RESOLUTION 2010 -01
RESOLUTION OF THE PORT AND COMMERCE ADVISORY
BOARD, TO RECOMMEND ADOPTING THE VESSEL
MAINTENANCE AND REPAIR POLICY
WHEREAS, the vessels within the Seward Small Boat Harbor require minor
maintenance including varnishing, waxing, sanding, painting, window replacement, and
other small repairs which are not cost effective to be completed at an upland storage and
maintenance yard; and
WHEREAS, while some vessel owners and operators strive to follow "best
management practices" by containing waste and debris associated with maintenance
activities, a clear policy and requirement statement from the City does not exist; and
WHEREAS, in the fall of 2009, the Port and Commerce Advisory Board and
City administration recognized a need for, and subsequently developed a policy for,
managing vessel maintenance activities occurring in the Seward Harbor; and
WHEREAS, the City administration attempted to balance the issues of small
businesses and boat owners conducting their own work against protecting the interests of
the City, specifically to follow state and federal environmental guidelines and to preserve
the non - industrial nature of the Seward Small Boat Harbor.
NOW THEREFORE, BE IT RESOLVED by the Port & Commerce Advisory Board
that:
Section 1. The Port &Commerce Advisory Board recommends Council approval
of the Seward Harbor Maintenance and repair Policy as attached.
Section 2. This resolution shall take effect immediately upon its adoption.
