IICITY OF SEWARD, ALASKA
RESOLUTION 2013-099
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DECLARING A STATE OF DISASTER EMERGENCY DUE TO
EXTREME WEATHER AND FLOODING DAMAGE IN THE CITY OF
SEWARD AND REQUESTING ASSISTANCE
WHEREAS,commencing on,October 27,2013 the City of Seward and outlying areas began
to experience heavy rainfall resulting in threat to life and property including the Lowell Creek
Waterfall Bridge; and
WHEREAS, the City Manager of the City of Seward issued a Disaster Emergency
Declaration on October 29, 2013; and
WHEREAS, the City of Seward is a political subdivision within the Kenai Peninsula
Borough and the State of Alaska; and
WHEREAS,crews worked throughout the night of October 28,2013 to mitigate excessive
damage to the Lowell Creek Bridge and protect nearby structures and city utility infrastructure;and
llWHEREAS, costs associated with this event are unexpected and unbudgeted; and
WHEREAS, the City of Seward hereby requests financial assistance due to conditions
beyond the control of the City's personnel and resources and requiring the combined forces of other
agencies; therefore the City requests inter jurisdictional aid and assistance; and
WHEREAS,consent by the city council must be obtained if the declaration of disaster is to
be continued for a period beyond sixty(60)days.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that:
Section 1. A disaster emergency per AS 26.23.140; is declared to exist within the City of
Seward, as substantially presented at this meeting.
Section 2. It is requested that the Kenai Peninsula Borough Mayor declare a disaster
emergency to exist as described in AS 26.23 and provide borough assistance to the City of Seward in
its response and recovery from this event.
IISection 3. This resolution shall take effect immediately upon its adoption.

Agenda Item: Disaster declaration
BACKGROUND & JUSTIFICATION:
Through September and October rainfall has been seasonally persistent in the Seward area. City
crews were monitoring the situation, working to mitigate damages when on October 27, 2013 the
area began to experience very heavy rainfall. Lowell Creek Waterfall Bridge washed out and was
impassable by the afternoon of Monday October 28th. At 4:40pm the water breached the top of
the bridge and it was closed. On October 29th the City Manager issued a Disaster Emergency
Declaration, requesting interagency assistance. Kenai Peninsula Borough Mayor Navarre
declared a borough wide state of emergency on October 29th as well. Crews continued to provide
protective measures though the costs of the work exceed the current emergency budget.
Consent by the City Council must be obtained if the declaration of disaster is to be continued or
renewed for a period in excess of seven (7) days.
INTENT: To declare a state of emergency due to extreme weather and flooding damage in the
City of Seward and request assistance.

a local disaster emergency is to activate the response and recovery

FISCAL NOTE: Costs associated with this event are unexpected and unbudgeted. Therefore the
City is requesting inter jurisdictional aid and assistance and financial assistance due to conditions
beyond the control of the City's personnel and resources and requiring the combined forces of
other agencies.
