MANAGER'S REPORT
July 15, 2016 thru August 5, 2016
The following purchase orders for between $10,000 and $50,000 have been approved by the City Manager since
the last council meeting: NONE
ADMINISTRATION
• Conducted Public Work director interviews
• Teleconference discussing the 2017 Alaskaman Extreme Triathlon
• SMIC weekly teleconference

ELECTRIC
• Number of outages/trouble calls in July: 3, Number of new Job Orders started since Jan. 1, 2016: 31
• Electric Department staff and consultants met with the US Department of Agriculture on Wednesday,
July 27th regarding the possibility of qualifying for the Environmental Watershed Protection (EWP)
grant on the Snow River Transmission line revetment. Although they could not give us an indication on
the viability, they said they were going to submit the paperwork for the next phase of the approval
process. Janie Dusel, environmental engineer for AWR, spent most of the rest of the day in Seward
discussing the project with pertinent staff and gathering information.
• The Transco group is close to finalizing the economic model. The base case, how the system currently
operates, is complete and the different saving scenarios are being formulated. ATC is ready to come
back and continue the discussion with the council about the financial implications when
requested. Some direction from council would be appreciated.
• Isaac Osborn completed his internship with the electric department this summer. Isaac did a great job
working on inputting data and mapping the downtown overhead electric system into the GIS
system. Isaac managed to enter all the pertinent data for the poles, overhead transformers and risers into
the computer system as well as take photographs of each item and attach the photos in the system. We
appreciate all the hard work by Isaac, and wish him the best as he starts his college career at the
University of Alaska.
• RCA Update request about Transco on August 17th
PUBLIC WORKS
• We are pleased to announce that Doug Schoessler has accepted the position of Public Works Director
and started working on August 1St. Doug has public sector experience, having served as Borough Roads
Director and as City of Soldotna Streets and Facilities Manager, as well as private sector know-how in
management, project management and heavy equipment operations, most recently for Atigun and ASRC
Energy Services in the North Slope. Please stop by and introduce yourself to him.
HARBOR
• The harbor has finished processing the 6 month slip renewals; as of the 29th of July 534 of 536 tenants
have renewed, 1 is pending..

• Hamilton Construction has closed off 4`h of July Beach at this time; they have restarted operation on the
breakwater project. The Harbor along with Hamilton construction has placed rocks on the beach to keep
vehicles from driving down across a salmon stream and tearing up the beach.
• The Harbor is preparing for Salmon Derby.
• We have filled our Harbor worker II positions.
• The Harbor has closed out the North East Fish Cleaning Station with the State; the Finance department
received great reviews from the State Auditors on their grant accounting system. (Letter Attached)
• The harbor has installed lose the loop signs at the fish cleaning stations see attached e-mail letter from
the Alaska Department of Fish & Game (email attached)
FINANCE
• Finance is working with the Alaska Municipal Bond Bank to determine whether our oldest outstanding
bond issue—a 2007 Harbor Bond —may be a candidate for refinancing at today's low interest rates. The
outstanding balance on those bonds is currently $1,075,000, so the overall savings would be in the
neighborhood of$75,000 over the remaining 5 years of the bonds, or around 6.9% savings given today's
interest rates. We would be working with Cindy Cartledge of JDO on the refunding.
• We are reaching out to Chugach and Hams (software) for training regarding configuring electrical
meters, as part of our new-staff training. On a related matter, we are in discussions with the electric
department regarding the potential benefits of migrating toward automated (remote-read)meter
reading. While the investment in such a transition would be expensive, industry studies show that the
return on investment is relatively short given the ability to avoid current meter reading costs, older
meters tend to slow down over time, electronic meters have an accuracy rating> 99%, and providing
quicker access to better data can provide cost savings to both the utility and the customer.
• Staff training for the new utility billing folks and deputy finance director is going very well and we are
seeing significant benefits from the reinstatement of one position in Finance on both staff morale and
productivity.
• Through June 30, sales tax collections for the year are neck-in-neck with the prior year, coming in
$1,224 higher, representing an increase in taxable sales of$30,604. Keep in mind that there is a
difference in timing between sales tax collections(receipts by the City) and sales tax revenues (reported
to the Borough, but not necessarily forwarded yet to the City).
PARKS AND RECREATION
• Sports and Rec has vacated the AVTEC Gym. Sports & Rec Coordinators office will be located at the Teen
Rec Room and his phone has changed to 224-4057.
• So far this month, the campgrounds have seen an increase in revenue of 33% and a 10% increase in camper
nights. Overall revenue is up 29% and camper nights 13% as compared to 2015.
• So far this year Parking has had a 21.5% increase in Seasonal Permit issued over last year. It has started
slowing down and we're seeing one or two a day being purchased.
• We're down to a staff of three with some help from Sports & Rec Department giving us some hours to man
the booth while we go out and patrol the parking lots and interact with the tourist.
• One of our projects is to reestablish the pathway in the uplands area from the permit lot to the M- Float
gangplank area so customers and tourist alike have a safe area to walk of traffic and enjoy the beautiful
views around us.
• ALPAR will be wrapping up with litter control, Aug 18`h. Thank you Traci Petersen and her crew for
keeping Seward beautiful over the summer!

