RESOLUTION 2014-055
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AMEND THE
CONTRACT WITH ARCTIC ELEVATOR COMPANY, LLC., FOR
ELEVATOR MAINTENANCE AND REPAIR,CHANGING THE SCOPE OF
WORK TO INCLUDE THE ELEVATOR IN THE LIBRARY/MUSEUM
BUILDING LOCATED AT 239 6THH AVENUE, AND INCREASING THE
CONTRACT BY AN AMOUNT NOT-TO-EXCEED $250 PER MONTH
WHEREAS,the City of Seward does not currently have a Maintenance and Control Program
for the Library/Museum elevator; and
WHEREAS, Alaska State Statutes and Regulations require the owner of an elevator to
establish a maintenance control program that conforms to Sections 8.6 and 8.11 of the current A17.1
Safety Code for Elevators and Escalators; and
WHEREAS,in 2011,three bids were received for maintaining the City's elevators located in
City Hall and the Senior/Community Center,finding Arctic Elevator Company,LLC. to be the most
qualified and responsible bidder, with a rate of$250 per month, per elevator; and
WHEREAS,Arctic Elevator Company,LLC.has agreed to include the additional elevator
maintenance and repairs for $250 per month; and
WHEREAS, amending the contract with Arctic Elevator Company, LLC. to include the
Library/Museum elevator will keep the City in compliance with the Alaska State Statutes and
Regulations.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to amend the contract with Arctic Elevator
Company, LLC. to include the elevator located in the Library/Museum at 239 6th Avenue, Seward
Alaska.
Section 2. The amount of this Amendment is not-to-exceed $250 per month and is in
addition to the original contract. Funding is available in 101-1500-5390.
Section 3. This resolution shall take effect immediately upon adoption.

Agenda Item: Amendment No. 1 to the Agreement for Elevator Maintenance and Repairs
BACKGROUND & JUSTIFICATION:
The City of Seward contracts out the maintenance and repairs of City owned elevators. In 2011, a
three-year contract was issued for the maintenance and repair of the elevators located in City Hall
and the Senior/Community Center. Arctic Elevator Company,LLC.was determined to be the most
qualified and responsible bidder and was awarded the contract.This contract had two additional one-
year extensions available if both parties agreed. Arctic Elevator Company, LLC. has done an
excellent job of maintaining the elevators and we have granted them the first one-year extension,
through March 14, 2015.
When the Library/Museum opened in January 2013,there was a one-year maintenance warranty with
the newly installed elevator. That one-year period has ended and there is no current maintenance or
repair coverage for that elevator. Alaska State Statutes and Regulations require the owner of an
elevator to establish a maintenance control program that conforms to Sections 8.6 and 8.11 of the current
A17.1 Safety Code for Elevators and Escalators.
INTENT:
This Amendment is to add the additional elevator,located in the Library/Museum at 339 6th Avenue,
to the scope of work in the Agreement for Elevator Maintenance and Repairs. The original
contracted price is $250 per month,per elevator and Arctic Elevator Company, LLC. has agreed to
include the new elevator for an additional$250 per month. By adding this elevator to the existing
Agreement, we will have a current maintenance control program for the new elevator and we will be
in compliance with the Safety Code for Elevators and Escalators.

This addition to the contract will cost $250 per month and will be taken out of the Contracted
Services fund for the Library/Museum.

Recommend Council approval of Resolution 2014- O 2 authorizing the City Manager to amend
the contract with Arctic Elevator Company, LLC. to include maintenance and repairs for the
