BACKGROUND & JUSTIFICATION: Every year the Seward Historic Preservation Commission (SHPC) applies for a Certified Local Government (CLG) grant to meet the historic preservation needs of Seward. Throughout 2011 the SHPC has discussed the possibility of applying for a CLG to further restore the historical nature of Hoben Park. Work sessions held on August 17, 2011 and September 28, 2011 revealed that a project within Hoben Park was desired, but more time was needed to gather information and materials. During the September 28, 2011 work session, the SHPC decided to write a grant that allowed most of the commissioners to attend historical preservation training sessions to better enlighten and equip them for HPC meetings and projects. The intent of the grant is to offer commissioners one of two national conference training opportunities. Funds requested would enable four commissioners and one staff to attend conference. A community event highlighting historic preservation and encouraging community involvement will be held by the SHPC in December 2012. Attached is a draft of the FY12 CLG grant for continuing education for SHPC commissioners. Also, attached is Resolution 2011 -003, which supports the submission of this grant. RECOMMENDATIONS: The commissioners should review the FY12 CLG grant application and Resolution 2011- 003. PROJECT DESCRIPTION What is the aim, scope and significance of the project? The project must have historic preservation focus to be eligible. The Seward Historic Preservation Commission (SHPC) is lucky to have the benefit of new commissioners willing and eager to address the historic preservation needs of our community. In the last two years we have certified four new commissioners and acquired new staff. Of the seven member commission and two staff, only three have had training in the past four years. While the commission is eager they have also expressed a desire to learn more about why they exist and what their focus should be. The aim of this project is to enable at least five commissioners and one staffer the opportunity to learn more about historic preservation by networking with like commissions at a national conference. Upon return from this experience the commission will hold a public meeting highlighting the need for historic preservation awareness, providing information on past and current activities of the commission and encouraging more community involvement. Discuss the relationship of this project to past, present, or future preservation work. When community members volunteer to serve on a commission they deserve the tools to do their job. Our current commissioners come from varied backgrounds such as small business, education and current and retired government employment. They understand the value of their experience to the community. Adding an opportunity to build on their understanding of historic preservation will give them confidence as they serve and ensure continued involvement. Identify the intended audience(s). The immediate intended audience of this project is the SHPC and staff. Ultimately, the Seward community will benefit from a well - informed commission. 2. PRESERVATION OBJECTIVES Discuss how the project relates to annual CLG grant priorities established for this fiscal HPF Grant Application for CLGs 3 7 Rev: Sep2011 year. The FY 2012 priorities include "projects that increase public awareness of historic preservation and establish new partnerships to strengthen a local preservation program." The goal for attending the National Preservation Conference or the National Alliance of Preservation Commissions (NAPC) Forum is to increase each commissioner's confidence and ability in encouraging and enhancing preservation awareness in our community. For example the 2010 NAPC Forum offered day long workshops entitled Commission Short Course and Commission Chair Training. These intensive training opportunities included preservation law, meeting procedures, local designation, design review process and public outreach. Current knowledge of these issues will give the commission a stronger foundation when dealing with local historic preservation issues. Discuss how the project contributes to the goals and objectives of the state historic preservation plan. This request will increase the ability of the SHPC to "...Form new partnerships to expand and strengthen the historic preservation community." Not only will attendees learn about current issues and techniques in preservation, they will network with like - minded individuals and professionals who can be called on at a later date for information and guidance. Attending a half day workshop entitled Giving Voice to the Preservation Message: Advocacy 101 will teach commission members how to present the historic preservation concepts to Seward's elected officials and citizens in a concise and convincing manner, especially important as we move towards completing Hoben Park restoration and embarking on the review and revision of the Seward Historic Preservation Plan. Discuss how the project meets an identified priority of your community. The current SPHC will be tasked with completing the Hoben Park rehabilitation and then review and revising of the Seward Historic Preservation Plan, both SPHC priorities. Learning about current issues in the field and meeting other commissions will give the commissioners confidence and contacts to tackle these projects. Discuss how the project contributes to the development or implementation of your local historic preservation plan. This request insures that current and future commissioners will have the knowledge and tools to continue rebuilding Hoben Park, the ability to select historic properties for our survey and be able to manage community growth and development with respect for our history. It will also give them ideas to get started with the revision of the Seward Historic Preservation Plan, our next priority, as we near the completion of the Hoben Park rehabilitation. HPF Grant Application for CLGs 4 8 Rev: Sep2011 3. PROJECT LOCATION Describe the geographic area encompassed by the proposed project. Particularly for survey and National Register nomination projects, include maps of the project area. Also include the estimated number of buildings, structures, sites, square miles, etc., to be addressed. This request is based on costs estimated for five commissioners and one staff member to attend either the National Preservation Conference in Spokane, Washington or the National Alliance of Preservation Commissions Forum in Norfolk, Virginia. 