We anticipate those efforts resuming when the snow melts.A more firm date will be provided on a future report. On January 14, 2014,we published a request for proposals to provide the electrical engineering necessary to upgrade the generator plant. Those proposals were, initially,due on February 15th On January 16, 2014, I underwent rotator cuff surgery. I returned to work, part time, on February 17, 2014. On January 16, 2014, I underwent rotator cuff surgery. I returned to work, part time, on February 17,2014. On February 19, 2014 we met with Harmon Construction to discuss issues related to the conclusion of work on the erection of the Warehouse. On the generator upgrade portion of this project,we have received the first mark-ups of the Process and Instrumentation Diagrams(P&ID's)for the fuel system,the cooling water system, the air system and the exhaust system.We are reviewing them and making corrections prior to commencement of the piping drawings which will be used for the actual construction of those systems. City of Seward Purchasing: The City of Seward will purchase long lead and very expensive items directly to save the cost of handling and mark-ups. a. 5KV Switchgear i. This switchgear must be identical to that purchased for the 2009 project in order to integrate properly. This should be sole sourced to the same company which was chosen by competitive bid in 2009. b. Motor Control Center i. This motor control center must be identical to that purchased for the 2009 project in order to integrate properly. This should be sole sourced to the same company which was chosen by competitive bid in 2009. c. Misc. panels with panel mounted switches and gauges i. These miscellaneous panels with panel mounted gauges should be identical to that purchased for the 2009 project in order to integrate properly and simplify operations and maintenance. These should be sole sourced to the same company which was chosen by competitive bid in 2009. d. EMD Engine upgrade equipment i. Valley Power Systems is the sole source for this equipment in Alaska. C. Construction a. Mechanical construction RFP i. Purchase components. ii. Upgrade systems. iii. Make final connections after generators are moved (time gap). b. Generator Upgrade- Sole source to Valley Power Systems i. Only EMD distributor available to AK, long history with them. ii. Provide and install air starters and support equipment. iii. Provide and install whatever servos, sensors or other equipment may be necessary to permit integration of the generators into the automated control system. iv. Consult and assist as necessary in overall support of the project. c. Electrical construction RFP i. Purchase components not reserved to City of Seward. ii. Install new wiring in support of two relocated generators. iii. Upgrade common systems for four generators. iv. Upgrade control programing (PLC) to support four generators. v. Rework connections to power buss system to equalize the loads. • vi. Make all connections to relocated generators (time gap) d. Generator Relocation: Each generator must be relocated, connected, tested and certified back on line before the next generator is taken out of service. i. Take first generator off line. Disconnect fuel, electrical, and exhaust systems. ii. Remove arctic pack enclosure, control panels, ventilation equipment, etc. from first generator. Dispose of unnecessary equipment. iii. Move generator to new generator building:Anchor as required. iv. Upgrade starting and control systems (See B.b.i thru B.b.iii). v. Connect fuel, air start, ventilation and exhaust systems (See B.a.iii). vi. Connect electrical systems (See B.c.ii, B.c.iii). vii. Connect control systems (See B.c.ii, B.c.iii). viii. Test, troubleshoot and commission first generator. ix. Repeat B.d.i thru B.d.iiiv for second generator. D. Commissioning a. Test run both generators and confirm that all systems are functioning correctly. b. Back feed up the transmission line to confirm capability, maintaining control in Seward. c. Allow Chugach Dispatching to assume control of the already operating generators remotely. Confirm their ability to synchronize and connect generators to their system remotely. d. Allow Chugach Dispatching to take control, start generators and bring on line remotely. E. File final reports a. Operational functionality reports b. Brecht has been in private practice since completing his service as director of the Alaska Division of Banking and Securities in 1980. His principal areas of practice include state and federal securities law and business and finance law. Mr. Brecht represents private business entities, financial institutions, nonprofit organizations, and Native corporations formed under the Alaska Native Claims Settlement Act of 1971. His work before the Securities and Exchange Commission and state securities regulators involves registrations, filings, and opinions for clients, including ones having publicly traded securities. He advises clients on business structure and transactions. He was instrumental in organizing,and continues to advise, the Alaska Trust Company, the first independent trust company in Alaska. Mr. Brecht serves on a special committee established by the Alaska Division of Banking and Securities to address comprehensive legislation to replace the current Alaska Securities Act. He was the drafter of the Alaska Municipal Port Authority Act.
