RESOLUTION 2008-058
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO APPROPRIATE
FUNDS FROM THE GENERAL FUND IN THE AMOUNT OF $12,770.00
FOR THE EMERGENCY PURCHASE OF A HONDA 225 HP OUTBOARD
MOTOR FROM STORM CHASERS MARINE SERVICES IN FOR THE
FIRE VESSEL JOHN FOSTER
WHEREAS, the fire vessel John Foster sustained critical damage to one of its Honda 225
HP outboard motors due to salt water ingestion; and
WHEREAS, the estimated repair costs of the damage to the existing motor will exceed an
economically feasible solution; and
WHEREAS, the cost of a new motor will provide a new warranty and immediate
replacement; and
WHEREAS, it is in the best interest of the community and our visitors to have the fire boat
John Foster available as soon as possible as the boat has proven its importance for emergency
response.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Seward Fire Department obtained price quotes for replacement of the Honda
225 HP outboard motors from 3 Alaska vendors and Storm Chasers Marine Services Inc. was the
lowest at $12,770.00.
Section 2. City Council is authorizing the City Manager to transfer funds from the Harbor
MRFF Fund 402-0000-3071 to the General Fund 101-0000-3070 and appropriate the funds to the
Fire Department Capital Equipment Fund 101-1220-5930.
Section 3. City Council authorizes the City Manager to purchase the 2008 Honda 225 HP
outboard motor and install the outboard on the John Foster per quote #13503 by Storm Chasers
Marine Services Inc.
Section 4. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 23`d day of
June, 2008.

Agenda Item: Authorizing the City Manager to appropriate fund
from the General Fund in the amount of $12,770 for the
emergency purchase of a 2008 Honda 225 HP outboard
motor from Storm Chasers Marine Services, Inc for the fire
boat John Foster.
BACKGROUND & JUSTIFICATION:
During routine maintenance on the fire boat John Foster it was discovered that one of the
Honda 225 HP outboard motors had ingested salt water. Attempts were made to
determine how badly the motor was damaged and what repairs would be needed. After
initial investigation, it was determined that a complete tear down of the motor would be
necessary. It was discovered that both cylinder heads, throttle valve assembly, choke
plate, oil pump, pistons, rings and the pulley assembly would all have to be replaced.
The estimated cost for the parts without labor was $10,000. The delivery of the parts
would be a one week minimum delay, and reassembly of the motor after receipt of parts
would be at least two weeks longer depending on the availability of the certified
mechanic.
The Fire Department staff contacted three of the nearest Alaska Honda vendors to get a
quote on the purchase of a new Honda 225 HP outboard motor with a 25 inch tail shaft.
Attached to this agenda statement are the three quotes. Only one quote shows the
shipping charges and another shows complete labor to install the motor back on the John
Foster. We estimate the shipping charges from the vendor in Soldotna will be $100 and
the travel/ labor charges to install the motor are estimated at $500. We are
recommending purchasing the outboard with installation from Storm Chasers Marine
Services Inc. They have the lowest price quote; the 2008 Honda 225 HP outboard motor
is in stock and will they install the motor on the John Foster.
The fire boat John Foster has proven its worth to our community and for our visitors. The
vessel is credited with saving at least 2 lives, rescuing 6 people and has responded to two
fires. The John Foster has been used in Search and Rescue missions. It has been
integrated into our emergency response system and it is a vital asset to complete our
mission. We anticipate a large crowd for the upcoming 4~' of July holiday and want to be
prepared for anything that may arise.
INTENT:
The intent of this resolution is to authorize the City Manager to appropriate the necessary
funds to the General Fund, to purchase a 2008 Honda 225 HP outboard from Storm
Chasers Marine Services Inc. and to put the fire boat John Foster back into service as
soon as possible.

FISCAL NOTE:
Administration desires to use the Cruise Ship Head Tax Funds for this emergency
purchase. The Cruise Ship Head Tax Funds were put into the Harbor MRRF account and
it will be necessary to transfer $12,770 from the Harbor MRRF 402-0000-3071 to the
General Fund 101-0000-3070 and appropriate these funds to 101-1220-5930 Fire
Department Capital Equipment.

City Council approve Resolution 2008- authorizing the City Manager to transfer funds
from the Harbor MRRF fund (402-0000-3071) in the amount of $12,770 to the General
Fund (1 O 1-0000-3070) and appropriate to the Fire Department Capital Equipment fund
(1 O 1-1220-5930) and authorizing the City Manager to purchase a 2008 Honda 225 HP
outboard motor with installation per quote #13509 from Storm Chasers Marine Services
Inc.