4. WORK PLAN Explain how the work will be accomplished. Two national conferences were selected to give commissioners and staff a choice of training and a more flexibility with scheduling. Provide a work schedule. Keep in mind that final products must be completed by June 30 of the following fiscal year (two year grant cycle). October 2011 Submit the grant. June 2012 Accept the grant. July 18 -22, 2012 Commissioners will attend the National Alliance of Preservation Commissions Forum 2012 in Norfolk, VA. Each attendee will submit a written report of their experience to share with the commission at their August regular meeting. October 30- November 3, 2012 Commissioners will attend the National Preservation Conference 2012 in Spokane, WA. Each attendee will submit a written report of their experience to share with the commission at their November regular meeting. December 2012 SHPC will host a community reception highlighting their historic preservation projects and activities in the past and those planned for the future. January 2013 Submit final report to the State and Office of History and Archeology. HPF Grant Application for CLGs 5 9 Rev: Sep2011 Clearly and adequately describe the project. Address all following items for your project type: For public education projects, does the proposal: _ have a historic preservation focus? This request will insure that the SHPC is trained and able to address the preservation needs of the community with confidence. _ clearly identify the audience(s)? (Please refer to attachment #2 Linville Resume) Provide resumes for all professionals working on the project or a job description. The Principal Investigator must meet the qualifications set forth in 36 CFR 61 outlined in Appendix B - Attachment 1. Office of History and Archaeology must review selection of Principle Investigator prior to finalization of the contract with the individual. Identify local government personnel to be involved in the project and duties. Patricia Linville, Director Seward Community Library Museum and Amy Carney, City of Seward Liaison for the Historic Preservation Commission are the government employees involved in this project. They will be drafting the grant, coordinating the activities and filing the reports. Describe the local historical commission's role in the project. How will they be involved in review of the grant products? Letters of support or a resolution from the commission are encouraged. • Each commissioner attending a conference is committing 40 hours of in -kind for time spent at the meetings. City of Seward staff are committing 60 hours of in -kind for time spent writing and administering the grant request and one staff member to attend training. 6. BUDGET Using the budget page, identify the costs associated with this project. Attach additional pages as necessary to explain the costs in detail. Costs should be divided into personal services, travel and per diem, contractual services, and supplies. Donated goods and services cannot exceed 40% of the total project costs. Grantees will be reimbursed for cash expenditures up to 60% of total project costs, less the state surcharge. • 7. FINAL PRODUCTS Describe the publications, workshops, audio - visual materials, reports, brochures, survey materials, nominations, etc., that will be produced as part of the proposed project. Identify the intended audience. Identify where copies of the materials will be available to the public. The final product of this request is an enlightened and enthusiastic Seward Historic Preservation Commission, confident in moving forward with the completion of Hoben Park restoration and able to begin the task of review and revising the Seward Historic Preservation Plan. Prioritize the fmal products should the proposal be considered for partial funding. Should the full grant request not be possible please consider funding this educational opportunity for 3 commissioners and 1 staff member. 8. The National Preservation Conference is the premier gathering of its kind in the United States, annually attracting 2,000 attendees to participate in a week long series of field sessions, education workshops, and peer -to -peer exchanges. The Conference attracts nationally -known experts and practitioners, and utilizes the host city as a classroom to showcase and learn from local preservation successes and issues. WHEREAS, the State of Alaska, Department of Natural Resources, Historic Preservation Office offers a Historic Preservation Fund Grant to Certified Local Governments; and WHEREAS, the City of Seward, Historic Preservation Commission has applied for and has been awarded several of the annual Historic Preservation Fund Grants; and WHEREAS, it is the responsibility of the Historic Preservation Commission to work toward the continuing education of citizens regarding local historic preservation and community history; and WHEREAS, the education of the Historic Preservation Commissioners enables them to educate and raise the public awareness regarding the importance of local historic preservation; and WHEREAS, total project costs are estimated at $23,662, including $9,465 in cash and in -kind applicants share and $14,197 Federal share; and WHEREAS, grant funds will be administered by City of Seward staff, expenditures reimbursed after receipts are submitted; and WHEREAS, the Seward Historic Preservation Commission will host a community reception in December 2012 highlighting their historic preservation projects and activities in the past and those planned for the future. NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation Commission of the City of Seward, Alaska that: 20 Seward Historic Preservation Commission Resolution 2011 -003 Page 2 of 2 Section 1. The Seward Historic Preservation Commission hereby proposes the "Historic Preservation Commission Education" Historic Preservation Fund grant through the State of Alaska, Department of Natural Resources. Section 2. The Seward Historical Preservation Commission will collaborate with City Staff in