The objective is to help the harbor customers maintain their vessels without having to pay the entire one hour lift rate. 2. This lift would be for minor water to water maintenance only;some examples are getting line out of props,changing a prop or zinc,checking for damage,surveys. 3. The minimum time would be 1/2 hour maintenance rate,at$118.13 plus tax for a total of$126.40 which is half of the current 1 hour rate. 4. Any time over a 34 hour would be billed in 15 min increments to stay consistent with our current tariff rates. 5. This fee is not to replace efforts to get a grid, but is to assist harbor users at this time to accomplish maintenance task at a reasonable price. 6. Any traveling of the travelift beyond the lift pit would be considered a normal lift and the current one(1) hour lift rates apply. A 2 ton crane installed at the travelift bulkhead, is the recommend concept for a number of reasons including; access, cost, constructability, and other factors as detailed in the report. Final-September, 2015 -2- City of Seward Public Use Crane Preliminary Design Report Pfd • 880 H Street,Suite 208 LL1M Anchorage,AK 99501 (907)677-7500 Fax(907)677-7577 Introduction Moffatt and Nichol has been retained by the City of Seward (City)to provide a preliminary design report for the installation of a public use pedestal crane in the small boat harbor. This report serves to compare four alternative crane concepts within the Seward small boat harbor. The alternatives include two crane types, and at two proposed locations.The report focuses on geometric, structural, and electrical design considerations, and provides an opinion of probable construction cost for each alternative. The 2 sites considered are the I dock, and the travel-lift bulkhead.The crane options considered are 2 ton and 5 ton pedestal cranes. Record drawings for the existing structures were not available for use during preliminary design. The proposed modifications to the structures have been developed based on the information available which included design drawings for the bulkhead, and structural repair drawings for the I dock, as well site photographs from a 2013 site visit. The structures are assumed to have been constructed as shown on the design drawings; however, changes made during original construction could have an impact on the final design and installation of the proposed modifications. Structural dimensions and details should be field-verified prior to final design of the crane support modifications. Purpose Public use cranes provide local harbor users with a necessary service: the ability to load and unload commercial fishing gear, fish, building supplies, and other items too heavy or unwieldy to load by hand. Public use cranes are found in small boat harbors across the state, particularly in harbors where commercial fishing fleets moor. These cranes see periodic use, primarily in the summer months,with an increase in usage during the commercial fishing seasons. The Seward Harbor currently has no public-use crane access. The local cannery, Seward Fisheries, has a privately owned crane on the T-dock which is not available to the general public. Commercial fishermen and others have parked boom trucks on the decks of existing timber piers to load/unload gear and fish. This method can be awkward and dangerous. In 2012, a fatal accident occurred when a boom truck loading fishing gear tipped, throwing the operator off of the dock. Permanently mounted public cranes provide a safer, more stable, and user friendly means of loading and unloading the vessels of competent users. Often, cranes are capable of lifting their published capacity at only a certain radius from the pedestal. For example, a 10 ton crane may be capable of lifting 10 tons at 10', and significantly less at 20'. This is largely dependent on how the crane is rigged. The proposed cranes are rated for 2 tons and 5 tons at their maximum radius. As such, these cranes can likely pick heavier loads at a lesser radius. This selection approach reduces the risk of a novice operator misunderstanding the load chart and overloading the crane. For the purposes of this report, two cranes have been considered based on the minimum operational requirements provided by harbor staff. MCF 1020 and MCF 530 Cranes as manufactured by North Pacific Crane Company. Similar cranes produced by other manufacturers should not have a considerable impact on the substructure design. Specifications for MCF 1020 and MCF 520, rigged for 5 tons and 2 tons at their maximum radius respectively,are included in the appendix to this report. The MCF series of cranes are fixed boom Electro-Hydraulic Marine type Pedestal Cranes. The selected cranes feature a 20' working radius, rigged for their safe lifting capacity at full boom out. The cranes feature pedestal mounted controls; a 25 HP built in hydraulic power pack, and a 25 HP starter motor. The MCF 1020 and 520 are very similar in construction.Their primary differences are capacity(as rigged) and cost. The MCF 520 comes at a price of $65,700.00 while the MCF 1020 is $82,300; both FOB in Seattle,Wa. Site 1-I-dock The I-dock is a timber pier originally built in the 1960's. It was rehabilitated in 2008, but still retains most of the original structural