'!'hank you for taking the time to meet with Debi, Stacey and I during our visit to Seward, it was very
nice to meet you and Ms. Naneth Ambrosiani.The tour and information you provided regarding the
Seward NE Harbor Fish Cleaning Station was very interesting, informative and helpful in giving us
an understanding of the work you are doing. The fish cleaning station will be a great benefit to the
fishers in the City of Seward, and more importantly will positively benefit the marine wildlife and
environment in Seward. We arc very happy to see that the fish cleaning station will be of value to the
public for years to come.
Please thank Ms.Ambrosiani for being available and willing to meet with us. We wcrc very pleased
to see that the grant accounting file was easily accessible, organized, and contained all grant related
documentation necessary to successfully administer the project. We commend Ms. Ambrosia for her
accounting practices, which have made it possible for her to administer the grant accounting
effectively. The City of Seward's new accounting system, Accufund, appears to have the attributes
necessary to ensure grant activity is traced,deposits and expenditures are tracked, and accurate
reporting information is generated. Checks and balances arc in place to ensure expenditures are
allowable and allocable,including an annual audit.
Policies and Procedures were reviewed. Personnel, travel and procurement policies wcrc up-to-date
and accessible. It appears that all required policies arc in place and utilized. As discussed during our
meeting, the State of Alaska debarment and suspension list is at the following link and should be
checked as part of your procurement process: littp://www.labor.state.ak.us/Iss/debarments.htni.
Overall, the visit was very positive and we appreciate that you all were very welcoming and willing to
meet. We are thankful to your grants team for sharing all the accomplishments, concerns, and
enthusiasm for the project. Good luck in your future endeavors.

Hi all—
I'd like to share photos of the interpretive signs that were recently installed in each of the four fish
cleaning stations in the harbor in Seward,Alaska. "Do not feed"signs provided by the NMFS law
enforcement were also installed.
This project was a joint effort between the Pinniped Entanglement Group(PEG),NOAA,and ADF&G so
that recreational and charter fishermen can see the harm that unsecured plastic loops and other trash can
have on marine life.
A big thank you to the Seward Harbormaster's office for recognizing this outreach opportunity after
installing the PEG's"Lose-the-Loop"outreach panel in the harbor last year and suggested the
project. With the harbor seeing over 46,000 people on fishing charters throughout the summer and about
another 25%in private boaters we hope to make an impact as these areas are packed daily with people
cleaning fish.
Thank you to each of you for your help either funding, designing,delivering,tracking down or providing
photos,installing,or giving input on these signs!

1. General Matters: The City Attorney's office provided advice and worked on
various matters regarding leases and extensions, estoppel certificates, contracts, and code
revisions.
2. Litigation: Summary Judgment was granted in favor of Seward in the Orion
litigation on August 3, 2016. We will be moving for costs and partial fees as allowed by law.
3. Electric Utility: The City Attorney's office is also advising and participating in
negotiations to protect Seward's interests in regard to the Bradley Lake agreements.

