Revised Priorities List 2015
Public Outreach
• Coordination with Planning and Zoning- At least once a year, preferably in the fall,
the Historic Preservation Commission would like to meet with and coordinate
activities and/or projects with the Planning and Zoning Commission
• Historic Preservation Web Presence - Continual updating and work on website (2015
revision)
• National Historic Preservation Month- Continue to participate and plan celebrations
for the recognition of H.P. Month. The scope of the activities will vary from year to
year, but activity needs to be identified many months in advance.
a. The month of May is Historic Preservation Month
b. Place the National Historic Preservation Month on the January Agenda
• Seward Annual Historic Preservation Award- Continue to solicit candidates.

RESOLUTION 2015-041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA,ADOPTING THE REVISED 2014-15 HISTORIC PRESERVATION
COMMISSION PRIORITIES
WHEREAS,the Seward Historic Preservation Commission wishes to assist the City Council
with the ongoing responsibilities it holds as a Certified Local Government (CLG), which requires
provision for recognition of the historically significant activities, structures, and the people who
helped build Seward; and
WHEREAS,it is the responsibility of the Seward Historic Preservation Commission to assist
with the continuing education of citizens regarding local historic preservation and community
history; and
WHEREAS,it is also the responsibility of the Seward Historic Preservation Commission to
assist with the preservation of Seward's local history; and
WHEREAS,the Commission has continuously received Certified Local Government grants
for historic preservation activities; and
WHEREAS,the Commission provides recognition each year to an outstanding contributor to
Seward's history by awarding the annual Seward Historic Preservation Award; and
WHEREAS,the Commission continues to revise the Seward Historic Preservation Plan;and
WHEREAS,in order for the Commission to continue to provide this level of service to the
community and assistance to the Council, a long range plan for activities is necessary; and
WHEREAS, the Seward City Council and the Seward Historic Preservation Commission
discussed and revised the Commission's 2014-15 Priority List at the January 19, 2015 joint work
session; and
WHEREAS,the Seward Historic Preservation Commission discussed and further revised
and approved the attached revised 2014-15 Priority List in a special meeting on March 18, 2015.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The revised 2014-15 Priorities for the Seward Historic Preservation Commission
attached hereto are hereby approved.
Section 2. This resolution shall take effect immediately upon adoption.

ARTICLE 4 - Historic Preservation Commission
2.30.425. Powers and duties...
(a) It shall be the responsibility of the historic preservation commission to:
(1) Develop a local historic plan that will include provisions for identification,protection and
interpretation of the area's significant resources. Such a plan is to be compatible with the
Alaska Historic Preservation Plan and to produce information compatible with and for the
Alaska Heritage Resources Survey.
(2) Survey and inventory community historic architectural and archaeological resources
within the community.
(3) Review and comment to the state historic preservation officer on all proposed National Register
nominations for properties within the community area.
(4) Act in an advisory role to other officials and departments of local government regarding the
identification and protection of local historic and archaeological resources.
(5) Work toward the continuing education of citizens regarding local historic preservation and
community history.
(6) Support the enforcement of the Alaska Historic Preservation Act. AS 41.35.
(7) Review local projects and recommendations about the effect on properties identified in the local
historic preservation inventory.
Alaska Certified Local Government
Historic Preservation Program
State Guidelines
A. Purpose. The CLG program is to:
1. ensure widespread participation of local governments in the national historic
preservation program while maintaining standards consistent with the National Historic
Preservation Act and The Secretary of the Interior's Standards and Guidelines for
Archeology and Historic Preservation
(http://www.cr.nps.gov/locallaw/arch_stnds_0.htm);
2. enrich, develop, and help maintain local historic preservation programs in cooperation
and coordination with the SHPO; and
3. provide financial and technical assistance for these purposes.
B. Requirements for certification. Local governments are certified when the SHPO and the
Secretary of the Interior, through the National Park Service, certify the local government meets
five requirements set out in Federal Regulations (36 CFR 61). The requirements are:
1. The local government must agree to enforce appropriate state and local legislation for
designation and protection of historic properties.
a. The local government will enforce the Alaska Historic Preservation Act
whenever appropriate.
b. The local government will adopt and enforce a local historic preservation
ordinance.
2. The local government must establish an adequate and qualified historic preservation
review commission by local legislation.
a. The local government will enact an ordinance establishing the commission.
Communities and boroughs with historical commissions may adapt an
existing commission for the CLG program and expand their duties to
include historic preservation responsibilities. The ordinance should direct
the commission to meet a minimum of two times a year, and should define
appointment of and terms for members.
b. The local government will compose its commission of the following members
to the extent feasible:
1 architect or historical architect
1 archaeologist
1 historian
and at least four other people (for a minimum total of 7). The membership should
include Alaska Natives.
1)A local government may be certified without the minimum number or
types of disciplines if it can provide written documentation to the SHPO
that it has made a reasonable effort to fill those positions.
2) If a professional discipline is not represented in the commission
membership, the commission shall seek expertise in this area from
consultants meeting the Secretary of the Interior's Professional
Qualification Standards (defined in Appendix A, 36 CFR 61).
3) If the SHPO has delegated National Register program responsibilities to
the CLG, the local commission must meet all applicable federal
requirements.
c. The local government's historical preservation commission will:
1) develop a local historic preservation plan providing for
identification, protection, and interpretation of the area's significant
cultural resources. This plan is to be compatible with the Alaska
historic preservation plan.
2) review and make recommendations about local projects that might
affect properties identified in the historic preservation plan.
3) review nominations to the National Register of Historic Places for
properties within its jurisdiction.

