RESOLUTION 2004-08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A USED,
CHEVROLET EXPRESS VAN FROM SEWARD HERTZ FOR $17,000 AND
APPROPRIATING $2,000 FROM TEEN COUNCIL ACCOUNT NUMBER,
804-0000-3070-0102 TO THE MOTOR POOL FUND EQUIPMENT
ACCOUNT NUMBER 102-1020-5930
WHEREAS, the Teen Council fund has set aside and agreed to contribute $2,000 to the
purchase of a used van; and
WHEREAS, the deterioration and removal of other vehicles from the department fleet have
left the Teen & Youth Center program a shortage of one van; and
WHEREAS, the TYC program is required to occasionally rent a van to fill the need for
moving participants from one location to another or on field trips; and
WHEREAS, Seward Hertz has extended an offer on a used van which is under budget both
by Blue Book standards and expected mileage; and
WHEREAS, Seward City Code ~6.10.12S allows for the purchase of used equipment
without competitive procurement procedures when Council determines that the public interest would
be best served, and such is the case in this instance; and
WHEREAS, the Public Works Director has recommended the purchase.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to purchase a used, Chevrolet Express van from
Seward Hertz in the amount of $17,000.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 12th
day of January, 2004.

BACKGROUND & JUSTIFICATION
Since the boom in the number of kids in parks and recreation programs, we saw the need increase
from the use of one van, to two vans, to three vans. We transport youth from their various after-
school programs (after the busses have completed their routes) to the TYC (Teen & Youth Center);
among various SPRD sites such as TYC to Sports & Rec to ballfields and playgrounds; and we move
kids from base to various field trips and in-town programs. The vans have not been used to take
participants home at the end of the day. Occasionally administration or SIFA [Seward International
Friendship Association] must commandeer a van or two, causing us to rent one in order to complete
our assignments or scheduled trips. Rarely, other departments borrow the vans, as well.
Last summer, since the parks maintenance department was so short on vehicles, we relinquished our
third van, the brown, Ford van to the parks crew for field use, bringing us down to two vans again.
Since we last rented a van from Seward Hertz (because SIFA had our van) we have had our eye on a
used, 2002 Chevrolet Express 15-passenger van. It is under blue book budget in both price and
mileage. We negotiated at $17,000 at 28,050 miles. W.C. Casey, Public Works Director, confirmed
the vehicle is in good condition and recommended the purchase.
We are heading into our busy season as we’ll be hosting up to 100 kids or more for the Urbach’s
Youth basketball program. We will be shuttling some of them from school to Sports and Rec or the
TYC for mid-week practices. Also, January through March is our typical spike in ASP (After School
Program) attendance, where we may see between 20 to 65 kids. (Three vans can transport 39 kids
when we place two adult supervisors in each van.)
In show of our commitment to the need, the TYC Teen Council has committed to use $2,000 from its
funds toward the van purchase. We are asking the Council to authorize $15,000 from the SPRD
portion of the Motor Pool Fund for this used van.

FISCAL NOTE:
Seward Parks & Recreation Department has been paying into the Motor Pool Fund. The purchase
price amount is available from Motor Pool Fund, $15,000. The Teen Council fund has $2,000 for this
project.

City Council approve Resolution 2004 -08, authorizing the City Manager to purchase a
used Chevrolet Express van from Seward Hertz for $17,000 and appropriating $2,000
from Teen Council Account number 804-0000-3070-0102 to the Motor Pool Equipment
Account Number 102-1020-5930.
