In addition to our normally scheduled Samson freight barges, we also had the February SeaTac/SBS barge, a vessel in/out of Vigor, a research vessel, USCG Hickory and an off season Alaska Logistics barge. Three (3) of these vessels had longer stay times due to holding for weather. • I reported this in my last report when a meeting wasn't held, but in case there are questions: the 2016 Cruise Ship Season at the Port of Seward will include 67 cruise ship dockings. This is an increase from the last 5+ years. This includes 4 double ship days. Events at the Terminal- • None. Other Items of Note- • Vice President of Real Estate and Corporate Development Jim Kubitz and President and CEO Bill O'Leary met with various corporate customers in Seattle the first week of February. They were able to hold great meetings with Samson, Crowley, Fishermen's Finest, Tote, and w/Charlie Ball the President of HAP. • Council scheduled a work session with the Railport Development Group for May 19, 2016 at 6:00 p.m. in the Library/Museum Community Room. The Railport Team will also watch Cruise Ship operations and present at the Chamber Membership Lunch on May 20. • USCG conducted a Spot Check for our Freight Dock and Coal Dock. In addition to our normally scheduled fuel barges and Samson freight barges, we also had a smaller project specific barge and 4 vessels in for repairs/maintenance. Having the ability to use our Cruise Dock for vessel repairs or longer term storage during the off-season is a great advantage. These vessels do hire local contractors and purchase items locally. • The 2016 Cruise Ship Season at the Port of Seward will include 67 cruise ship dockings. This is an increase from the last 5+years. This includes 4 double ship days. Events at the Terminal- • None. Other Items of Note- • Global Diving successfully completed the routine maintenance dock repairs at the Cruise Ship Dock. This includes the final piling repairs, and also the repair/replacement of the Cathodic Protection system that I noted complete in last month's report. • Good meeting and Port tour with the Alaska LNG group on Friday January 22. o PRL was the organizer with representatives from Kiewit, Alaska LNG and Chiyoda Corporation on-site. Still in pre-feed, this group is charged with the logistics for the Nikiski plant. They would like to take as much as they can directly to Nikiski through their docks, but they know they will have to move items through Anchorage, Homer, and Seward just due to the scope of items as they will need to move over 1 million tons. o It was great to be able to describe actual pipe ship operations and using the example of moving the AVTEC dorm modular units at our dock and staging in our yard. o They were also interested in our future development plans as they continue to talk about the same timeline for start of development (if feasible) as 2019-2020, and I gave them an overview of our master planning process and what our current concepts are for improvements/expansion at the Port. o During their visit, Assistant Harbormaster Matt Chase stopped by for an introduction and the group was provided with the City's contact information and updates on SMIC improvements. o Good partnering with the Chamber of Commerce. We routinely get positive comments on the comprehensiveness of the materials provided during these meetings. Chamber assists us with Business Packets full of important industry specific information about the community and we supplement with the specific information about the Port of Seward. • The Railport Seward Team presented internally the results from the 40+ visioning meetings and the returned questionnaires to the Alaska Railroad with 150 individual projects identified. Now begins the process of Passenger Traffic Study, Freight Traffic Study and Transportation Connectivity Study to evaluate alternatives based on cost, social and economic factors. We are all .com now! Our .net email addresses will continue to forward to us for the remainder of the calendar year. 2016 Guides are here — eight new pages including "Fish On", "Resurrection Bay" and "Away From the Mainstream" — lots of fabulous images and descriptions. The Energy group has set their meetings for every third Thursday at noon at the Community Library, upstairs. The group is currently discussing recommendations for an Energy section in the City's Comprehensive Plan. You can look forward to the 3rd annual energy fair this fall. The SMIC group will meet every third Friday at 9:00 at the Harbor 360 Hotel. According to the Harbormaster's office, the staff there is redirecting folks who missed the turn back out to Nash Rd. On January 22nd in Anchorage, AIDEA hosted a stakeholder's meeting which was very well attended. Check out the amazing graphic art created at the event — it's hanging in the hall by the Utility Office. 8 121 I've asked Nancy Erickson to write a story about the emerging marine support service industry to further promote the area. Susan Harrington, editor at Alaska Business Monthly is intrigued and has said she will accept a 1200 word story for the June issue. We'll need a good (hi-rez) photo to accompany the article, so be sure and send me on if you have it. I'm placing a 1/3 page ad in the March issue of Pacific Fishing which will feature Corey Harris on the Hungry Raven. I've reported to city Council & Admin that our tourism business members have expressed a keen and hopeful interest that the City of Seward will utilize cruise ship head tax dollars this year to not only increase helpful signage, but invest in a recognizable and consistent theme with signs throughout the Seward area. And that we are curious as to what other ways this fund will be invested — because whatever is good for the cruise ship passengers is likely good for us all. At the Industry Outlook Forum, January in Kenai. Rick Davis, CEO Central Peninsula Hospital told us the health care system is broken. In the process of changing from getting paid by procedures to getting paid by outcomes. Good news from on the Tourism side of things (especially Seward!) — not so much for oil. BlueCrest is moving forward with a 3 mile gas line off of Anchor Point, will use approximately 20 trucks per day to transport — no pipeline saves $$. I've invited AK LNG to speak at a Chamber Lunch — tentative May 6th. They're planning a town hall meeting here in September. The McDowell Group has done market research for ASMI and those stats can be found at alaskaseafood.org. Alaska's Future has contacted me about a town hall meeting — this group proposes balancing the budget using the Permanent Fund earnings. No date set at this time. Next Chamber lunch is Friday, March 4th at the Breeze Inn. Nicole Schuh will present to us on Alaska Business Week, an entrepreneurial summer camp for high school students. The Chamber is offering a scholarship to cover tuition, room & board $475 for one student. At the March 18th luncheon Patrick Linton will give an update on the Seward Community Health Center. Spring sports & rec shows are looming just over the horizon, the Seward Chamber will be attending all three: Mat-Su Show, Fairbanks Outdoor Show & the Great Alaskan Sportsman Show. 9/24 Harbormaster PACAB Report February 2016 1. We had construction meetings with Hamilton Construction and R&M for the SMIC breakwater project on 1-14-2016, 1-21-2016 and 1-28-2016. 