CALL TO ORDER
The January 18, 2017 regular meeting of the Historic Preservation Commission was
called to order at 6:40 p.m. by Chair Linda Lasota.
OPENING CEREMONY

SPECIAL REPORTS
City Administration Report: Director Kingsland had nothing to add to her written
report. Commissioner Woelkers asked Kingsland if the Commission could view their files at the
Seward Community Library and Museum, and Kingsland answered that commissioners were
welcome to view the files, as long as they signed in at the Library front desk and received the
key from staff.

Iditarod Trail Blazers Report: Commissioner Hepworth stated that the Iditarod Trail
Blazers would be holding an election for President at their next meeting on February 13, 2017.
Hepworth also stated that the Trail Blazers were concerned about the use of motorized vehicles
on the Bear Lake Washout trail, as well as a proposed parking area for that trail. Commissioner
Woelkers was concerned that this was a historic dogsledding trail, but that dogsledding was no
longer safe because of motorized recreational vehicles.

Discuss the Commission's Role in the Possible Preservation of Parks and Recreation
Warehouse Building Located at 702 Aspen Lane,KPB Parcel 145029.
Chair Lasota stated that she had made an appointment to speak with Parks and Recreation
Director Karin Sturdy, but had not met with her yet because Sturdy had been away from Seward.
Commissioner Kurtz agreed to draft a resolution to City Council on this topic citing the August
17, 2016 SHPC meeting and the SHPC Consistency Checklist. Kurtz stated that he would have
the resolution prepared for the February 15, 2017 regular meeting. Lasota requested that this
resolution be added to New Business for the February 15, 2017 regular meeting.
Discuss How the Commission Should Coordinate and Facilitate its Input to the City and
Other Entities Regarding AHPA Section 106 Compliance for Projects within the
Commission's Geographic Area of Responsibility.
Commissioner French stated that there had been no feedback from City Council on the
manner in which the Commission had been approaching this topic, although there had been
letters received by the Commission from the Alaska Department of Transportation, the Alaska
Corps of Engineers, and the U.S. Forest Service requesting input on Section 106-related issues.

French stated that he desired feedback from City Administration on what input from the
Commission would be most helpful on this topic. Chair Lasota stated that this item should be
discussed during the joint work session with City Council.
Statement on Alaska Department of Transportation (DOT) Building on Sixth Avenue.
Commissioner Woelkers stated that he would write a letter to the Governor of Alaska's
office from the Commission to address this topic. Chair Lasota clarified that the Commission
would need to review the letter if it was to be sent from the Commission as a whole. Lasota
requested that this letter be added to New Business for the February 15, 2017 regular meeting.
Review and Approve 2016 Annual Report to Council.

Discuss Vacant Properties within the Seward Historic Business District.
Chair Lasota noted that the handwriting on the letter from Iris Darling was originally on
the letter when it was mailed to the Commission. Commissioner French volunteered to draft a
letter, addressed to the Seward Association for the Advancement of Marine Sciences which was
the current owner of the property, to discuss the disposition of the specific property on the
Southeast corner of Fourth Avenue and Washington Street. The letter would also be copied to the
Seward City Council and Iris Darling. Lasota requested that this letter be added to New Business
for the February 15, 2017 regular meeting.
Review and Discuss Annual Priority List and Resolution.
Chair Lasota brought in for discussion an email sent to the Commission from Clerk
Kinney on January 11, 2017, asking for dates for a joint meeting. Commissioner French
suggested postponing discussion of the Annual Priority List until after the joint meeting. This
item was postponed to February 15, 2017 agenda.
Review, Revise, Set Deadline, and Approve Notice to Solicit Historic Preservation Award
Nominations.
The Commission set the deadline for nominations for the 2017 Historic Preservation
Award for March 3, 2017, by 6pm, to be turned in to the Seward Community Library and
Museum.
Discuss Request for Input on USDA Programmatic Agreement.
Commissioners Erickson, Woelkers, and French volunteered to form a committee, with
Erickson as committee head, to discuss and make comments on the USDA Programmatic
Agreement draft. Chair Lasota stressed that the deadline for the comments would be February 6,
2017.
Discuss the Seward Historic Preservation Commission 2017 Schedule.
This item was added during the meeting and was not published in the meeting agenda.
Chair Lasota clarified that the March 15, 2017 regular meeting was moved to March 22, 2017
because of Spring Break. Chair Lasota requested more work sessions. Director Kingsland stated
that more work sessions could and would be scheduled as needed.