A RESOLUTION OF THE SEWARD CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, REQUESTING COUNCIL ADOPT THE 2016
SEWARD HISTORIC PRESERVATION COMMISSION PRIORITIES
WHEREAS, the Seward Historic Preservation Commission wishes to assist the City
Council with the ongoing responsibilities it holds as a Certified Local Government (CLG), which
requires provision for recognition of the historically significant activities, structures and the
people who helped build Seward; and
WHEREAS, it is the responsibility of the Seward Historic Preservation Commission to
assist with the continuing education of citizens regarding local historic preservation and
community history; and
WHEREAS, it is also the responsibility of the Seward Historic Preservation Commission
to assist with the preservation of Seward's local history; and
WHEREAS, the Commission has continuously received Certified Local Government
grants for historic preservation activities; and
WHEREAS, the Commission provides recognition each year to an outstanding
contributor to Seward's history by awarding the annual Seward Historic Preservation Award; and
WHEREAS, the Commission continues to revise the Seward Historic Preservation Plan;
and
WHEREAS, in order for the Commission to continue to provide this level of service to
the community and assistance to the Council, a long range plan for activities is necessary;and
WHEREAS, the Council and the Seward Historic Preservation Commission met to
discuss and revise the 2016 Priority List at the February 24, 2016 joint work session; and
NOW,THEREFORE, BE IT RESOLVED BY THE CITY OF SEWARD, ALASKA
that:
Section 1. The 2016 Priorities for the Seward Historic Preservation Commission is
hereby recommended to the City Council for approval.

BACKGROUND & JUSTIFICATION:
Seward Historic Preservation Commission (SHPC) meets annually with the City Council in a
Joint Work Session to review and update their Priorities. During a joint work session on
February 24, 2016, the Commission and Council reviewed and updated the 2016 Seward Historic
Preservation Commission Priorities.
At their May 18, 2016 meeting, SHPC approved Resolution 2016-001 recommending Council
adoption of the 2016 Seward Historic Preservation Commission Priorities.

Council support and approve the attached 2016 SHPC priorities.

A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPOINTING CAROL KVASNIKOFF AS TEMPORARY
DEPUTY CITY CLERK
WHEREAS,while City Clerk Johanna Kinney is on maternity leave for approximately the
months of August, September, and October, 2016, Deputy City Clerk Brenda Ballou will be
appointed as Acting City Clerk in Kinney's absence; and
WHEREAS,the City Clerk's Office posted and advertised a temporary Deputy City Clerk
position while Ballou is the Acting City Clerk; and
WHEREAS,during this time,the city received an application from Carol Kvasnikoff who is
a qualified applicant for this position; and
WHEREAS, Kvasnikoff has been selected to fill the position of Temporary Deputy City
Clerk during the time Kinney is on maternity leave and Ballou is the Acting City Clerk; and
WHEREAS, SCC 2.20.045 (10)requires that any person hired as a Deputy City Clerk be
approved by a majority vote of the City Council.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that:
Section 1. The Seward City Council approves Carol Kvasnikoff as a Temporary Deputy
City Clerk beginning no earlier than August 10, 2016 and no later than October 21, 2016,with all
range and progressive requirements established in the current Deputy City Clerk job description.
Section 2. This resolution shall take affect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
Beginning the last week in July, City Clerk Johanna Kinney will be going on maternity leave for
approximately the months of August, September, and a portion of October. At this time, Deputy
City Clerk Brenda Ballou will be placed in acting status as Acting City Clerk.
These summer months are very busy and time sensitive for the City Clerk's Office, primarily with
pre-election preparations and important legal notice requirements for the primary,city, and general
elections this year,as well as running the Seward-Obihiro Sister City Student Exchange program in
addition to the day-to-day functions of the department.
To help with the absence of Kinney, the City Clerk's Office advertised a Temporary Deputy Clerk
position and received an application from Carol Kvasnikoff. Kvasnikoffhas agreed to work for the
City of Seward in this Temporary Deputy City Clerk capacity fora portion of the time Kinney will be
away on maternity leave.
Seward City Code 2.20.045 (10) states the City Clerk shall have the power to appoint deputies, if
needed, provided that the appointment of all deputies shall be approved by a majority vote of the
council. Carol Kvasnikoff has been conditionally offered the position of Temporary Deputy City
Clerk and staff respectfully requests council approval of this appointment.

To appoint Carol Kvasnikoff as a Deputy City Clerk on a temporary basis, as required by Seward
City Code Section 2.20.045 (10)