framing. The dock consists of a heavy treated timber deck over creosote treated timber stringers bearing on large timber pile caps supported by timber piling. The dock currently appears to be in good condition and features a timber fender pile system, shore power service, lighting, and steel ladders. The I-dock is centrally located along the north edge of the harbor basin, directly seaward of the Seward Fisheries building. Access to I-dock on the land side is slightly congested, due to the limited space between the pier and the building. Large vehicles or vehicles with trailers will have difficulty accessing the crane site. The concept for attaching a crane to this timber dock, includes bolting a steel sub-frame and bracing to the existing piles and pile caps. A steel plate will be welded to the sub-frame, and the crane will bolt directly to the plate. Power to the crane would come directly from the existing 125A 3ph switchboard. New breakers would be installed to power the crane and an optional card reader. 2" rigid conduit would be attached to the timber framing beneath the dock using threaded rod hangers. Additional information such as the original design drawings, pile driving logs, geotechnical reports, etc. would be beneficial for a thorough analysis. If this information denotes poor soil conditions or shallow embedment on the piles, the final design may need to include steel piling to adequately support the crane. Site 2 Travelift bulkhead The existing travel lift dock and bulkhead were constructed in the northwest corner of the harbor in 2008. The bulkhead is constructed of galvanized steel sheet pile. The bulkhead accommodates a travel lift and boarding float on it's east side. A majority of the south face appears to be relatively unused, and could effectively accommodate a crane. The available location on the sheet pile bulkhead is presently clear of any fenders, ladders, or other appurtenances typically installed for the convenience of vessel operators. The bulkhead offers easy vehicle access, as the upland area is vacant. Approximately 65 lineal feet of bulkhead is available. One potential drawback is that vessels longer than 65' wishing to use a crane at this location could block access to the travel lift,for the period of loading and unloading. The proposed crane would be mounted on a new concrete footing capable of resisting the proposed crane's overturning forces. When finalizing exact placement of the crane, interference with an existing light pole should be considered. The light pole should ultimately be re-located to a distance beyond the cranes radius. The installation of the crane on the proposed concrete footing presents an economical solution for installation of the crane. Use of the bulkhead location requires modification to the structure to access the crane. Installation of a new fendering system and access ladders will be required. Two steel ladders secured to the face of the bulkhead would allow users to access the crane area from their vessels. Cleats would be installed to allow vessels to moor while loading and un-loading. A fender system consisting of extruded rubber D fenders is recommended for docking vessels. The extruded rubber D fenders are recommended in lieu of fender piles, due to the high cost of mobilizing pile driving equipment. The proposed fenders will provide protection to the bulkhead and vessels for light berthing/docking maneuvers. The extruded rubber fenders would be mounted on a steel frames, welded or bolted to the face of the bulkhead at regular intervals. Preliminary details can be found in the appendix. Preliminary design drawings for the proposed footing and bulkhead modifications can be found on sheet 5-3 of Appendix C- Preliminary Design Drawings. New breakers would be installed to power the crane and an optional card reader. 2" pvc conduit would buried 24" below grade,with a 3" concrete encasement,from the switchboard to the crane. Absent construction record drawings or sheetpile driving logs, additional field measurements would be necessary for final design of a crane foundation at this location. An analysis would need to be performed to ensure the structure, as-installed, is structurally adequate to support the loading from the proposed crane. Card Reader/Access Control A card reader, key pad, or other means of access control may be installed to allow only qualified users operational access to the crane. This would also allow the harbor a means of collecting revenue from the use of the crane. A card reader system capable of wirelessly connecting to Seward's Full Service Marina software (FSM) is recommended. Companies such as ALX Technologies offer a suite of components and software capable of interfacing wirelessly with the FSM software system. Electrical Considerations The existing switchboard near I-dock has sufficient capacity to power each of the proposed cranes. The switch board distributes 208VAC 3-phase power. In addition to the site specific recommendations, it is recommended that cranes be ordered with electric motors rated for use with the supplied power to avoid the added cost of installing a transformer. A card reader or keypad may be used in addition to the standard crane control box to control power supply to the crane. Other