the written notice calling a Special City Council Meeting on
December 12, 2011 at 6:45 p.m. for the purpose of:

RESOLUTION 2011 -115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DECLARING A STATE OF DISASTER EMERGENCY DUE TO
EXTREME WEATHER DAMAGE IN THE CITY OF SEWARD AND
REQUESTING ASSISTANCE
WHEREAS, commencing on November 15, 2011, the City of Seward sustained losses and
threat to life and property resulting from a winter storm event with high winds and extremely low
temperatures and resulting wind chills; and
WHEREAS, the City Manager of the City of Seward issued a Disaster Emergency
Declaration on November 17, 2011; and
WHEREAS, the City of Seward is a political subdivision within the Kenai Peninsula
Borough and the State of Alaska; and
WHEREAS, the cost of emergency measures taken and the cost of opening a shelter in order
to mitigate potential injuries to the public due to electrical outages by the City of Seward has yet to
be fully determined; and
WHEREAS, crews worked throughout the night November 16 and 17, 2011 to restore power
to all subdivisions; and
WHEREAS, the City of Seward hereby requests financial assistance to deal with the costs of
this unexpected event because the cost exceeds the City's emergency fund balance; and
WHEREAS, consent by the City Council must be obtained if the declaration of disaster is to
be continued or renewed for a period in excess of seven (7) days.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. A disaster emergency per AS 26.23.140; is declared to exist within the City of
Seward, as attached hereto.
Section 2. It is requested that the Kenai Peninsula Borough Mayor declare a disaster
emergency to exist as described in AS 26.23 and provide borough assistance to the City of
Seward in its response and recovery from this event.

Section 3. Per AS 26.23.140 this resolution extends the disaster emergency declaration
made by the City Manager of the City of Seward.
Section 4. This resolution shall take affect immediately upon its adoption.

Dear Mayor Navarre,
This letter is formal notification that the City of Seward has declared a State of Disaster for our
community due to the damage caused by the winter storm beginning on November 15, 2011.
The most significant damage is due to downed trees which caused power line failures and road
closures, a broken piling in the small boat harbor between slips C -15 & C17, and roof damage at
the harbor that required replacement of the exhaust cap for the building's heater. At this time we
are canvassing the community to identify any damage to personal and business property. At this
time we do not have any significant threat to life and property but another storm could change
this situation.
Initial damage assessments are currently ongoing but it is clear that the damages caused by this
storm will exceed the recovery and financial capabilities of the City of Seward. Assistance in
the form of personnel to help conduct damage repair and assessments of the roadways, harbor
slips, and other infrastructure will be required. Photographs of the events and some damaged
areas are available.
I am currently working with the City Clerk for a special meeting of the City Council to obtain
their ratification of this declaration. A copy of the resolution from that meeting will be sent to
your office once that has been obtained. We will be asking for your support in requesting a State
