RESOLUTION 2014-058
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING PURCHASE OF TWO USED FORD F-250
TRUCKS IN THE AMOUNT OF$7,500 AND$8,000,AND APPROPRIATING
FUNDS
WHEREAS, the City of Seward's Motor Pool Replacement Plan guides the City's
replacement of existing heavy equipment and passenger vehicle fleet; and
WHEREAS, through public auction at Ritchie Brothers Auctions, the City is able to
purchase two used Ford F-250 work trucks at significant cost savings, to replace a 1988 Street
department truck and a 1999 Parks Maintenance truck; and
WHEREAS, the Street department truck was included in the 2015 budget at an estimated
replacement cost(new) of$50,000 and the Parks Maintenance truck was slated for replacement in
the Motor Pool Replacement Plan in 2012 but was not in the budget; and
WHEREAS,the Street department truck is a used 2005 Ford F250 with a Blue Book value
of between$18,426 and$20,976(fair to excellent condition),at a cost of$8,000,and the Parks truck
loam is a used 2007 Ford F250 with a Blue Book value of between$22,330 and$24,180(fair to excellent
condition) at a cost of$7,500, and both vehicles' car fax/auto check vehicle history reports show
high scores, no accidents, and a positive vehicle history; and
WHEREAS,in accordance with Seward City Code 6.10.125,the City Council may find that
it is in the public interest to waive competitive procurement requirements and purchase used,rather
than new, equipment.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to purchase two used Ford F250 trucks in
a total amount not to exceed $15,500 plus administrative fee and insurance of$447.50, for a total
combined cost of$15,947.50 for the two vehicles.
Section 2. The Seward City Council hereby finds it in the public interest to waive the
competitive procurement requirements per Seward City Code 6.10.125 which exempts the
procurement of used equipment from competitive procurement, for the purchase of two trucks.
Section 3. Funding in the amount of$15,947.50 is hereby appropriated from the Motor Pool
Reserves account no. 03000-0000-3400 to the equipment expense account no. 03000-0000-8103.
Section 4. This resolution shall take affect immediately upon its adoption.

Agenda Item: Purchase of Two Used Trucks
BACKGROUND & JUSTIFICATION:
The City utilizes the Motor Pool Replacement Plan("Plan")to guide replacement of its vehicle and
equipment fleet. The City has an opportunity to purchase two used Ford F250 trucks through Ritchie
Brothers Auctions,at a significant cost savings,to replace a 1988 street department truck and a 1999
parks maintenance truck. The street department truck was budgeted for replacement in 2015 at an
estimated cost (new) of$50,000, and while the parks maintenance truck was not included in the
budget, it was recommended for replacement in 2012 in the Plan.
The Street department truck is a used 2005 Ford F250 with a Blue Book value of between$18,426
and $20,976, and a cost of$8,000, with 100K miles. The Parks Maintenance truck is a used Ford
F250 with a Blue Book value of between$22,330 and$24,180,at a cost of$7,500. Staff researched
the car fax/auto check vehicle history for these two particular VIN numbers, and the vehicles both
scored high(92 and 95 out of 100 points)compared with other vehicles the same age. {See attached
Blue Book and Auto Check reports}
INTENT:
Seek Council approval to purchase two used trucks to replace a 1988 truck in the Street department
and a 1999 truck in the Parks Maintenance department.

Maintenance departments, with funding from the Motor Pool Fund.
