RESOLUTION 2003-117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE INTRODUCTION PAGE i PARAGRAPH 4 OF
THE CITY COUNCIL RULES OF PROCEDURES TO DELETE GENDER
SPECIFIC WORDING
WHEREAS, this resolution updates the introduction page of the City Council Rules of
Procedures to eliminate gender specific wording; and
WHEREAS, the Clerk's offices wishes to amend the fourth paragraph of the introduction
page i of the City Council Rules of Procedures to appear as follows (strike OHt - deletions, bold
italics = additions):
The City Council enacts the laws of The City of Seward, approves the annual budgets ofthe
city, sets city policy and serves as an appeal board for actions taken by city boards and commissions
and the city administration. In other words, your function is to serve as the legislative body ofthe
city. The City's administrative functions are carried out by the City Manager. It is sometimes
difficult to grasp the difference in these two areas of responsibility, For instance, you are setting
policy when you adopt a budget for street plowing, However, it is up to the City Manager and his
staff to determine who is going to do the plowing and which streets will be plowed first.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Clerk's office amends the fourth paragraph ofthe introduction page i of
the City Council Rules of Procedures to read as follows:

city, sets city policy and serves as an appeal board for actions taken by city boards and commissions
and the city administration. In other words, your function is to serve as the legislative body of the
city, The City's administrative functions are carried out by the City Manager. It is sometimes

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 24th day of
November 2003.

The City Clerks office has reviewed the City Council Rules of Procedures and found a

number of housecleaning changes that need to be made in order to update and keep

consistent language between the Council Rules of Procedures and the Seward City Code.
Resolutions 2003-116 through 2003-127 reflect these changes.