Considerations In addition to each of the alternatives presented above, the owner may wish to consider the installation of other appurtenances at either of the crane sites. These could include a fish-vac system to allow commercial fishermen to offload their own catch. Potable water and sewer pumpout systems could also be installed at either location. Additionally, low voltage shore power could be provided at either site to allow users to run power tools or other equipment. A 2 ton crane located at the bulkhead is the recommended alternative. The crane location at the I dock appears to be less desirable, due to the congested vehicle access, and the possible disruption of current activities by the installation of a new crane, both during construction, and in the long term. Additionally, the timber pile supported dock, will require substantial bracing and framing to accommodate the loads associated with either of the proposed cranes. While the I dock does appear to have years of useful life remaining, it is likely to eventually require significant structural repair or replacement before the bulkhead. Although the dock is already equipped with a fender system and ladders, the offset to the cost of the structural framing, when compared to the bulkhead option, is probably not significant enough to be a deciding factor in this comparison. The bulkhead site offers easy vehicle access, but may compromise vessel access slightly over the I dock, due to its location in the harbor. Addition of a fendering system and access ladders do nominally increase the cost of installing the crane at this location, but they also make the bulkhead readily accessible by vessels. Also, construction at this location does not necessarily require that the work be performed by a specialty marine contractor. For example, the crane foundation can be constructed of cast-in-place concrete by any competent and qualified general contractor. The 2 ton crane is recommended over the 5 ton crane, due to cost and practicality. For reference, 2 tons is approximately the weight of a midsized SUV,while 5 tons is more than the weight of a large pickup truck.The 2 ton crane should be capable of lifting anything that should be reasonably lifted on and off of commercial fishing vessels and pleasure craft. Additionally,should the vessel be capable of being stationed for repairs during the warranty period,NPCC shall provide spares and service engineer(s)free of cost to accommodate the correction of defects. Equipment and accessories purchased by the Seller are warranted only to the extent of the original manufacturer's warranty. The Seller is not responsible for claims of any kind based upon downtime,overhead,labor,and damage to machinery, spoilage and loss of production or profit.In addition,the Seller shall not be responsible for consequential damage for any cause arising out of or in connection with this agreement. As a condition precedent to Purchaser asserting any claims or back charges against Seller,Purchaser must pay Seller all of the scheduled payment equaling the total contract price due and payable hereunder. OPENING CEREMONY Board Member Steve Fink led the pledge of allegiance to the flag. ROLL CALL There were present: Deborah Altermatt,presiding, and Dan Oliver Carl Hughes Steve Fink Bruce Jaffa Comprising a quorum of the Board; and Mack Funk, Harbor Master Norm Regis, Deputy Harbor Master Jackie C Wilde, Executive Liaison Absent—Darryl Schaefermeyer, and Bob Linville SPECIAL ORDERS, PRESENTATIONS AND REPORTS Chamber of Commerce Report—Cindy Clock started with a short recap of the annual Seattle Partners Trip,PACAB Chair&Chamber Board President Deborah Altermatt, Mayor Jean Bardarson, Assistant City Manager Ron Long and Clock meet with Samson Tug&Barge, Totem Ocean Trailer Express, Carlile, Deep Fisherman's Union and Fishing Vessel Owner Association. Clock reported that work continues with the Energy Fair& Forum planning on October 9th and 10th, website content and utility bill inserts as well as energy plan draft to be included in the City's Comprehensive plan. Clock stated that the Seward Marine Industrial Center(SMIC) group is looking at updating the new Marine Services brochure. Clock supplied letter regarding the Seward Chamber of Commerce Business Retention and Expansion(BR&E)project. In response to Jaffa, wanted to know where the survey could be found. Clock stated that persons interested could call the Chamber and they would set up the phone interview. Alaska Railroad Report—Louis Bencardino. Bencardino reported the railroad was busy with 45 total vessels. AK Logistics has returned for another season, their office can be contact for a schedule. Bencardino announced the first cruise ship of the season would arrive in Seward on May 6, 2015, with the official season starting May 17, 2015. Norwegian Cruise Lines would be new to Seward this year, and Bencardino hoped they would stay in Seward beyond this summer. Harbormaster Report—Mack Funk. A lease extension document had been executed by Alaska Logistics at the Seward Marine Industrial Center(SMIC). Funk announced that he his last day would be May 15, 2015 and it was a great pleasure working with everyone. Deputy Harbormaster Report—Norm Regis. Regis reported that he is working on 