Adjournment Historic Preservation Commission June 17, 2009 Regular Meeting Agenda 2 Historic Preservation Agenda Statement Date: June 17, 2009 Through: Patricia Linville, Library Director From: Ryan Reynolds, Library/Museum Staff Subject: Discuss and request volunteers or set a work session for the 2009-2010 Historic Preservation Priority List. BACKGROUND & JUSTIFICATION• Every two years the Seward Historic Preservation Commission develops a Priority List for the upcoming two years. The last copy covers 2007-2008. RECOMMENDATION: The Commission should request volunteers or schedule a work session to develop the 2009-2010 Historic Preservation Priority List. 3 Historic Preservation Priorities List 2007-2008 Public Outreach 1. Historic Preservation Website- Needs updating, work on the Seward Register Sites 2. The National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. o The month of May is Historic Preservation Month o Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to select an outstanding award winner each year and bring the plaque in City Hall up to date. o The Historic Preservation award is given in May. o Place the Seward Annual Historic Preservation Award on the January Agenda. o Solicit the public to nominate people they think deserve to be a recipient of the award. 4. Local Plants and Trees A. Inventory of Local Plants and Trees B. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series- Keep on priority list and work on bringing back to the public. o Ground rules need to be set when this is brought back. o Discuss possible locations for the lectures to occur (i.e. SeaLife Center, Library Basement, and Theater) 6. Cemetery Information Project o Place Cemetery/Obituary Information on Seward Historic Preservation website, develop an informational pamphlet, create a book and compile obituaries. Historic Structures & Sites 1. Hoben Park has been approved for historic reconstruction by Councii- The Commission continues to support and is willing to assist with this project. * 2. Continue to Update Seward Inventory of Historic Places a 3. Continue to Nominate Structures and Sites to Seward Local Register A. Water Intake Building B. World War II Era Structures C. Monitor the Multi-Agency Center Historic Preservation Plan * 1. Seward Historic Preservation Plan- The plan needs to be reviewed and updated. 2. Evaluate the Establishment of a Historic District Other Required Tasks * 1. Establish and maintain a basic working inventory of cultural resources in the local area, compatible with the Alaska Heritage Resources Survev and annually provide'new data to the Offices of History and Archaeology. - CLG Historic Preservation Program, State Guidelines Pg. 3. 2. Survey and inventory community historic architectural and archaeological resources within the community. 3. Set priorities for the DNR grant applications. A. The National Park Service/i1S Forest Service Multi-Agency Facility- Continue to monitor and present a strong voice during the design phase of the project. * Required by City Code Updated June 26, 2008 5 City of Seward, Alaska Historic Preservation Commission Minutes May 20, 2009 Volume 2, Page 93 Call to Order The May 20`", 2009 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Jolund Luther. Opening Ceremony Commissioner French led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Jolund Luther presiding, and John French Greg Carpenter Linda Lasota Absent were Tom Swann and Doug Capra (excused) comprising a quorum of the Commission; and Patricia Linville, Library Director Ryan Reynolds, Library/Museum Staff Special Reports City Administration Report- Library Director Patty Linville reported on the following issues: • Linville reviewed the Commission handbook and determined an update was needed. Reynolds and Linville would complete the update. • Annual and quarterly CLG report was completed. • Council, City Admin and Harbor were seeking input on the assessment of the SMIC report. • Volunteer painters needed for painting pavilion. • High School principal has resigned, city was seeking input on qualities of new principal. • Three HP terms ended in May. Lasota, Carpenter, and Capra terms expired. • Carpenter had decided to leave the Seward Historic Preservation Commission. Other Reports, Announcements & Presentations- Friends of the Jesse Lee Home Update-Swann- s City of Seward, Alaska Historic Preservation Commission Minutes May 20, 2009 Vnlume 2 Pno~ as • None Website Updates- Luther- • None Alaska Statehood Experience Grant - Linville- • Linville stated the event was truly a community event. The Seward Elementary School did a wonderful job on their presentations. • The Friday reception went well and many people attended. • The Sealife Center was instrumental in helping Wally Hicke] attend the event. • All presenters mentioned how nice it was to be in Seward and praised the schoolchildren's knowledge of Alaska history. • Edgar Blatchford and Tom Osborne did a wonderful job as moderators. • Luther's help was invaluable to the success of the event. • Lasota was a great help with the Saturday event. • The Statehood Mural was scheduled to be installed in early June. Alaska Historical Society- Doug Capra • None Photos for CLG Grant 2008 - Lasota • Carpenter completed his assigned photos for the CLG grant. • Luther reminded Carpenter to submit hours worked taking photos. Meeting Minutes from March 18`", 2009 Seward Historic Preservation Commission Item #1: Lasota suggested that New Business Item # 1 be moved to the next meeting on June 17th. Commissioners agreed. Item #2: The Commission decided to accept nominations for the Historic Preservation Award until June 30"' Reynolds would take care of the Press Release. French stated that Lee Poleske's name should be added as the 2008 Historic Preservation Award recipient. Informational Items - (No action required)- Commission Comments- The Commissioners thanked Carpenter for his service on the Seward Historic Preservation Commission. Carpenter stated that he had appreciated serving on the Commission and would consider returning if there was still a vacancy in the Fall of 2009. Linville received a copy of the Statehood Symposium from Edgar Blatchford and would distribute a copy to Luther. Oates City Manager s Historic Preservation Agenda Statement Date: June 17, 2009 Through: Patricia Linville, Library Director From: Ryan Reynolds, Library/Museum Staff Subject: Alaska Flag Day, July 9, 2009 Proclamation BACKGROUND & JUSTIFICATION: The story of Alaska's flag is a unique and important part of 20th century Americana and a significant episode in Alaska's history. What began in 1927 as a flag contest resulted in the remarkable story of 13-year-old Benny Benson, and how his winning entry provided a flag for the territory of Alaska and a symbol for self-government during the statehood campaign. The first time the Alaska Flag was flown was on July 9`h, 1927. INTENT: Honor July 9`h as Alaska Flag day. CONSISTENCY: Where applicable, this proclamation is consistent with the Seward City Code, Charter Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. RECOMMENDATION: Approve Alaska Flag Day Proclamation and request it be forwarded to City Council. io PROCLAMATION WHEREAS, in 1926 the Alaska Department of the American Legion sponsored a contest for students from grades seven through twelve to design an Alaska flag; and WHEREAS, Benny Benson, a 13 year old resident of the Jesse Lee Home in Seward won the contest with his design of eight gold stars on a field orblue, representing the Big Dipper and the North Star; and WHEREAS, the Alaska Legislature adopted Benson's design as the offcial flag of~the Territory of Alaska on May 2, 1927; and WHEREAS, AS 44.12.070. established July 9 of each year as Alaska Flag Day to honor the creation of the design of the offcial flag of the state by Benny Benson and its importance as a symbol of the state; and NOW THEREFORE, I, Clark Corbridge, Mayor of the City of Seward, Alaska, do hereby proclaim and recognize Monday, July 9, 2009 as ALASKA FLAG DAY Dated this 9th day of July, 2009.
