NOW, THEREFORE, THE CITY OF SEWARD ORDAINS that: Section 1. The Commission held three (3) public work sessions specifically reviewing and amending Title 15.10.215 Parking. The Commission has reviewed and discussed the Seward City Code (SCC) parking section in depth and took into consideration the comments and complaints from the public and staff. Following the review the Commission has recommended very few additions, deletions or changes. Specific additions, deletions or changes are as follows: (Proposed change is indented and the staff explanation follows) 15.10.215 Parking (a) Except in the CB and the HC districts, there shall be provided permanently maintained off - street parking for each principal business. and ea h maarrine chi business. The Commission expressed concern that a single business type was being singled out and chose to remove the separate marine charter designation from the parking code. The required public parking for these types of uses remains the same and adds 1 parking space per employee on duty. (note: third change) Following several discussions the Commission chose to increase the square footage of the gross area to compensate for the proposed larger parking stall size. (c) Remains the same (d) Minimum dimensions of off - street spaces and aisles. The minimum dimensions of spaces and aisles shall be as follows: (1) Parking spaces shall be at least 83 9 feet wide and 18 feet long. The Commission chose to increase the required parking stall width by 6 inches to accommodate the larger vehicles used today and to meet the industry standards used in the majority of other communities. The Commission also chose to keep the 18 foot stall length and increase the drive 8 Planning and Zoning Agenda Statement Page 3 of 4 aisle width (see below) to accommodate both stall length and the drive aisle width. No driveway or curb cuts in any district shall be less than 12 feet or more than 255 35 feet in width. Detailed plans for all curb cuts shall be submitted to the administrative official for approval before a building permit is issued. The increase in driveway width has been requested by staff. Often larger vehicles and vehicles with trailers are unable to make a turn into or from a narrow driveway without driving over the curb. As per City Code §15.01.040 Public Hearings; the public notice requirements were met. At the time of publishing this agenda, no public inquiry had been received. RECOMMENDATION: The Commission approve Resolution 2012 -16, recommending the City Council adopt the attached Ordinance amending the Seward City Code §15.10.215, Parking. 10 City of Seward, Alaska Planning Commission Minutes November 8, 2012 Volume 6, Page 508 Call to Order The November 8, 2012 Regular Meeting of the Seward Planning & Zoning Commission was called to order at 7:00 p.m. by Chair Roach'. Opening Ceremony Commissioner Butts led the Pledge of Allegiance to the flag. Roll Call There were present: Sandie Roach' presiding, and Dale Butts Cindy Ecklund Bixler McClure Tena Morgan comprising a quorum of the Commission; and Donna Glenz, City Planner Dwayne Atwood, Planning Technician Excused was: Martha Fleming City Administration Report City Planner Donna Glenz updated the Commission on the following business items: • Glenz noted a snow removal reminder letter was recently mailed to downtown area property owners. Glenz reported that fines could be levied to owners who don't comply with required snow removal from sidewalks. • Glenz pointed out a typo in the agenda for item 7.B.1., which should have read "Resolution 2012 -15." The related information was correct and the typo was noted in the record. • The last day of operation for the Seward Community Library was slated for December 8, 2012. The new facility was slated to be opened on January 12, 2013. • The Alaska Municipal League annual conference in Anchorage was to begin on Saturday, November 11. Commissioner Fleming, Commissioner Ecklund, Commissioner McClure and Planning Technician Dwayne Atwood were to attend. • The Scheffler Creek fish viewing platforms were installed and completed. The project was headed by the Resurrection Bay Conservation Alliance. • City offices were closed Monday, November 12 in observance of Veterans Day. Roach' asked administration if the snow removal letters had been sent to harbor area merchants. 11 ■ City of Seward, Alaska Planning Commission Minutes November 8, 2012 Volume 6, Page 509 Glenz said the harbor area was not included, and snow removal had not been an issue in that area. Morgan asked if the owners of business buildings or the operators would be contacted if snow removal was not being conducted. Glenz said owners of P roblem properties would be responsible and the snow removal reminder letters were addressed to property owners. Other Reports, Announcements & Presentations — None Citizens' Comments on any subject except those items scheduled for Public Hearing — None Approval of Agenda and Consent Agenda Motion (EcklundButts) Approve the Agenda and Consent Agenda Motion Passed Unanimous The following items were approved on the Consent Agenda: September 4, 2012 Regular Meeting Minutes Unfinished Business Items requiring a Public Hearing — None New Business Items requiring a Public Hearing Resolution 2012 -15 of the Seward Planning and Zoning Commission of the City of Seward, Alaska, recommending the City Council amend Seward City Code 2.30.221(a) to correct the Planning and Zoning adjournment time from 11:00 P.M. TO 10:30 P.M. Glenz noted the Commission had previously approved the meeting time change, which had been enacted by City Council Ordinance 2012 -001. She noted that following the codification of the code change staff had discovered a portion of the sentence in section (a) had inadvertently been missed and created a housekeeping error. Glenz stated Resolution 2012 -15 was to recommend City Council approve the attached ordinance correcting the housekeeping error in City Code 2.30.221 (a). Notice of public hearing being posted and published as required by law was noted and the public hearing was opened. There were no requests to be heard and the public hearing was closed. Motion (Ecklund/McClure) Approve the 2013 Planning and Zoning meeting / work session schedule and public hearing cut -off dates Motion (Ecklund/Morgan) Amend the 2013 Planning and Zoning meeting / work session schedule and public hearing cut -off dates, deleting the July 2, 2013 regular meeting from the schedule and deleting the December 17, 2013 work session from the schedule Butts asked if Ecklund would consider rescheduling the December 17 meeting date to another time during the month. Ecklund said she would prefer that the Planning and Zoning Commission follow the Kenai Peninsula Borough practice of providing breaks from meetings if they fall close to a holiday. Roach' added that many people have vacation plans that prevent participation in meetings during holidays. Motion Passed Unanimous Main Motion Passed, as Amended Unanimous Discussion of the timetable for reviewing the Planning and Zoning Commission annual priorities Glenz informed the Commission of the proposed schedule for establishing the annual priorities and suggested that Commissioners begin earlier than usual. Commissioners discussed Seward Highway winter maintenance and the need for regular sanding. Roach' said she was pleased that McClure, Ecklund and Fleming were planning to attend a training session in Anchorage on November 11.