1-2 jack up rigs mooring the winter here each rig has 75 to 150 people on it. Regis stated that this was simply something they are working with and it would be from October to March. Regis reported that on April 13, 2015, council directed administration to work with PACAB on potential locations for a grid and funding options for a grid engineering project Regis will be getting the requested information together for the May 20th work session. Regis also reported he is working on a 15 minute water to water maintenance rate that he will introduce at the next meeting. Funk says we have had multiple times that the board has fallen back on priorities. Funk supplied a Harbor Department Project Priorities list with the following items: Proposed Rules for PACAB 1. Establish the ranking of projects by formal vote 2. Review the project priority rankings approximately every six months 3. PACAB members agree to follow the rule of the majority P4 9 City of Seward,Alaska Port and Commerce Advisory Board Minutes May 6, 2015 Volume,Page Funk stated that the backgrounds for the proposed rules are: Reshuffling capital project priorities is critical to the Harbor Dept. Funds are becoming scarce, Biennial (2016-2017)budget preparations start in August and Controlling capital spending= Controlling moorage rates. Funk asked the board to review the priorities and get back on track with items. Altermatt agreed that the board should follow the approved priorities. Fink wanted to know where the money came from for D float. Funk responded that 1/2 from the city and '/2 from the state. Altermatt requested that the May 20,2015 work session meeting be regarding the grid. All board members agreed. Oliver mentioned he would like to discuss funding from the state for B,C&S. By the next meeting we should know if we received funding. CORRESPONDENCE,INFORMATIONAL ITEMS AND REPORTS(No Action Required)— None BOARD COMMENTS Fink stated he will not be renewing in July. Fink thanked Funk and wished him well. Jaffa wanted to remind the board that even though the City looks good financially it is necessary for everyone to live within our means. He mentioned the the Commerce side of the board needs to focus on not only bringing people/businesses to our community but to recognize that housing is needed and he would like to see the board start to review options. He also wanted the board to know he will try and attend as many meetings as possible, and as long as the board will continue to work with him he would most likely renew in July. Jaffa thanked Funk for his service as Harbormaster. Oliver thanked Funk for his service as Harbormaster. Oliver wanted to know if Norm Regis would be the interim until the position was filled. Funk answered yes he believed that Regis would be the acting Harbormaster until further notice. Hughes welcomed further information from the Harbormaster in reference to the grid and to see if the city could come up with financial justification. He wanted Jaffa to know that he is greatly appreciated and happy to know he will be renewing his seat. Altermatt wished Funk well in his new endeavors. Altermatt asked Funk and Regis if they had anything they wanted to add. Funk stated he would be working to get Regis lined up with everything. Regis stated that Funk has been showing him everything and he hopes to grasp it all. Regis wanted everyone to feel free to contact him with any questions they may have. P5 0 City of Seward,Alaska Port and Commerce Advisory Board Minutes May 6, 2015 Volume,Page CITIZENS' COMMENTS— Brooke Andrews addressed the board on three topics, the first being the board priorities. Andrews hopes that the board will stay on task with priorities. She is happy that the board will be looking in to grid options on May 20th but doesn't want the work the Bob Linville has done for the crane lose ground. The second topic addressed by Andrews is that she is excited to be working with the Chamber on the Business Retention program as an interview;she feels that the interview will be beneficial for everyone and even though the interview is 11 pages long it gives the group the ability to tackle questions and concerns for business owners. The third and final Andrews mentioned that being able to attend boards like PACAB helps her know what is happening within our community. Andrews is the Call Community Chairperson for her church and will be putting together a packet for a new pastor. In closing Andrews wanted to thank Linville for the crane work. BOARD AND ADMINISTRATIVE RESPONSE TO CITIZENS' COMMENTS—None Jaffa thanked Andrews for her comments but wanted to stress that he is also an advocate for the crane. There has been a general increase in other businesses as a result(hotels,restaurants, etc). Harbor Master Report, Mack Funk reported that 92.5% of tenants had completed the renewal process. Funk stated that administration has been working diligently with Coastal Villages. Harbor staff has been working on the required data for a Clean Harbor designation. The City received a grant for design from the Exxon Valdez Oil Spill Trustee Council for vessel wash down and waste water facility at Seward Industrial Marine Center. There was general discussion of the wash down pad, conservation/regarding success of the project.
