RESOLUTION 2004-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AUTHORIZE THE
ENGINEERING FIRM OF DRYDEN & LARUE TO CONTINUE
ENGINEERING SERVICES ON THE RELOCATIONIRECONDUCTORING
OF THE 69 KV TRANSMISSION LINE AND THE 12.5 KV DISTRIBUTION
LINE BETWEEN MILES 3.0 AND 3.5 FOR AN ADDITIONAL FEE OF
$14,500 CHANGING THE TOTAL AUTHORIZATION FOR THIS PROJECT
TO $71,500
WHEREAS, the City has received authorization from the State of Alaska to engineer and
relocate our transmission and distribution facilities adjacent to the three bridges on the Seward
Highway at State expense, for which Council has previously authorized $57,000; and
WHEREAS, the City desires to continue the rebuilding ofthe transmission and distribution
facilities beyond the end ofthe State authorized project to the City owned Pole Yard at mile 3.5, a
distance of approximately 2100 Feet; and
WHEREAS, this will replace a section ofthe Transmission and Distribution line which we
were unable to complete during the last reconstruction of the T -line due to lack of funds; and
WHEREAS, the City has previously engaged the services of Dryden & LaRue to do the
engineering for the relocation but the firm is requesting an additional $14,500 to complete this
work, bringing the total authorized for the engineering of this project to $71,500.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to engage the engineering firm of Dryden &
LaRue to continue engineering services on the relocationlreconductoring ofthe 69 kV Transmission
line and the 12.5 kV Distribution line between miles 3.0 and 3.5, for an additional fee of$14,500,
bringing the total authorized amount for this project to $71,500. Funding for the additional amount
is available in account 501-5410-5390.
Section 2.
This resolution to take effect immediately.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 12th

Subject: Transmission Line Upgrade Engineering Costs
BACKGROUND & JUSTIFICATION:
The State of Alaska DOT/PF is currently upgrading the three bridges over the Resurrection River on
the Seward Highway. The new bridge construction impacts the City’s electric 69 KV transmission
and 15 kV distribution line that is located adjacent to the bridges.
The bridge construction began in the Spring of 2003 and was mostly completed by fall 2003.
However, the work which remains to be completed in the spring of 2004 will impact our 69 kV and
12.5 kV lines which parallel the bridges. The remaining construction will require the relocation of
our pole line (including poles, conductors, equipment, etc.) approximately ten feet to the west,
between Nash Road and the southern-most bridge. The State of Alaska is paying for the engineering
and relocation cost’s associated with this relocation.
In August of 2002, Dryden and LaRue was retained by the City to do the engineering work
associated with this relocation. The original authorization was $41,000, later amended and approved
by Council to add $16,000, for a total authorization of $57,000. Dryden & LaRue has now asked for
an additional $14,500 to complete the engineering for the project including the work between Nash
Road and the Pole Yard, which will not be reimbursed by the State. This will complete the
engineering for the 69 kV and 12.5 kV line (both circuits located on the same poles) between the
South end of the three bridges, and the City of Seward Pole Yard located at Mile 3.5 of the Seward
Highway.

City Council approve Resolution 04- 02, authorizing the City Manager to authorize the engineering
firm of Dryden & LaRue to continue engineering services on the relocation/reconductoring of the 69
kV Transmission line and the 12.5 kV Distribution line between miles 3.0 and 3.5 of the Seward
Highway for an additional fee of $14,500. Funding is available in account 501-5410-5390.