Commissioner Erickson thanked everyone for their participation.
Director Kingsland asked Commissioners Kurtz and French to have their letters to her
in a timely manner. Kingsland also clarified that members of the public were not listed within the
minutes unless they speak. Kingsland also thanked Curator McGraw for completing the minutes
and working with the Commission.

The August 17, 2016 regular meeting of the Historic Preservation Commission was called
to order at 6:35 p.m. by Chair Linda Lasota.

SPECIAL REPORTS—None
City Administration Report: No report given.
Chair Lasota, Chair Report: Chair Lasota stated that the Founder's Day Celebration,
hosted by the Resurrection Bay Historical Society (RBHS), was scheduled for August 28, 2016,
to be held in the Seward Community Library and Museum's community room from 1 p.m. to 4
p.m. The Seward Flag Award was scheduled for 2 p.m. on that day, the Museum would be
offering free admission, and at 4:30 p.m. a guided historical Iditarod Trail walk was scheduled to
start in front of the Alaska Sealife Center. This celebration was in remembrance of Seward's
113th anniversary.
Friends of the Jessie Lee Home Update: Hepworth stated that she spoke with Assistant
City Manager Ron Long, and according to him the situation was still unclear, but that some
funds had been set aside in the State Legislature for the Jesse Lee Home. Kurtz stated that only
$1 million was still set aside for the Jesse Lee Home. Lasota asked who had asked for these
funds to be saved, and Kurtz clarified that it had been the City of Seward.
Resurrection Bay Historical Society Update: French stated that he had nothing to add
beyond what was already announced by Chair Lasota concerning the Founder's Day Celebration.
Iditarod Trail Blazers Update: Hepworth stated that the Trail Blazers did not have a
meeting in August, but they would have one in September. The Wada statue dedication would be
held on Friday, September 23, 2016. French added that this date was chosen because it would
allow the Japanese delegation to be present. Hepworth submitted as a laydown the Iditarod
Historic Trail Alliance newsletter for August 2016, stating that they were planning to hold the
World Trails Conference October 14-17, 2016. She also pointed out that $100,000 had been
made available by the Alaska Historical Commission for matching grants concerning the 150
year anniversary of the Alaska Treaty of Cession.

Alaska Nellie Materials Update: Hepworth stated that Warren Albertson was awarded
the job of cleaning up the Alaska Nellie property, and that he was now well into the project.
Hepworth also stated that the owners of the Alaska Nellie property have set up a GoFundMe
online donation page that had raised roughly $600 so far. According to Hepworth these funds
would be used for cleanup expenses. Hepworth submitted a laydown explaining the project. In
response to Kurtz, Hepworth clarified that this material could be found on the Alaska Nellie
GoFundMe page. Erickson asked how the page was being advertised, and Hepworth stated that
the owners would like help in that respect. Hepworth passed photos around to the other
commissioners showing the current state of the Alaska Nellie property. She stated that she
received the photos from the property owner, and would be happy to forward them to the
commissioners. Kurtz stated that he would be able to take more current photos in the near future.

NEW BUSINESS
Resolution 2016-002, A Resolution of the Seward Historic Preservation Commission of the
City of Seward, Alaska, Correcting the Misspelled Road Name from Chamberlain to
Chamberlin Road.
Hepworth stated that Donna Glenz wanted to send her thanks to the Commission for putting
forward this resolution, because the issue was very important to her.

Discuss the Commission's role in the disposition of Parks and Recreation warehouse
building located at 702 Aspen Lane, KPB Parcel 145029.
French stated that the warehouse, or at least its exterior, has not been renovated in recent years,
and could be eligible for National Historic Registry listing and possible federal loans, although it
had not been evaluated. According to French the entire Fort Raymond tract would be changing
rapidly in the future, and the Commission would need to act quickly if these buildings were to be
utilized for possible historical purposes.
Kurtz asked if there were plans for this building. French stated that there were discussions, and
that the warehouse was planned to be torn down and replaced with a new Parks and Recreation
warehouse. French said that his preference would be for the existing warehouse to be kept
standing and at least partially used as an interpretive center for the public, and a new warehouse
built on another area of the tract. French stated that it may be lucky that there were no more
concrete plans for the building at the moment, but that there would be in the future, and that the
Commission needed to be involved in these.

