HomeMy WebLinkAboutRes2003-141 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2003-141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR 2004 STATE LEGISLATIVE PRIORITIES WHEREAS, annually the City compiles a list of projects or issues that are identified as top legislative priorities; and WHEREAS, the list of projects is compiled and distributed to the Governor's Office, our legislators, the Kenai Peninsula Borough, and the City of Seward lobbyist; and WHEREAS, all the projects on this list are consistent with the City's Comprehensive and Strategic Plans. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The following projects are hereby declared to be the official legislative priority list for the City of Seward for the 2004 State legislative session: INFRASTRUCTURE 1. $2,100,000 for 3rd Avenue water line upgrade LIFE/SAFETY 1. $2 million for planning and design of a new 40 bed long-term care facility 2. $400,000 for construction of a Fire Training Facility PORT AND HARBOR 1. $2.6 million for inter-harbor improvements 2. $4.5 million for dock/breakwater at SMIC DEPARTMENT OF TRANSPORTATION 1. $19.1 million for mile 0 to 8 of the Seward Highway including lighting improvements 2. $3.75 million for rehabilitation of Nash Road 3. $975,000 for reconstruction of Lierer Road CITY OF SEWARD, ALASKA RESOLUTION NO. 2003-141 PUBLIC FACILITIES 1. $10,000 for Recorders Office 2. $1.5 million for A VTEC deferred maintenance PUBLIC SAFETY 1. $25 million for expansion ofthe Spring Creek Correctional facility BENEFICIAL LEGISLATION 1. Promote legislation to improve regulations in support of Qutekcak Shellfish Hatchery 2. Support continuation of Medicaid and Denali Kid Care programs at not less than current year funding levels; change re-base year calculation to use current year 3. Support to bring back Revenue Sharing and Safe Communities funding 4. Support the Community Dividend Program 5. Supporting Seaview Community Services being designated a hub for social services on the Eastern Peninsula 6. Support continued service to Seward by the State Ferry Tustumena Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day of December, 2003. "I,,,UU~\\" COUNCIL AGENDA STATEMENT Meeting Date: November 24, 2003 & December 8, 2003 Through: Phil Shealy, City Manager From: Rick Gifford, Assistant City Manager Agenda Item: Calendar Year 2004 Legislative Priorities BACKGROUND & JUSTIFICATION: Each year the City Council approves resolutions listing the City’s federal and state legislative priorities. These lists help the Council, administration and the City’s lobbyists when discussing City projects with the various federal and state legislators and agencies. The various projects listed have come from last year’s projects, projects recommended by the lobbyists and from discussions with Council in previous meetings and work sessions. Not applicable FISCAL NOTE: Lobbying for the City’s Legislative Priorities will require Council and administrative time and travel. In addition, the City contracts with two separate lobbyists’ for additional help and consultation in the City’s lobbying efforts. Both expenditures have been included in the calendar year 2004 budget. Approved by Finance Department: RECOMMENDATION: Council hold public hearings at its November 24, 2003 regular meeting for the purpose of hearing public discussion concerning the City of Seward’s calendar year 2004 Federal and State Legislative Priorities. Council, at its December 8, 2003 regular meeting, approve Resolution’s 2003-140 & 141 approving the City of Seward’s calendar year 2004 Federal and State Legislative Priorities.
