Commissioners,
I see you have an item for action on your November 9, 2016 agenda to discuss, draft and approve 2016 SHPC
proclamations.
It appears at your August 17,2016 meeting,the Historic Preservation Commission voted to bestow the 2016 Historic
Preservation Awards to Heather McClain and Marc Swanson. It is my recommendation to either prepare a resolution for
approval similar to the attached SHPC Resolution 2015-004 or include the.August 17,2016 approved minutes for
evidence that the commission formally selected these recipients. I don't believe there was staff at this meeting,so it is
the commission's responsibility to prepare these minutes for formal approval at a future meeting.
Please take this into consideration as you move forward on this topic. I can be available to assist staff or answer
questions as needed.

RESOLUTION 2015-004
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION,RECOMMENDING THAT THE 2015 SEWARD HISTORIC
PRESERVATION AWARD BE BESTOWED TO TANGUY LIBBRECHT
AND JENNIFER HEADTKE
WHEREAS, City Council Ordinance No. 2011-001 established the Seward Historic
Preservation Award in order to locally recognize each year an outstanding contribution made by
dedicated individuals and/or organizations to preserve the tangible aspects of Seward's heritage;and
WHEREAS,the Seward Historic Preservation Commission has chosen Tanguy Libbrecht
(Government Cable Office)and Seward Mural Society Founder Jennifer Headtke as the 2015 Seward
Historic Preservation Award recipients;and
•
WHEREAS,Mr.Libbrecht has undertaken extensive renovation of the 1905 Government
Cable Office(the Telegraph house)on 6th Avenue. The cable office was constructed by the U.S.
Army Signal Corps as part of the Washington-Alaska Military Cable and Telegraph System
(WAMCATS). The Government retained ownership until 1961,since than the building has served
as a private residence. Built in 1905 this structure is on the National Register of Historic Places and
the Seward Register of Historic Places;and
WHEREAS,the Seward Mural Society has promoted Seward's historical place in U.S.and
Alaska by placing the city on public display since 1999 with colorful murals many of which depict
historic events and places in Seward. Some murals of historic memories,`Postcard from the Past',
`Mount Marathon', 'Dawn of Aviation', 'The Iditarod Trail', `Tribute to Commercial Fishing',
`Chart of the Entrance to Resurrection Bay', `Seward-Gateway to Alaska', `Remembering Exit
Glacier', 'Our Flag Flies in Washington',the `Statehood Mural'.
NOW,THEREFORE,BE IT RESOLVED BY THE HISTORIC PRESERVATION
COMMISSION OF THE CITY OF SEWARD,ALASKA that:
Section 1. Mr. Libbrecht with the reconstruction and restoration work of the Government
Cable Office has shown a contribution towards historical preservation within the community of
Seward. -
Section 2. The Seward Mural Society and Jennifer Headtke has instilled a passionate and
lasting interest amongst the community and guests providing a glimpse of Seward History through
the visual history they paint.
Section 3. Itis hereby recommended that the City Council list the 2015 Seward Historic
• Preservation Awards to Mr.Tanguy Libbrecht and Jennifer Headtke—Seward Mural Society.

RESOLUTION 2011-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ESTABLISHING AN ANNUAL SEWARD HISTORIC
PRESERVATION AWARD
WHEREAS,it is the responsibility of the Historic Preservation Commission to work toward
the continuing education of citizens regarding local historic preservation and community history;and
WHEREAS,an annual Seward Historic Preservation Award will serve to publicly recognize
the citizens and/or organizations who contribute to historic preservation in Seward;and
WHEREAS,the award will educate and raise the public awareness regarding the importance
of local historic preservation;and
WHEREAS,the Historic Preservation Commission approved Resolution 2011-001,as a
revision to Resolution 95-09,which recommended that the City Council establish an annual Seward
I-Iistoric Preservation Award.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that: •
Section 1. The annual Seward Historic Preservation Award is hereby established.
Section 2. The Historic Preservation Commission shall be responsible for the development
of the Seward Historic Preservation Award including creating the nomination form and evaluating.
the nominations.
Section 3. Upon recommendation from the I-Iistoric Preservation Commission,the City
Council shall award the recipient(s)of the Seward Historic Preservation Award annually in May
through proclamation of the Mayor.
Section 4. This resolution shall take effect immediately upon adoption.

Agenda Item: Resolution 2011-XXX,Historic Pres.Award
BACKGROUND&JUSTIFICATION:
In 1995,the City Council passed a resolution approving the Historic Preservation Commission's
resolution that proposed initiating an annual award recognizing individuals in the community for -
their contributions to the preservation of Seward's history. Recently,it came to the attention of .
the HPC that some grammar,dates,and department names needed to be revised. They have
passed a new resolution(2011-001)with corrections and updates. Attached are the Resolution
95-09,Resolution 2011-001,and the proposed resolution to be passed by the City Council.
INTENT:
The intent is to honor and recognize Seward citizens and organizations who have contributed to the
• preservation of Seward's history.

organization whose efforts and contributions help preserve the tangible aspects of Seward's history and
heritage;and
WHEREAS, In 2016 Marc Swanson was chosen by the Governor's Office as the 2016 Alaska Studies
Educator of the Year,earning recognition for developing curricula for the Kenai Mountains-Turnagain
Arm National Heritage Area, and
WHEREAS, Marc's focus on the people,history,and culture of the area between Turnagain Arm and -
Resurrection Bay,an area rich in historical value is a perfectJcombihation for a high-school curriculum in
Alaska studies,and
WHEREAS,this ongoing work includes a video series,a field tripguide,a resource guide and school
curricula based on Alaska history found iir%census data;old photographs,and marvelous stories from
incredible Alaskan individuals,and

RE: City Council Direction For 2017 HP Commission Reporting
At the October 24, 2016 City Council meeting, the Historic Preservation Commission
was requested to provide biannual reports to the City Council for the 2017 calendar year.
Please make note of this reporting requirement, and if you have any questions or
concerns, please contact the clerk's office.
Thank you for your service to our community!
RULE 29.
(c) Council Liaisons. In order to build additional Council expertise in various areas of city
operations,the Presiding Officer may appoint one Council member to serve as a liaison to the Planning and
Zoning Commission. These appointments shall be made at the Council's organizational meeting in
October. If appointed, the council representative to the Kenai Peninsula Borough Economic Development
District shall serve as liaison to the Port and Commerce Advisory Board. If council liaisons were not
appointed, a member of each Board and Commission will arrange to give periodic reports to the city
council during Council's regular scheduled meetings.
