Call to Order
The June 17` 2009 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Chair Jolund Luther.
Opening Ceremony
Commissioner French led the Pledge of Allegiance to the flag.

There were present: Chair Jolund Luther presiding, and

Special Reports
City Administration Report-
Library Director Patty Linville reported on the following issues:
• Monica Hinders had applied for a seat on Seward HP commission.
• Doug Capra did not reapply for a seat, leaving two vacancies on the commission.
• Elections of Chair and Vice -Chair would be held next meeting, July 15
• Site dedication for new Library Museum building was held June 18 and Commissioners
were invited to attend.
• Linville had timesheets and expense reports for Commissioners for current CLG grant.
• New grant paperwork had been received for planters.
• Final grant paperwork due September of 2010.
• Setting a work session to work on the timeline for the CLG grant 2009 -2010 on Hoben Park
Restoration, Phase III: Planters was added to the June 17`" agenda under New Business.

Action: A work session was scheduled for Wednesday, June 24th at 6:30pm to work
on CLG grants.

• The Commissioners requested more information on why to invite Allan Seward III to
Seward.
• Linville agreed to gather more information.

• Swann made a motion to approve the proclamation. French seconded. The motion carries
with unanimous consent.

Commission Comments -
French requested the nomination of Jackie Pels for the Annual HP Award be added to the July 17`
agenda.
Reynolds would solicit HP Award nomination form.
Luther thanked Doug for his service on the HP Commission.
Linville asked the City Clerk's office about recognition for former Commissioners Doug Capra and
Greg Carpenter and was informed the Clerk's office would review their tenure and recognize them
accordingly.

Agenda Item: Seward Historic Preservation Award Nominations
The Historic Preservation Commission should select the award recipient at the July 15,
2009 Regular Meeting and the recipient will be presented their award at the August
Council Meeting.
The Historic Preservation Award nomination has been advertised throughout the
community. Currently only one form has been picked up and returned to the Seward
Community Library, but Commissioners are welcome to nominate individuals during
discussion of this agenda item.

On behalf of the Qutekcak Native Tribe members we would like to nominate Ms.
Jacquelin Pels for her outstanding book; "Family After All: Alaska's Jesse Lee Home"
Volume II. Her publication shares a snapshot in time of our Seward community from
1925 -1964 and is testament to the survival and determination of today's Seward Elders.
Her careful research and interviews with the many children of the Jesse Lee Home share
their stories from a child's perspective that lends an uncommon view of the life,
challenges and celebration of our senior citizens' yesteryears. What an opportunity to
bring about those memories that still echo through our community. The historic Jesse
Lee Home still stands today, a symbol of the strength and determination of the Alaska
Native people. Ms. Pels has brought history to life for our children and has solidified the
history of generations that attended the Jesse Lee Home.

Subject: Election of the Historic Preservation Chair and Vice Chair
If a full Commission is not present the Commission could postpone the election or vote
with those members present.
The duties of the Chair are to:
1. Open the meeting on time and call the meeting to order;
2. Announce in proper sequence the business on the agenda;
3. Recognize members who are entitled to the floor;
4. State and put to vote all legitimate motions that arise during the meeting;
5. Do not permit debate until there is a motion on the floor;
6. Protect the Commission from frivolous or delaying motions by refusing to
recognize them;
7. Enforce the rules regarding debate and keep order;
8. Expedite business in a way compatible with the rights of the members;
9. Decide all questions of order;
10. Respond to all inquires of members;
11. Ensure that citizens address all remarks to the Commission; and Declare the
meeting adjourned.
The process for election of the chair and vice chair is as follows:
The current chair should open nominations. Anyone can nominate another commissioner
as chair.
• If only one nomination is received, a motion should be made to close nominations
and cast a unanimous ballot for the chosen person. That motion will need a
second and can be approved by unanimous consent. (No role call vote is
necessary).
• If more than one nomination is received, ballots will be prepared for each
Commissioner to vote for one nominee and sign their ballot. I will then collect the
ballots, read the votes aloud, and announce the prevailing nominee. A motion is
then in order to elect the nominee as chairperson. A second is needed and the
motion can be approved by unanimous consent of the commission.
The above procedure should also be used to elect a vice chair.

Public Outreach
I. Historic Preservation Website- Needs updating, work on the Seward Register
Sites
2. The National Historic Preservation Month- Continue to participate and plan
celebrations for the recognition of H.P. Month. The scope of the activities will
vary from year to year, but activity needs to be identified many months in
advance.
• The month of May is Historic Preservation Month
• Place the National Historic Preservation Month on the January Agenda
3. Seward Annual Historic Preservation Award- Continue to select an
outstanding award winner each year and bring the plaque in City Hall up to date.
• The Historic Preservation award is given in May.
• Place the Seward Annual Historic Preservation Award on the January
Agenda.
• Solicit the public to nominate people they think deserve to be a recipient
of the award.
4. Local Plants and Trees
A. Inventory of Local Plants and Trees
B. Solicit Nominations From the Public
5. The First Friday Fireside Historical Lecture Series- Keep on priority list and
work on bringing back to the public.
• Ground rules need to be set when this is brought back.
• Discuss possible locations for the lectures to occur (i.e. SeaLife Center,
Library Basement, and Theater)
6. Cemetery Information Project
o Place Cemetery /Obituary Information on Seward Historic Preservation
website, develop an informational pamphlet, create a book and compile
obituaries.

1. Hoben Park has been approved for historic reconstruction by Council- The
Commission continues to support and is willing to assist with this project.

local area, compatible with the Alaska Heritage Resources Survey and
annually provide new data to the Offices of History and Archaeology. — CLG