Hepworth asked where the Commission should start. French stated that involving the City
Manager or Assistant City Manager, or possibly Karin Sturdy, would be a good place to start.
French stated that this was the Commission's first opportunity to discuss the warehouse, and the
Commission should decide if they would like to create a specific proposal for the warehouse, or
a specific proposal for preserving and communicating the historic activities in Seward during
World War II.
French proposed that the Commission request specific information on the site and plans for the
site from City Administration, and then put forward potential proposals for the site. Hepworth
proposed speaking to the Planning and Zoning Commission about the site, but Lasota stated that
the Commission would not be the best source of information, but rather City Management.
Erickson agreed that contacting City Administration would be a good first step.
Lasota clarified that the property was on the Seward Historical Site Inventory List and was
actively being used by Parks and Recreation.
Woelkers asked if the warehouse was the last structure left of Fort Raymond. French stated that
the Inventory List contained two other buildings that were associated with Fort Raymond, but
that the list may be outdated.
Lasota stated that Kurtz would contact City Administration, and French stated that he would
contact Karin Sturdy. Lasota stated that this item should be moved to Unfinished Business for
the next meeting.
Discuss signing up the Commission to receive updates and alerts for the Railport
Development Project.
Hepworth stated that she spoke to the Assistant City Manager about the current status of this
project, and he said that the freight dock was to be extended, and the passenger dock was to be
replaced. Hepworth said that she would ask for more information from the railroad on the project
as well.
Review and confirm the Commission's meeting and work session schedule for the
remainder of the year.
Lasota stated that this was added to New Business because there was no scheduled meeting for
September, but that the Planning and Zoning Commission was interested in a joint work session
on October 4, 2016 at 6 p.m.

COMMISSION COMMENTS
Kurtz asked if anyone had been observing the construction of the senior housing, in case
there had been any archaeological items unearthed. Kurtz also asked about the staffing at the
Seward Community Library and Museum. He also said that retail QR code maps had been put
up, and that they work. He would be working on an historical version demonstration for the next
Historical Preservation Commission meeting.
Hepworth stated that she spoke to Donna Glenz concerning the senior housing, and that
there would be 5 units, and that there may be space for 4 or 5 more units, but that it would
depend on funding. She also stated that it would be nice to see the communication on this
project, as well as the Seward City Manager Reports. Hepworth also stated that she had recently
visited Sutton, Alaska, and that she was impressed with their historical displays.
Woelkers stated in the future he would like to have more information on the Tustumena.
French, in response to Kurtz, stated that anything of historical importance that was found
during the construction of the senior housing should be being reported. He also stated that, in
regards to 106 and Historic Registration, to be on the National Registry, the building needed to
have historic relevance or architectural relevance.
Erickson had no comments.
Lasota, in response to Kurtz, stated that it was her understanding that Madeline McGraw
was still in training as Staff for the Commission, and that the Library and Museum was now fully
staffed. Lasota also mentioned that she was glad that the Historic Preservation Plan was nearly
finished.

attending the meeting, and thanked Wilde and Johanna Kinney for their help in assisting the
Historic Preservation Commission (SHPC). Kingsland then stated that, as per emails between
herself and Acting City Clerk Brenda Ballou, which were included in the packet for this meeting,
the Historic Preservation Commission would need to prepare one annual report to City Council
for 2016. Kingsland also stated that the Commission needed to prepare an annual Certified Local
Government (CLG) Report; Chair Lasota asserted that she had already begun preparing the
Report. Kingsland also included information concerning the Certified Local Government
webpages, as well as what she had submitted for the Seward CLG webpage, along with
information about the State Historic Plan, which was currently being updated. Kingsland also
stated that State Historic Preservation Officer Judith Bittner would be in Seward from November
3 to November 6, 2016, if the Commission was interested in meeting with her for a work session.

director of the project that it would disturb cruise ships for roughly 1.5 years.

