Annual Basis (rate per foot) -- 50 foot vessel used for comparison; rates include sales taxes
(Seward, Homer, and Whittier) and direct fees (for example in Seward the Capital Renewal and
Replacement fee), but not indirect fees (Seward passenger fee) or vessel property taxes.
Sales tax rates:
Homer is 7.5%
Seward 7.0%
Whittier 2.5%
The comparative rates also include fees. In Seward a CRR fee is charged that is based on the
length of the boat:
$60 per year for vessels up to 21 feet
$120 per year for vessels between 22 and 44 feet
$180 per year for vessels between 45 and 79 feet
$$240 per year for vessels 80 feet and longer
CRR fees amount to approximately $100,000 per year. That is the reason that I chose an
arbitrary boat length of 50 feet.
On the other hand, Seward's Passenger fees collected and paid by charter operators and tour boat
companies are not included in the rate comparison table. In 2011 these fees totaled $557,420 or
more than 19% of total harbor revenues.

Proposed 2012 Annual Report
Carl Hughes was appointed to the board in January
PACAB recommended that the additional 2011 Raw Fish Tax be allocated to the
Harbor.
PACAB studied and recommended tariff changes to pro -rate charges for new
reserved /tenant moorage customers. At the same time a grace period was
established for late renewals, but at additional cost.
The Harbor was the second Alaska harbor (following Homer) to earn the
distinction as a designated Clean Harbor. Nine months later there are still just
two Clean Harbors in the state.
PACAB met with the City Council in a work session.
PACAB sponsored a public meeting on the alternatives of the SMIC expansion for
Coastal Villages.
PACAB sent letters to the Alaska Congressional delegation urging federal funding
for the Alaska Railroad.
Both the Harbormaster and the PACAB chair participated in the Economic
Partners trip to Seattle in April.
Bruce Jaffa, Daryl Schaefermeyer, and Steve Fink were re- appointed to the board.
PACAB studied and recommended changes to the harbor wait list.
PACAB studied and recommended changes to electrical deposits for reserved
moorage customers and electrical customer charges.
PACAB studied and recommended 2013 project priorities.

CALL TO ORDER
The December 5, 2012 regular meeting of the Port and Commerce Advisory Board was called
to order at 12:08 p.m. by Darryl Schaefermeyer, Vice Chair.

SPECIAL ORDERS, PRESENTATIONS AND REPORTS
1. Rail Road report, Louis Bencardino-
The Railroad had hosted the Holiday Festival and 2 coal ships at their Dock as of late. They
had also had 14 vessels including the Noble Discoverer, Nannook and the Arctic Endeavor.
A training session had been conducted that morning, was loud and somewhat unsettling as it
could be heard all over town, but was a onetime event. The Rail Roads Annual report for
2013 was presented to the Board.
2. Harbor Master Report —
Mack reported on his trip to the Fish Expo in Seattle, harbor personnel prepping for the new
year and moorage renewals, the vessel wash down pad was nearing the construction phase of
the process, the Coast Guard building was nearly done, and three resolutions had been sent to
council.
3. Chamber Report- Cindy Clock presented the board with new Chamber Pamphlets and the
schedule for 2013 which included:

4. Administration reported on Coastal Villages Region Fund report included in the packet, the
Library /Museum was nearly done. A ballast water discharge had taken place at SMIC, was
reported to the Department of Environmental Conservation and a clean -up plan was
underway by the contractor. City Personnel involved would track their hours involved.

CITIZENS' COMMENTS
Tim McDonald stated that he wanted CVRF to come here but was upset that other alternatives for
building a harbor had not been thoroughly explored, in his opinion.
