HomeMy WebLinkAboutRes2004-021 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2004-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH CRW ENGINEERING GROUP, LLC FOR AN AMOUNT NOT TO EXCEED $168,500, AND APPROPRIATE AND TRANSFER FUNDS FROM THE GENERAL FUND, TO THE WATER ENTERPRISE FUND WHEREAS, Seward City Code 6.10.120 (8) authorizes the City to enter into profes- sional service agreements for the provision of engineering services, without the use of competi- tive procurement procedures; and WHEREAS, the City administration supports awarding a sole source contract to CRW based on the following: 1) CRW is currently coordinating and designing the utility conflict resolutions at the pedestrian underpass at this same DOT Seward Highway Project and therefore has a unique understanding of this particular project: 2) CRW's current work with the DOT places them in the position of being able to meet the considerable time constraints of this complex project and its coordination with DOT; and 3) CRW is presently completing design of the City's Gateway to Forest Acres water main extension, and has recently completed the City- wide water modeling analysis, providing them with a thorough understanding of the City's water infrastructure; and WHEREAS, in October of 2002, Resolution 2002-088 was passed, making the upgrade and realignment of the Third Avenue Water Main council's number one water/sewer capital project priority; and WHEREAS, all capital grants were eliminated from the State budget by the Governor in the Spring of 2003, and the City of Seward again submitted a grant request in the fall of 2003; and WHEREAS, all indications are that this recent grant application will not be funded; and WHEREAS, the Engineering and Public Works departments recommend funding and performing the design of this project now; and WHEREAS, fund balance in the water enterprise fund is low, it is recommended that funding for the design of the Third Avenue water project come from the General Fund, Fund Balance; and WHEREAS, the project must be designed soon in order to facilitate coordination of its construction with the State of Alaska 0-8 mile rehabilitation project; and WHEREAS, the DOT plans to go to bid on the 0-8 mile project this fall. CITY OF SEWARD, ALASKA RESOLUTION 2004-21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. For the reasons stated in the recitals and incorporated herein by this reference, the contract is in the public interest. The City Manager is hereby authorized to enter into a contract with CRW Engineering Group, LLC for an amount not to exceed $168,500. Section 2. Funds in the amount of $168,500 are hereby appropriated from the General Fund, Fund Balance, to be transferred to the Water Enterprise Fund account 701-7400-5390. Section 3. Casey, Director of Public Works Subject: Third Avenue Water Main Design BACKGROUND & JUSTIFICATION: In October of 2002, the Seward City Council passed Resolution 2002-088, making the upgrade and realignment of the Third Avenue Water Main their number one wa- ter/sewer capital project priority. A grant was applied for through the ADEC and received. Unfortunately, the money for this project was cut from the budget by the Governor in the Spring of 2003. A grant application was again submitted in the fall of 2003. All indications are that this recent grant application will not be funded. The Engineering and Public Works want to take a proactive approach to realizing this project, and they recommend funding and performing the design of this project now. Because of the low level of the fund balance in the Water Enterprise Fund, it is recommended that funding for the design of the Third Avenue Water project come from the General Fund, Fund Balance. This project must be designed soon in order to facilitate coordination of its construction with the State of Alaska 0-8 mile rehabilitation project. The DOT plans to go to bid on the 0-8 mile project this fall, and staff hopes to include the Water Main project in the State DOT project when it is bid this fall, entering into a reimbursable services agreement. Staff believes that the most cost effective way to accomplish the coordinated effort with the DOT project is to sole-source the water main design work. Staff asked CRW to submit a proposal (attached) to perform this design work; ADEC provided the City with a schedule of rates of engineering firms performing similar type work, and CRW’s rates compare favorably with these. Presently, CRW is coordinating and designing the utility conflict resolutions at the pedestrian underpass at this same DOT Seward Highway project. They performed the City-wide water modeling analysis in 2000; they are also at present completing design of the City’s Gateway to Forest Acres water main extension. This recent work for the City’s water department gives CRW a thorough understanding of our water and sewer infrastructure, making them uniquely qualified to perform the design of the Third Avenue facility; they are in a position to meet the considerable time constraints of this complex project and its coordination with the DOT. Staff believes that it is in the City’s best interest to enter into a contract with CRW Engineering Group, LLC, without going to competitive bid, for an amount not-to-exceed $168,500.