3. The local government must maintain a system for the survey and inventory of historic
properties.
a. The local government will establish and maintain a basic working inventory of
cultural resources in the local area, compatible with the Alaska Heritage
Resources Survey (AHRS), and annually provide new data to the Office of
History and Archaeology.
b. CLG survey data shall be consistent with SHPO inventory requirements and
The Secretary of the Interior's Standards and Guidelines for Archeology
and Historic Preservation. This requirement does not apply to survey data
produced by local governments before the date of CLG certification.
c. The local government will establish policies and procedures for access and use
of the inventory that addresses sensitive site location information.
4. The local government must provide for adequate public participation in the local
historic preservation program.
a. The local government will provide for open meetings.
b. The local government will maintain minutes that are publicly available,publish
and disseminate historic preservation commission procedures, as well as comply
with local, state, and federal public participation regulations.
c. The local government will invite public comment in its review of nominations
to the National Register of Historic Places.
d. The local government will provide for public participation in development and
review of the local historic preservation plan.
5. The local government must satisfactorily perform the responsibilities delegated to it
under the National Historic Preservation Act.
a. The local government will provide an annual report of all its historic
preservation activities to the SHPO.
b. The local government will provide a commission member list and members'
qualifications to the SHPO as part of its annual report.
c. The local government will provide a draft of the local historic preservation plan
for SHPO review.
d. The local government will provide annual updates of AHRS information to the
Office of History and Archaeology.

2015 SHPC Accomplishments &Success
1) Awarded the yearly Seward Historic Preservation Award to two individuals.
Jennifer Headtke for her inspiration to bring artists and community together in making the Seward
Mural Society and Seward known as the "Mural Capital of Alaska". The Mural Society as preservationist
focus on aspects of Seward's history and heritage.
Tanguky Libbrecht for the continuing and extensive renovation he and his family have done on the 1905
US Army Signal Corps cable office located at 218 Sixth Ave.
2)The commission approved to place the Eide-Stotko House located at 420 Third Ave. on the Seward
Register of Historic Places. As you know this home is owned by Jim and Jill Herbert was built in 1915.
On March 28,2015 this site celebrated its 100th anniversary.
3)Training at the Alaska Historic Preservation Conference in October was held in Anchorage, and
attended by 3 commissioners and the library-museum director. Training focus was on AK Local Gov.
Preservation Programs, including Economics of Historic Preservation, Economics of Heritage Tourism,
Historic Preservation Planning and Commission Procedures along with numerous other topics.
4) In 2015 the commission held 5 - Regular&Special meetings{January, March, May, September,
October) in addition, numerous work sessions were scheduled attendance by commissioners both in
quorum (person) and by phone.
As you know, in 2015 the commissions scheduled meeting and work sessions were interrupted when
there was no library administration available,due reduced to staffing. The Commission than worked
with the City Clerk and City Manager, a procedure process was developed with strict guidelines that
allowed SHPC to conduct public noticed work sessions without staff. The Seward Historic commission
has found this method to be extremely productive. The commission is very appreciative to all who
assisted to make these procedural guidelines work for us.
2015 To Current—The Commission Priorities—What we are working on!
The commission has continued to schedule work sessions,volunteering numerous hours focusing on
the Seward Historical Preservation Plan. Currently, we have 3 remaining sections: Community
Resources, Preservation Opportunities and Challenges, and Agenda for Future Action. A final proof by
the commission will be made prior to submission for review. We anticipate review by Community
Development, City Administration and Council prior to submittal for approval to council.
Our current priority list, Resolution 2015-041 approved by SHPC on March 18, 2015 with final approval
by council on May 11, 2015 making it still a valid document. The Priorities List is on agenda for new
business for discussion at our March 16th 2016 regular meeting. We anticipate an update, revision and
addition of items before sending to council for approval.
SHPC Needs
1—We would like to request that City Council support the Commission's request to the City Manager's
office for a city staff member to record our March 16, Regular Meeting. It is an important meeting for
us, on our agenda will be items to set our regular meeting schedule as well as work sessions for 2016,
priority list as mentioned, etc.. As Council members are aware,we are losing a Library-Museum staff
member who currently records our meetings,we have been told a replacement may take time.

discuss joint exchange of information and Section 106 procedures.

Does the Seward City Council have any suggestions for the Commission? In addition we are
specifically seeking comments guidelines on our priorities list, suggestions for reviewers on the
Seward Historical Plan or any other topics you may have?
