HomeMy WebLinkAboutRes2004-015 Sponsored by: Shealy I CITY OF SEWARD, ALASKA RESOLUTION 2004-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING A CHANGE TO THE PORT AND HARBOR TARIFF FOR 2004, RESTRUCTURING THE MOORAGE RATE FOR SEWARD MARINE INDUSTRIAL CENTER (SMIC) FACILITIES. WHEREAS, since its inception, SMIC has had a different rate than the Seward Small Boat Harbor for dockage; and WHEREAS, the Port and Commerce Advisory Board (pACAB) discussed this rate and found it to be unfair to users of that facility when compared to users of the small boat harbor facilities; and WHEREAS, the PACAB recommends restructuring the dockage rate from $1.00 per foot oflength per day to $.41 per foot oflength per day. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: I Section 1. The change to the Port and Harbor Tariff, attached hereto and incorporated by reference, is approved. Section 2. This resolution shall take effect 10 days following adoption. Beckham Agenda Item: Amending the Port and Harbor Tariff, Decreasing Dockage Rates at the Seward Marine Industrial Center (SMIC). BACKGROUND & JUSTIFICATION: Since its inception, SMIC has had a different rate than the Seward Small Boat Harbor for dockage. This rate was established to encourage loading unloading activities and specifically to discourage long term moorage and congestion of the facility. The Port and Commerce Advisory Board (PACAB) discussed this rate and found it to be unfair to users of that facility when compared to users of the small boat harbor facilities. PACAB recommended restructuring the dockage rate from $1.00 per foot of length per day to $.41 per foot of length per day. 1. Comprehensive Plan __ 2. Strategic Plan ____ 3. Other: SMIC Management Plan __ FISCAL NOTE: Since the SMIC deficit is funded by the General Fund, every dollar reduced in revenue or potential revenue directly impacts the taxpayer by a related amount. That is, if the deficit is further compounded by reduction in fees charged, that increase in deficit spending is funded by the General Fund and tax dollars. The PACAB discussed this and felt the benefits of correcting the perceived inequity were of a higher priority. Approved by Finance Department RECOMMENDATION: Council approves Resolution 2004-15, amending the Port and Harbor Tariff, Decreasing Dockage Rates at the SMIC.