2. Hamilton Construction is continuing to stock pile rock on the North Dock,dredging has started and currently is on schedule. 3. Most of the demolition of the docks is complete,they are leaving one section of docks in the water to work off of while they install the new trestles, and pile driving should start the 1st week of February. 4. The Harbor,R&M and Turnagain Marine had construction meetings on 1-14-2016, 1-21- 2016 and 1-28-2016,Tumagain Marine is currently on schedule. 5. Harmon construction has received all the materials for the new Fish Cleaning Station, they are currently constructing the docks and will soon be in place for the 2016 fishing season. 6. Every tenant that did not give up there slip this year has renewed their moorage by the due dates;the Harbor does not have to start the relinquishment process for any vessels this year. (THIS IS A FIRST). 7. The Polar Bear jump off was a success again this year with a combined effort from all the volunteers and the City of Seward. 8. The City of Seward and two members of Council went to a SMIC uplands development strategic work session in Anchorage on Friday the 22nd 9. WHEREAS, the Port and Harbor Tariff was approved by the Seward City Council in Resolution 2015-109 and took effect January 1, 2016; and WHEREAS, the Port and Harbor Tariff has been amended adjusting various fees and definitions from time to time, with the last amendment raising wharfage rates in Resolution 2007- 097 on November 13, 2007; and WHEREAS,PACAB and Administration have reviewed and are recommending an increase in wharfage rates, combining three(3)products within the NOS rate(not otherwise specified); and WHEREAS, the City of Seward's enterprise funds are operated in a manner similar to private business entities, in that they establish charges intended to cover the full cost of providing services including operations and maintenance,overhead,system expansion,utilities,and charges for the use of capital facilities; and WHEREAS,the need to regularly review and update wharfage charges to account for the impact of inflation and other cost increases is prudent ; and WHEREAS,PACAB is recommending automatically raising the wharfage rate biennially starting in 2018, by an amount equal to the five previous full year's average increase in the Anchorage Consumer Price Index for all urban consumers. NOW,THEREFORE,BE IT RESOLVED by the Port and Commerce Advisory Board of the City of Seward, Alaska recommends that: Section 1. The City Council of the City of Seward approve the wharfage rate increase fees, and charges incorporated herein by reference and attached hereto as"2016 Port and Harbor Tariff' for council adoption to become effective 10 days after its approval. Section 2. BACKGROUND & JUSTIFICATION: In November 2007 the City Council approved Resolution 2007-097 authorizing a 5% increase (excluding passenger fees)to the Harbor Tariff to help pay for future infrastructure.This was the last time wharfage rates were raised.These rates are no longer competitive,and with the declining State budget funds are now getting harder to acquire for future harbor infrastructure improvements. The City of Seward's Harbor wharfage rate is well below most harbors within the State. PACAB and administration have derived a rate that while still below most of Alaska Harbors, is more competitive. PACAB is also recommending raising wharfage rates biennially by the five year average of the CPI to avoid future large rate increases. INTENT: To raise wharfage rates and maintain consistency with other harbor rates throughout the State, and to maintain that rate by automatically raising rates biennially by a 5 year average of the CPI to avoid future large wharfage rate increases. The Project was designed to take place phases. In May 2005 Council approved step 1,to extend E,F and J floats (32 new concrete stalls), relocate X float(new gangway, new trestle, and fire system) and to relocate and connect the fuel float. Step 1 was funded using revenues from an increase in moorage rates which became effective on January 1, 2005. In Oct. 2005 139 pile(enough for all three phases) were purchased using EDA grant money. Step 2 of the Project consisted of construction of new M, N, 0, P and Q timber floats (107 new stalls with power, water, and new sewer pump-out facility), uplands utilities, a road, trash facility, used oil facility, and attractive new restrooms at the top of the gangway. Step 2 was funded in part by an increase in the passenger fee from $1.50 to $3.50 effective January 1, 2006 and in part from a 10% increase in moorage rates which became effective January 1,2006. Step 3 of this project was the commercial basin Z float Project. Initial plans called for 880 ft of dock with attaching docks for commercial vessels. This project is rapidly moving to final design .Although we will have to build this in phases, our current grant should allow us to construct 200ft of dock,which will provide new moorage space for the Cutter Mustang. As local governments began to take ownership of the State harbors it quickly became apparent that towns were not receiving enough money to replace their old floats. Seward received $3,134,200. and took ownership of our floats in1999. This money was used to replace some of the older floats. However, it was not enough and floats A,B,C,D, and S are in desperate need of replacement. Harbormasters and Port Directors lobbied for grant money from the State and this year a $5M 50/50 match was funded. The problem, however, was that we needed to have our share of the matching funds available to be considered. We could have submitted a very small project,but had we been successful we 8 20/24 CITY OF SEWARD RESOLUTION 2007- would be moved to the bottom for future consideration. The cost of replacing these floats will be close to$8M. We could do float replacement in stages and a 5%rate increase will help us establish funds for future matching grant application. FISCAL NOTE: The 5% increase in proposed revenues has been factored into the 2008 Preliminary Budget.
