The purpose of this grant is to acquire a regional "live-fire"training(AFG compliant) unit in which to conduct Firefighter I and Firefighter II training as well as other fire related evolutions or scenarios. The desired unit should be a Class A fueled fire training system, but the addition of Class B capabilities will also be considered if pricing is within budget. TRAINING NEEDS: As mentioned, the primary purpose of this purchase is to provide a consistent source for live-fire training for our Firefighter I and II training programs. In addition, it is desired that the successful vendor's training unit will be multifunctional in design that will allow for a wide range of training potentials including but not limited to: • Structure Fire Burn Area (direct and indirect attack, as well as simulated above grade and bellow grade fire attack) • Horizontal and vertical ventilation capabilities (window breech, roof breech) • Roof-top operations (flat roof, pitched roof, ventilation,vertical venting) • Ladder Operations (Window breach, window rescue, roof ladders) • Rapid Intervention Team Training (SCBA maze system, entanglement drills, rescue, Denver drills) • Confined Space Rescue Training(Entry via hatch/scuttle,tunnel/shaft work) • Salvage and overhaul drills (chutes, water removal, sprinkler head operations) • Shore Based Marine Firefighting • High/low Angle Rescue (Rappelling, pick offs, victim removal) SAFETY REQUIREMENTS: The system must have installed safety features including: • Deluge sprinkler system (with quarter-turn valve accessible from outside to charge the system) • Temperature monitoring within the unit (both burn chamber and outside the burn chamber) with thermocouples located at ceiling, floor and four (4)feet from the floor. • Adequate "bail-out" egress doors to permit the rapid escape of students from the trailer if needed. Doors shall be at a minimum placed at the sides and one end of the trailer to permit rapid egress. All egress doorways shall in the path of egress with minimum effort. • The unit should have an OSHA compliant guardrail system around the perimeter of the top of the structure.These guardrails shall lay flat when in transport and not require tools to be deployed when set up. • Exterior stairways, with guardrails, will be provided to the roof, and other ingress points of the system. These stairs shall be foldable or be removed and stored inside the trailer when not in use. Installation/set up of stairways shall require minimum effort without the use of tools if possible. • If mobile the unit shall meet all applicable DOT requirements for over-the-road operations and not require over-size or"wide-load" permitting. City of Seward Seward Volunteer Fire Department Request for Proposals Live-Fire Training Unit • Non-slip footing shall be installed on all surfaces that persons will be walking on (floor of trailer and roof-top).The roof of the system shall be so designed as to shed water away from the roof to lessen the danger of ice development during training during below freezing temperatures. • Unit must meet or exceed applicable NFPA 1403 standards for live-fire training. • Anchors shall be provided to allow for rappelling, anchors shall be OSHA/NFPA compliant. GENERAL CONSTRUCTION REQUIREMENTS:The unit must be constructed to withstand repeated use in harsh weather conditions and be protected from rust in an Alaskan maritime climate. In addition the unit shall be designed to limit damage to the structure due to high heat generated by repeated live-fire conditions. The successful bidder will be the manufacturer of the unit, not a third party fabricator. Other design specific criteria are: • The burn area shall have a movable heavy gauge steel tray in which to place class A fuels. • Doors shall have provisions to allow a charged fire hose to be deployed under the door while still being open or closed (to retain heat and/or smoke). • Doors shall be easily opened or closed from the inside or outside except when not in use (shall be capable of being locked from the outside to prevent unwanted access). • The live-fire area (Burn Room) shall be insulated (ceiling and walls)to a minimum of 1100° F to prevent damage to the exterior of the trailer. Insulation shall extend for a minimum of 5 feet beyond the size of the burn room to protect the transition area between the burn chamber and other areas of the trailer. • There shall be a rooftop ventilation hatch located centrally in the burn room that can be opened from the outside of the trailer by a safety officer/trainer to allow the rapid release of heat and smoke. • There shall be a built-in standpipe connection attached to the exterior of the trailer.The connection shall be a 2.5 inch, fire hose thread with gate valves located at ground level and on the roof.The standpipe shall also supply the sprinkler system which can be controlled by a single quarter-turn valve from outside. • The system shall have an interior stairway leading to the roof through a "Bilco" or similar hatch. • There shall be relocatable interior "walls" in which to simulate various configurations for rescue "maze"type training. • There shall be an electrical utilities box and gas meter attached to the outside for the purpose of simulating utilities control. • Industrial type lighting shall be provided inside the unit's non-burn chamber area(s). A switch to turn on/off the lighting shall be located both inside and outside the unit. In addition, a weather rated power receptacle shall be provided inside the unit for the purpose of providing power to department provided smoke generators or other portable equipment as needed for training. Power will be provided via portable City of Seward Seward Volunteer Fire Department Request for Proposals Live-Fire Training Unit generator(s) from outside the unit by the agency using the unit. NOTE: Lighting need only provide enough lumens to comply with emergency egress lighting requirements. OPTIONAL: This work should be quoted separately from the base price. • Include a second story on at least one half of the facility,to allow for above and below grade simulation,the ability to use smoke from the burn chamber to enter the non-burn areas for the purpose of search training under realistic smoke and heat conditions and the ability to conduct fire attack from a non-burn areas to the burn area by entry through a connecting door. DELIVERABLES: 1. Live-fire training unit,AFG eligible and compliant. 2. If mobile, meet all DOT required lighting and labeling for over-the-road operations. 3. Complete Operations Manuals, Parts Manuals, and copies of all warranties. 4. If mobile, spare trailer tire (1)will be provided. 5. All loose equipment, not permanently attached to the trailer system. 6. One Train-the-Trainer class to be delivered in Seward, Alaska at a time/date specified by the Fire Chief, for up to 10 persons, within 30 days following acceptance of the trailer. ACCEPTANCE: Final payment for the system shall be withheld until final acceptance by the Seward Volunteer Fire Department is made. Final acceptance will only occur when a company representative demonstrates that the system is 100%complete and functional. This should occur as soon as possible and may coincide with the Train-the-Trainer course deliverable. BID PROCESS:Vendors interested in submitting proposals (bids) for this project are required to provide the following as part of the bid: • Base Price of system; • List of references that have purchased similar products (especially those located in Alaska); • List of desirable or suggested options with itemized pricing; • A materials list, specifying the type of material(s) used on the construction of the trailer and associated systems; • Separate pricing for delivery options to Seward, Alaska (land, oversea/land combination, etc.). • SVFD reserves the right to arrange transportation from the point of manufacture to Seward, Alaska. The City Council directed staff to prepare a Request For Proposals for such legal services and five proposals were received. Upon preliminary scoring and interviewing throughout the month of November and December, the City Council has selected the law firm of Birch Horton Bittner & Cherot(BHBC)to negotiate a contract for legal services. The contract included in this agenda packet is negotiated and signed by BHBC. The agreed upon rate schedule is $215 per hour for Shareholders and Lead Attorney Will Earnhart, $195.00 for Associates, and$120.00 per hour for Paralegals/Law Clerks.
