RESOLUTION 2004-03
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING RULE 41 OF THE CITY
COUNCIL RULES OF PROCEDURES UPDATING THE
DEADLINES FOR BUDGET PRIORITIES AND POLICIES
WHEREAS, the City Clerk's office wishes to amend Rule 41 of the Council
Rules of Procedures manual to update the deadlines for budget priorities and policies; and
WHEREAS, the Clerk's office wishes to amend the City Council Rules of
Procedure to appear as follows (strike out = deletions, bold italics = additions):
RULE 41. In JaRHa:ry September of each year, the Council shall meet in a work session
with the city administration to outline the budget policies and priorities for the upcoming
fiscal year. In accordance with these policies and priorities, the City Manager shall
develop and present to the Council on or before :\pril 1 a proposea bHaget for the coming
fiseal yea:r. a budget proposal for the next fiscal year at least 45 days prior to the next
fiscal year. The Council shall schedule work sessions and public hearings as appropriate
and shall make any adjustments it feels are warranted and shall adopt the budgets of the
city prior to JlH1e 15. at a regular meeting held not less than ten days prior to the end of
the fiscal year (This is usually the first regular meeting in December) City Charter
Chapter 6; SCC ~5.05.15.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA that:
Section 1. The Seward City Council amends Rule 41 of the City Council Rules
of Procedures to appear as follows:

Section 2. This resolution shall take effect immediately upon its adoption.

council.
BACKGROUND & JUSTIFICATION:
The City Clerk’s office is updating the Council Rules of Procedures to reflect the
changes administration made regarding the month budget policies and priorities must be
submitted to council each year.
This is a “housecleaning” change to Rule 41 of the Council Rules of Procedure,
adopting the same language as Seward City Code 5.05.15 and adding administrative
changes.

RECOMMENDATION:
Council approves Resolution 2004-03, which changes Rule 41 of the Council Rules of
Procedure to match Seward City Code 5.05.15 and amends the month in which the
administration must submit budget policies and priorities to City Council.