the preparation of the grant documents. Section 3. The Seward Historical Preservation Commission urges the Seward City Council to adopt its own resolution in support and in acceptance of the FY2012 Certified Local Government - CLG grant if / when issued. Opening Ceremony Commissioner Richardson led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Ryan Reynolds Catherine Richardson Patricia Heim Absent Commissioner was Monica Hinders (excused). Comprising a quorum of the Commission, and Patricia Linville, Library Director Amy Carney, Library/Museum staff Special Reports Chair Lasota welcomed Commissioners French and Reynolds back onto the commission for their renewed term. City Administration Report — Patricia Linville Linville reported that she is in the process of working on the updated notebooks for the commissioners. Linville reported that City Manager Philip Oates put in his resignation for September 30, 2011. Linville added that Kirsten Vesel, Superintendent of Public Works for the City, put in her resignation, as well, for the end of June 2011. Linville congratulated the Commissioners on their success with the Fireside Chat in May 2011. She reported that she had heard great comments from those who participated in that session. She said that she looked forward to the next Fireside Chat, and liked this opportunity of involving the community in local history. Commissioner Richardson inquired about the video taping of this session. Linville suggested that Carney could compile Commissioners' French and Reynolds files into a video to burn onto DVD. Linville reported that there was a great turnout for the June 8, 2011 Groundbreaking Ceremony for the Seward Community Library Museum (SCLM). She reported that Dan Seavey and Edgar Blatchford gave speeches, the National Anthem was sung while the colors were presented by the Boy Scouts. She added that the Seward Song was sung by local singers. To add to this report, 22 City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 228 Linville noted that golden shovels where used, planting seeds were handed out, and good food was served. Linville further reported that the SCLM design is complete and the construction contract is being prepared for PCL. Linville said that the construction start date will be dependent upon City Council approving the contract and giving notice to proceed. She reported that Michelle Weston, Director of Community Development, is working with the project manager Kent Crandall and Ben Ivy of PCL to determine if this can be accomplished at the next Council meeting on June 27, 2011 or if a special meeting necessary. Next, Linville reported that the library and museum had received $2,500 from Exxon Mobile to pay for two summer interns who will work to organize the archives, as well as assist with library and museum work. Pertaining to the Iditarod Memorial Grant, Linville reported that, as of April 31, 2011, the sculptor is working on 16" maquettes, and is slowly making progress on the life -size statue. She reported that the statue will be named, "Trailblazers: the Man and the Dog." Moving on to her Hoben Park update, Linville reported that flowers were planted by Mark Stauble and the Parks maintenance crew into the planters in Hoben Park. Linville passed around handouts to the commissioners which conveyed more detail about the Adopt -a -Park program that they had inquired about in the April 20, 2011 regular meeting. Other Reports, Announcements & Presentations None Friends of the Jesse Lee Home Update - Commissioner Richardson Richardson reported that there are no updates for the Jesse Lee Home. She said that Tom Swann reported that the Friends of the Jesse Lee Home are waiting for updates of the assessment of the building. Richardson said that she had nothing to add on fund - raising or the school aspect of this project. Website Updates & Historical Site Inventory — Commissioner Reynolds and Chair Lasota Reynolds happily reported that Josh Estes, City Tech, granted access to the Historic Preservation Commission's website. He said that he has begun updating the information on this site. Lasota reported that recently she has received calls about adding to the historical site inventory. Lasota said that she would consult the LeVans and the Richardson about site location changes in order to update information on the list. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that the photos on the camera need to be unloaded. Public Hearing None Unfinished Business A. Historic Preservation Award Nomination Linville suggested the Commission bypass giving out an award this year due to lack of nominations and /or interest. The commissioners pursued this suggestion as follows: Motion (French/Richardson) Postpone Award Nomination Motion Passed Unanimous Consent B. Future Grant Projects /Schedule Work Session Lasota asked that all the commissioners bring all materials, ideas, and information concerning Hoben Park on the Grant Ideas list to a work session to be held on July 20, 2011 at 6:30 p.m. Linville agreed to bring additional information to the work session about the Adopt -a -Park program. Lasota said that the commission will prioritize and discuss the next steps to be taken to write out a grant for this fall. Lasota voiced that her hope was to pencil out an outline of this future grant to be submitted. New Business *A. April 20, 2011 Regular Meeting Minutes These minutes were approved earlier in the meeting. Informational Items 24 City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 230 A. FY10 CLG Cemetery Grant Update — Commissioner Reynolds Reynolds reported all small cemeteries are almost catalogued, except for Woodlawn Cemetery. He said that the commissioners need to photograph the stakes in Woodlawn so those images can be uploaded into PastPerfect with the catalogued record of the people buried there. Reynolds reported that he is a quarter of the way through cataloguing the people buried in the City Cemetery. He was confident that this project will be completed by the due date in September. The commissioners agreed to make contact with Carney and Linville in early July to coordinate who would volunteer to take photographs in Woodlawn Cemetery. Commission Comments Lasota thanked the administration for sitting in on this meeting.
