther and Swann wncurred and stated they were unable to open the Jesse Lee Homc flyer in
the Publisher formal, too.
Glrrrz explained that this was forwarded to them by the Jesse Lcc Home Group and staff was

asked to disburse this lu the public. She stated that in the future if Commissioners were tmable to
open a document to e;all slat]' a,id they would get the document to them by another means.
Tn response to Kovac, Luther stated that documents in a PDT format would be best.
Luther stated that he had heen involved with the City business and development meetings and
the City was interested in doing things across the hay. He asked if the Commission knew of any
historical items across the bay and that it would be a good time to bring the information forward.
Kovac thanked Lasola, Luther, Carpenter and staff for completing the grant application.
