Some of you might think I'm here to say thank you for the work that got done on
the City of Seward's wastewater treatment lagoon, on Lowell. Point last summer. I
wish that were the case.
Unfortunately, thanks are not due yet, because there is still something not working
correctly with the lagoon., as I and others have been reporting since July of 2015.
We were told it would take some time for things to adjust in the lagoon,
chemically. So we stopped reporting problems and we waited.
It's been over 7 months now since the repair work was completed and we are still.
waiting. We are being subjected to unnatural odors on an almost daily basis, and
being robbed of our right to the enjoyment of our properties.
Here are some important points we'd like to make:
1) it's the dead of winter, so there are very few people on Lowell Point at the
moment, so there are only a few of us to raise a concern at the moment;
2) it's the dead of winter, so there are very few people in Seward, and the lowest
number of people using the septic system in general, right now;
3) it's the dead of winter and things should not be smelling; cold temperatures keep
things from growing and/or rotting.
We are raising the alarm now - because if the lagoon is going to stink in the dead
of winter with no usage, what's going to happen this summer? Are we going end up
on state-wide TV again? Are you going to end up with the entire Lowell Point
community "storming city hall" as we had to in 2014?
So, we are here asking for appreciation that we've brought this to your attention,
not dismissal that we are not important. We ask that in addition to taking this
report of a continued problem seriously, that you instruct your administration to
address this problem and fix whatever is still wrong with the lagoon. We also ask
you instruct Planning and Zoning to begin the project of identifying a location with
the city limits, identifying the design of the best new facility, and locating funding
for that new facility to be built within the City Limits in the next 8-10 years, prior to
the next properly scheduled maintenance for the existing Lagoon.
We are asking you to be good neighbors and do the right thing regarding this
lagoon, which is to first, get it operating correctly, and second, to relocate it within
your own jurisdiction, since your own engineer and others have made it very clear,
it is too small in capacity. Thank you for your time.

CMR Feb 8, 2016 Purchases
1) ALTEC Industries $12,000— Open Purchase Order. For parts and materials
for large trucks in the event we have a breakdown.
2) Financial Engineering $20,000 — Rate Study. Employ Mike Hubbard again to
ensure seasonal rates are working and determine if CPI is needed for 2017.
Immediate questions regarding our rates.
3) Electric Power Systems $20,000— Open Purchase order. For engineering
and tech support if we have outages or problems with the electric system.
4) Kemppel Huffman and Ellis $10,000— Open Purchase order. For regulatory
legal services if we are required to submit anything to the RCA.
5) ANIXTER (HD supply) $15,000 — Open Purchase Order. Supplier of
electrical materials and equipment. For emergency events when we need
repair items ASAP.
6) Law Office Robert Johnson $10,000 — Open Purchase order. For Union
Labor Legal Services if any issues come up with union employees.
Negotiating Union Contract.
7) Petelcom $20,000 — Open Purchase Order. Supplier of electrical materials
and equipment. For emergency events when we need repair items ASAP.
8) Valley Power $13,000— Open Purchase Order. Supplier of Generator
materials and tech support for our backup generation facility.
9) Wesco $15,000— Open Purchase Order. Supplier of electrical materials and
equipment. For emergency events when we need repair items ASAP.
10) Dryden & LaRue $25,000— Open Purchase Order. For engineering
and tech support if we have outages or problems with the electric system.
11) Schweitzer Engineering $15,260 — SMIC Project. For relays in the
Spring Creek Substation in SMIC to feed the new line installed last year
using the Capital Credit Refund by Chugach Electric.
