RESOLUTION 2010 -084
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO REASSIGN
SUPERVISORY DUTIES FROM THE DEPUTY HARBORMASTER TO THE
SENIOR ADMINISTRATIVE ASSISTANT REDUCING THE RANGE FOR
THE DEPUTY HARBORMASTER TO A RANGE 16.5 -18.5 AND
INCREASING THE RANGE FOR THE SENIOR ADMINISTRATIVE
ASSISTANT TO A RANGE 12 -14.
WHEREAS, the City Manager has developed a plan to reassign the supervision of the
Harbormaster's office staff from the Deputy Harbormaster to the Senior Administrative Assistant's
position; and
WHEREAS, there is an opportunity with vacant positions to implement these changes with
minimal impact to existing staff; and
WHEREAS, there would be no additional funding required to the Seward Harbor Enterprise
fund or the Seward Marine Industrial Center Enterprise fund for this reassignment of duties.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is authorized to reassign the duties of the Senior
Administrative Assistant from a Range 11.5 -13.5 to a range 12 -14.
Section 2. The City Manager is authorized to reassign the duties of the Deputy Harbormaster
from a range 17 -19 to a range 16.5 -18.5
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 27 day of
September, 2010.

Agenda Item: Reassigning Supervisory Duties from the Deputy

BACKGROUND & JUSTIFICATION:
Administration has reviewed the supervisory responsibilities in the Harbor
department and has determined that these responsibilities would best be divided between two
positions: the Deputy Harbormaster and the Senior Administrative Assistant. The Senior
Administrative Assistant will supervise the two (office) administrative assistants, while the Deputy
Harbormaster will supervise the 5 Harbor Worker Its and the Harbor Worker III.
Supervisory personnel shall have the responsibility and authority to:
- Implement personnel policies, rules and regulations in the units under their supervision
-Take corrective action concerning employees under their supervision and make recommendations as
to hiring, firing, transfer, promotions, and personnel evaluations
-Train new employees and participate in the development of other employees
- Evaluate employee performance
- Participate in the grievance procedures as specified.
The Senior Administrative Assistant is the best candidate to complete personnel evaluations and
perform other supervisory duties for the Harbor office administrative assistants. Billing, accounting
practices, records retention, and other office duties can not be effectively evaluated by the Deputy
Harbormaster. Therefore it is recommended to reassign supervisory duties from the Deputy
Harbormaster to the Senior Administrative Assistant, reducing the range for the Deputy
Harbormaster to a range 16.5 -18.5 and increasing the range for the Senior Administrative Assistant
to a range 12 -14.
INTENT: Authorizing the City Manager to Reassign Supervisory Duties from the Deputy
Harbormaster to the Senior Administrative Assistant.

Seward City Code §3.10.025- Whenever reorganization of a department... the city manager shall, at the request of the
department head, investigate the duties of the position in question.
Seward City Code §3.05.015- Supervisory personnel shall have the responsibility and authority to train new employees,
evaluate performance, take corrective action...
FISCAL NOTE: This personnel change has a zero fiscal impact on the Harbor Enterprise fund as
the Deputy Harbormaster position will decrease .5 and the Senior Administrative Assistant will
increase .5 as this position will have increased supervisory responsibilities.
