Call to Order
The September 1, 2015 Regular Meeting of the Seward Planning & Zoning
Commission was called to order at 7:00 p.m. by Chair Cindy Ecklund.
Opening Ceremony
Commissioner Swann led the Pledge of Allegiance to the flag.
Roll Call
There were present:

Tom Swann Margaret Anderson
comprising a quorum of the Commission; and
Donna Glenz, City Planner
Dwayne Atwood, Planning Technician
Excused was: Gary Seese
City Administration Report
City Planner Donna Glenz updated the Commission on the following business
items:
• No new floodplain development permits had been issued in recent weeks.
• Glenz noted she was experiencing back pain and would be standing for a portion of
the meeting.

Citizens' Comments on any subject except those scheduled for Public Hearing
Lynn Aderholt, inside City, had a question regarding a property at 500 Fourth Avenue.
Aderholt was informed that the property was not slated for a multi-unit development, but a
parcel at 437 Fourth Avenue was. Aderholt reserved her questions for the scheduled public
hearing.

New Business Items requiring a Public Hearing—
Resolution 2015-18 of the Seward Planning and Zoning Commission of
the City of Seward, Alaska granting a Conditional Use Permit to Nicole
and Colby Lawrence to construct and operate a three (3) unit multi-
family with one (1) office space development on Lot 1A, Block 24,
Original Townsite of Seward, located at 437 Fourth Avenue within the
Office Residential Zoning District
Glenz described the proposed project and noted the location for the Commission. The
developer had vacated interior lot lines to accommodate the proposed project. The
preliminary plans indicated that Code requirements would be met. Staff supported the
project, and there was no public opposition, Glenz said.
Notice of public hearing being posted and published as required by law was noted and
the public hearing was opened.
Callie Stark, inside City, said she was representing the applicants, Colby and Nicole
Lawrence, who were unavailable because they were,on a boat tour with visiting President
Barack Obama. Stark said she believed the proposed project would beautify downtown and
benefit the local economy. Stark also noted there were several multi-unit developments in
the area.
Lynn Aderholt, inside City, said she came to the meeting because she was concerned with
parking in the area. Following a series of questions, Aderholt said she was satisfied that the
proposed multi-unit development would have adequate parking.
Hearing no one wishing to speak, the public hearing was closed.

Motion(Swann/Fleming) Approve Rerlution 2015-18
Responding to a question from Commissioner Swann, Ecklund said she reviewed the Land
Uses Allowed table just prior to the meeting and asked staff about the Conditional Use
Permit requirement for the Lawrence project. Ecklund said it appeared the project was a
multi-unit development with an office space, which required a Conditional Use Permit. The
Conditional Use Permit process also afforded more public notice and comment, she said.;

New Business Items—
September 15 Work Session Topic
Glenz reminded the Commission that City Council had set"Examine development of 30 by
100 foot lots within Seward City limits" as a priority for the coming year. Glenz noted that
the work session topic had been scheduled for the August 18 work session, but the meeting
was canceled due to lack of a quorum. Glenz suggested that the topic be revisited at the
September 15 work session.
Commissioners discussed their schedules to determine the availability of a quorum.
Commissioners also asked staff to provide further direction regarding the proposed topic.
Glenz said she had not received more specific direction from Council.
Following further discussion, the Commission scheduled the work session for 6 p.m. on
Tuesday, September 29.
