RESOLUTION 2004-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PERMIT AGREEMENT WITH TELALASKA, INC. dba INTERIOR
TELEPHONE COMPANY FOR THE PURPOSE OF INSTALLING
TELECOMMUNICATION LINES WITHIN CERTAIN DOCKS AND THE
FLOAT SYSTEM AT THE SEWARD SMALL BOAT HARBOR
WHEREAS, TelAlaska, Inc. dba Interior Telephone Company ("TelAlaska") has requested
permission to access certain City harbor docks and floats for purposes of installing, constructing,
laying, operating, maintaining, replacing and removing telecommunication lines on or within such
boat harbor docks and floats; and
WHEREAS, the permission granted by the City applies to the Small Boat Harbor Float
System as it currently exists and as described in the attached Permit Agreement; and
WHEREAS, pursuant to the terms ofthe Permit Agreement, TelAlaska will make available
telecommunication services at many of the slips in the Small Boat Harbor; and
WHEREAS, the City and TelAlaska agree to the terms and conditions as outlined in the
attached Permit Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with TelAlaska in
substantial form as the attached Permit Agreement, effective upon approval of this resolution and
signing by all parties, with a term continuing until December 31, 2028, plus two additional five year
renewal periods.
Section 2. This Resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 22nd
day of March, 2004.

Agenda Item: Authorizing the City Manager to Enter into a Permit
Agreement with Telalaska, Inc. ("TelAlaska") to Install Telecommunication
Lines Within Certain Docks and the Float System at the Seward Small Boat
Harbor
BACKGROUND & JUSTIFICATION:
TelAlaska has requested permission to access certain City harbor docks and floats to install, operate
and maintain, replace and remove telecommunication lines on or within the boat harbor docks and
floats. The permission granted by the City applies to the Small Boat Harbor Float System as it
currently exists and as described in the attached Permit Agreement. Pursuant to the terms of the
Permit Agreement, TelAlaska will make available telecommunication services at many of the slips in
the Small Boat Harbor, which has been a standing request of many harbor customers.
The City and TelAlaska agree to the terms and conditions as outlined in the attached Permit
Agreement.

A permit fee of $1.00 per pedestal along the utility trench used, adjusted for CPI each year, will add
approximately $200 in revenue per year.
