RESOLUTION 2003-125
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING RULE 20 (b) (2) ON PAGE 7 OF
THE CITY COUNCIL RULES OF PROCEDURES ADDING A
SENTENCE AND REFERENCING SEWARD CHARTER 3.5L
REGARDING OBLIGATIONS OF COUNCIL MEMBERS
PROCEDURE
WHEREAS, the City Clerk's office has reviewed the Council Rules of
Procedures and would like to add wording pertaining to City Code 3.5L to Rule 20 (b) (2)
ofthe City Council Rules of Procedures manual; and
WHEREAS, the Clerk's office wishes to amend the City Council Rules of
Procedure to appear as follows (strike out = deletions, bold italics = additions):
RULE 20, (b) (2) Once the Presiding Officer rules on the question of conflict, any
member of the Council disagreeing with the ruling so given may appeal the ruling of the
Presiding Officer, The Council member would say: "I appeal the ruling of the Chair,"
This motion requires a second and is debatable, The motion to be voted on would read:
"Shall the decision of the Chair stand?" A majority of YES votes or a TIE vote would
uphold, the chair. Only a majority of NO votes could overturn the ruling of the chair.
The Council member affected may not vote on such determination. (Charter 3.5L)
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA that:
Section 1. The Seward City Council amends Rule 20 (b) (2) of the City Council
Rules of Procedures to appear as follows:

BACKGROUND & JUSTIFICATION:
The City Clerks office has reviewed the City Council Rules of Procedures and found a

number of housecleaning changes that need to be made in order to update and keep

consistent language between the Council Rules of Procedures and the Seward City Code.
Resolutions 2003-116 through 2003-127 reflect these changes.
