Call to Order
The May 14, 2015 regular meeting of the Historic Preservation Commission was called to
order at 6:30 p.m. by Chair Linda Lasota.
Opening Ceremony
Commissioner Roach` led the pledge of allegiance to the flag.
Roll Call
There were present:

comprising a quorum of the Commission; and
Valarie Kingsland, Library Museum Director

City Administration Report
, Library Museum Director Valarie Kingsland gave an
update on the Library Museum and asked for a new date for the noticing the Historic
Preservation Awards in the newspaper. Commission decided that applications for nominations
would be due July 10, 2015.
Kingsland informed the Commission that Administration would not be available for meetings
during the summer due to staffing. Roach` said that in City Code, Historic Preservation
Commission only has to meet twice a year. Kurtz and Hepworth asked for clarification on the
history of administration for the Commission, which was previously under Community and
Development, and is now under the Library Museum. Chair Lasota said it was disrespectful for
Administration to make decisions without for input from the Commission. French said that he
recognized that Administration was understaffed and had limited resources, and that it was up to
the Commission to carry on their work throughout the summer.
Other Reports, Announcements and Presentations
French provided his report after speaking with the State Historic Preservation Office in
regards to assistance determining historic value to properties in Seward. French also informed
the Commission the Resurrection Bay Historical Society was hosting an open house for the
Brown and Hawkins exhibit during the regularly scheduled meeting program at 7:00p on May
28, 2015. French and Hepworth informally brought up the September “fireside chats” but no
decisions were made.

Hepworth was unable to connect with Friends of the Jesse Lee Home. She spoke with
Dan Seavey of the Iditarod Trail Blazers about their progress on the Historic Iditarod Trail.
Hepworth also spoke with a representative from the Alaska Railroad who was willing to make a
th
presentation about the 100 anniversary of the railroad.

Commission Comments
Roach` - Recommended that those that choose to meet with the City Manager to
remember that the Commission and Administration work as a team.
Erickson – Concerned for Administration because they are stretched thin and was unsure
how to solve the problem but encouraged them to continue to find a solution. Thanked
Administration for their efforts.
Kurtz – Interested in finding another resource to help Administration.
Hepworth – Was pleased how the Commission was moving forward in a positive
direction. But she felt discouraged.
French – Agreed with Kurtz and recommended that Commissioners go to meeting with
City Manager with a list of discussion points. Attended Historic Preservation workshop in
Anchorage, recommended Commission schedule work session to discuss workshop materials
presented.
Chair Lasota – Thanked everyone for everything they contribute and that it is hard when
there is so much to do, and the pressure that was put on the Library Museum staff was unfair.
Citizens' Comments
Karen Sturdy – Recommended action on cleaning up and making more useable space at
Forest Acres. Goal has been to improve the cemetery usage by 10% each year for visitation and
maintenance. Two Lakes Park still needed to be cleaned.
Commission & Administration Response to Citizens' Comments
Kingsland – Asked that if Commissioners have Agenda Items that they would like to be
included on next meeting agendas to please email them to ahead of time to Administration. She
said that she was disheartened and encouraged the Commission to be thoughtful and cautious
when the Commissioners talked to the City Manager, and to recognize that they face
administration pressures as well.
