RESOLUTION 2017-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DECLARING A STATE OF DISASTER EMERGENCY DUE TO
EXTREME WEATHER AND HEAVY SNOW IN THE CITY OF SEWARD
AND REQUESTING ASSISTANCE
WHEREAS, commencing on, January 20, 2017 the City of Seward and outlying areas began
to experience heavy snow fall resulting in threat to life and property; and
WHEREAS, on January 21, 2017 the City Manager issued a Disaster Emergency
Declaration, requesting interagency assistance; and
WHEREAS, Kenai Peninsula Borough Mayor Navarre and KPD Emergency Manager Scott
Walden were notified of the City's situation and Declaration; and
WHEREAS, the City of Seward is a political subdivision within the Kenai Peninsula
Borough and the State of Alaska; and
WHEREAS, City crews were monitoring the situation and working to keep emergency
services roads open. By Saturday morning January 21, 2017, over two and a half feet of snow had
fallen and city crews have worked throughout the weekend to mitigate excessive damage and protect
nearby structures and city utility infrastructure; and
WHEREAS, costs associated with this event are unexpected and unbudgeted; and
WHEREAS, the City of Seward hereby requests financial assistance due to conditions
beyond the control of the City's personnel and resources and requiring the combined forces of other
agencies; therefore the City requests inter jurisdictional aid and assistance; and
WHEREAS, consent by the city council must be obtained if the declaration of disaster is to
be continued or renewed for a period in excess of seven (7) days.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. A disaster emergency per AS 26.23.140; is declared to exist within the City of
Seward, as attached hereto.
Section 2. It is requested that the Kenai Peninsula Borough Mayor declare a disaster
emergency to exist as described in AS 26.23 and provide assistance to the City of Seward in its
response and recovery from this event.

Section 3. This resolution shall take effect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
Record heavy snow began falling in Seward on Friday night, January 20. City crews were
monitoring the situation and working to keep emergency services roads open. By Saturday
morning on January 21, over two and a half feet of snow had fallen. On January 21, 2017 the
City Manager issued a Disaster Emergency Declaration, requesting interagency assistance. Kenai
Peninsula Borough Mayor Navarre and KPD Emergency Manager Scott Walden were notified of
the City's situation and Declaration. Assistance from outside agencies has not been available.
Consent by the City Council must be obtained if the declaration of disaster is to be continued or
renewed for a period in excess of seven (7) days.

request assistance.

On January 21, 2017 at 11:00AM, the City of Seward hereby declared a State of Emergency for
our community due to record heavy snow in Seward. The City is managing the road situation as
well as it can and has cleared emergency services areas. All surface roads have windrows many
feet high and snow dump sites are nearly full. The Public Works crew is stretched thin due to
long hours in equipment.
The next storm is expected on Monday January 23, 2017 and an assessment of the severity and
extent of damages will not be clear until predicted rain passes several days later. Other areas
within the City will be assessed weather and manpower permitting.
In the event of continued significant snow and rainfall in the next few days, the severity and
range of this emergency could escalate.
