RESOLUTION 2010 -088
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA ACCEPTING A 2010 DESIGNATED
LEGISLATIVE GRANT FOR COMMERCIAL PASSENGER
VESSEL HARBOR SECURITY COAST GUARD BUILDING
RELOCATION FOR $300,000 AND APPROPRIATING $116,681
FROM COMMERCIAL PASSENGER VESSEL PROCEEDS, FOR A
TOTAL APPROPRIATION OF $416,681
WHEREAS, the City of Seward has been awarded a grant in the amount of
$300,000 from the State of Alaska Department of Commerce, Community &
Economic Development, Division of Community and Regional Affairs; and
WHEREAS, the purpose of this FY 2010 Designated Legislative Grant is
to provide funding to the City of Seward for use toward relocation of the USCG
building from the main harbor area to the North Harbor area; and
WHEREAS, the objective of this project is to provide a foundation and utility
extensions for the USCG building relocation and to provide direct connectivity to the
new Z Float for increased security; and
WHEREAS, the water, electric, telecommunication. and storm drain relocation
will need to be designed and extended in the north harbor in preparation for the
foundation; and
WHEREAS, subsequent to the utility extensions and construction of the
foundation, the USCG will be responsible for the relocation of their current facility to the
newly constructed foundation and utilities; and
WHEREAS, the City Manager will present a subsequent resolution to the City
Council to award a contract for the construction of the water, storm drain relocation and
foundation; and
WHEREAS, such grant funds may be used towards contractual services,
engineering, design, planning, permitting, project management and construction; and
WHEREAS, time is of the essence for this project to enable the USCG to move
their facility in the summer of 2011, upon completion of construction of the Z float; and
WHEREAS, the City will need to fund a portion of this project to ensure the
infrastructure is complete prior to the relocation of the USCG structure; and
imam, WHEREAS, the City has additional funding available for this project from the
2009 cruise ship head tax funding for the dredging project and to cover 10% overhead;
and

WHEREAS, the funding appropriated will not include a contingency; and
WHEREAS, it is important to complete the construction of the utilities, storm
drain relocation, and foundation prior to the Z float construction.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
SEWARD, ALASKA:
Section 1. The City Council hereby accepts the FY 2010 Designated Legislative
Grant in the amount of 300,000.
Section 2. The City Manager is authorized to enter into a Grant Agreement with
the Economic Development Division of Community and Regional Affairs in the amount
of $300,000 to the Harbor Security Coast Guard Building Relocation account number
277 - 2770 - 4680 -0200.
Section 3. The City Council appropriates $300,000 grant funding in combination
with $116,681 from commercial passenger vessel account number: 402 - 0000 - 3071 -0277
to the project account number 277 - 2770 -5390 for a total of $416,681.
Section 4. This resolution shall take affect immediately upon its adoption. owl

Agenda Item: Accepting grant funds in the amount of $300,000
for relocation of the US Coast Guard Building
BACKGROUND & JUSTIFICATION:
The Coast Guard headquarters building in Seward is located in a high- traffic tourism area on the
waterfront. The current location does not provide Coast Guard personnel with quick access to their
vessels, adequate parking, or appropriate security. Moving the building and USCG vessel to a new
location in the harbor area will correct these deficiencies. Relocation of the Coast Guard building and
the extension of the East Harbor breakwater barrier will make it feasible for the City to construct a
security dock and float system.
The City has funding to construct the Z float/security dock in the spring 2011. The City is preparing
to relocate the USCG in collaboration with the construction of Z float. The Z float will
accommodate all emergency response vessels (such as the Coast Guard Cutter, Coast Guard
Auxiliary Boat, City Fire Boat, Alaska State Trooper Boat, and NOAA Boat). Repositioning the
emergency response vessels will improve security and fire protection to all boats in the harbor,
including cruise ships.
The City has a letter of agreement with the USCG defining the City's role in the USCG relocation.
The City is funding the utilities (water, sewer, electric) the relocation of a storm drain, the foundation
design, and construction. The USCG will fund the relocation of their existing structure onto the new
foundation. The City will provide the connections to the utilities.
The purpose of the FY 2010 Designated Legislative Grant in the amount of $300,000 is to provide

for the construction of the phase 1 -water line, storm drain, foundation, and phase 2- water line for the
Z float.
INTENT: This resolution accepts the FY 2010 Designated Legislative Grant in the amount of
$300,000 and authorizes the city manager to enter into a grant agreement with the Economic
Development Division of Community and Regional Affairs, as well as to appropriate funds from the
commercial passenger vessel account (cruise ship head tax proceeds) in the amount of $116,681.

FISCAL NOTE:
This project will be paid for with a $300,000 grant from the State of Alaska, plus a contribution from
the City's share of cruise ship head taxes in the amount of $116,681, since this project is completed
in conjunction with the construction of Z Float, providing security and emergency response to cruise
ships.