The City of Seward Historic Preservation Commission (SHPC) is writing this letter
because we have been told you may be considering sale of properties owned by the
Seward Association for Advancement of Marine Science (SAAMS). We wish to remind
you of both the economic and historical importance to both the Alaska SeaLife Center
(ASLC) and downtown businesses of maintaining the historical integrity of the Historic
Downtown Business District (HDBD).
Visitor receipts are an important component of ASLC revenue. Tourism is an important
draw for visitors to ALSC. Tourists visit Seward for many reasons. Tourists, who come
for a variety of reasons, rather than a single purpose, often stay longer and spend more
money. Visitors drawn to a location by its historic and cultural heritage often partake of
natural history other visitor opportunities as well. Several National surveys have
confirmed that heritage tourists have the following characteristics:
• They stay longer than the average visitor.
• They spend more money than the average visitor.
• They partake of a variety of opportunities in the communities they visit.
Surveys of National Park visitors have shown that Park visitors tend to appreciate the
availability of cultural heritage and natural ones among their visitor opportunities.
Within Alaska, Seward is a historic community. It was the port of entry for many future
Alaska residents. Passenger steamers would come up Resurrection Bay and dock at
the passenger dock at the base of Fourth Avenue. They would then either board the
train, or pass up Fourth Avenue into the City of Seward. It was indeed the gateway for
many arriving in southcentral Alaska. The original Arcade Building (corner of Fourth and
Railway) was a welcoming feature to that arrival. There are currently three vacant lots at
the bottom of Fourth Avenue. This does not provide a meaningful transition from the
historic train depot, Hoben Park and ASLC on Railway Avenue to the core historic
businesses on Fourth Avenue. The fate of those lots will play a major role in defining the
Zo
future integrity of HDBD. This in turn will affect the number and nature of visitors
attracted to HDBD and ASLC.
Historic preservation planners have made the following general statement about new
construction within historic districts:
New buildings should be compatible with the size scale, color, material
and character of the district, sub-area or block.
New buildings may be designed in a variety of architectural styles
including styles that are intentional restorations, inventions within an
historic style, or abstract reference to styles present in the district, so long
as the design reflects the sense of place of the specific district and creates
a continuity of character.
Unlike many historic districts, Seward's HOBO is not single themed. It is a blending of
buildings consistent with early town development, those built after the fires in 1942 and
1943, with a smattering of unsympathetic modern buildings. That provides a lot of
leeway for new construction to "reflect the sense of place and create a continuity of
character". The National Park Service's renovation of the "Old Sofly's Building" was
consistent with this gca.: a modern glass and steel cube would not be.
The Corn ission ;requests that SAAMS placing appropriate deed restrictions on and
future sale of the property it owns within HDBD to help assure that its future use helps
assure the historica is'ltegrity of the historic district for the benefit of both ASLC and
HDBD businesses.

WHEREAS,it is the responsibility of the Seward Historic Preservation Commission to assist
with the continuing education of citizens regarding local historic preservation and community
history; and
WHEREAS, the Seward Historic Preservation Commission wishes to assist with the
ongoing responsibilities it holds as a Certified Local Government(CLG),which requires provision
for recognition of the historically significant activities, structures and the people who helped build
Seward; and
WHEREAS,the Commission has continuously received Certified Local Government grants
for historic preservation activities; and
WHEREAS, pursuant to the responsibilities with the Powers and Duties of the Historic
Preservation Commission( Seward City Code 2. 30.425); and
2) Survey and inventory community historic architectural and archaeological
Resources within the community,
4) Act in an advisory role to other officials and departments of local government
Regarding the identification and protection of local historic and archaeological
Resources, and
7) Review local projects and recommendations about the effect on properties
Identified in the local historic preservation inventory.
Note: The local historic inventory is different from the local Register of Historic
Places. The inventory only requires that the historic or archaeological resource
be more than 50 years old.)
WHEREAS,Seward City Council Ordinance No. 95-10 established the Seward Register of
Historic Places in order to locally recognize properties important to Seward's history; and
WHEREAS,the establishment of World War II's Fort Raymond was a significant historic

and formative development for the community of Seward; and
WHEREAS,substantial portions of the former Fort Raymond remain under public ownership
through the City of Seward therefore facilitating straightforward historic preservation initiatives;and
WHEREAS, time is of the essence, as opportunities to determine historic preservation
priorities for the Fort Raymond will continue to dwindle as the area may be subject to appropriation
and development in the near term by public and private entities;
NOW, THEREFORE, BE IT RESOLVED BY THE SEWARD HISTORIC
PRESERVATION COMMISSION that:
Section 1.To competently evaluate the remaining historical substance of the Fort Raymond
site and weigh that against community needs,regulatory regimes and with the preservation needs of
the community in mind,the Historic Preservation Commission requires participation of the organs of
city government, specifically those in occupation of any portion of the district, those engaged in
strategic planning, and those responsible for execution of those plans.
Section 2. The Historic Preservation Commission hereby recommends that these parties take
heed of the dwindling opportunities for preservation of Seward's heritage at these physical sites.
Section 3. Further,the Historic Preservation Commission recommends that the City Council
campaign for engagement between these parties to arrive at outcomes for existing structures and sites
that are thoughtfully determined and in the community's interest.
Section 4. Finally, where preservation of sites and structures in part or in whole are not so
determined to be practical,the Historic Preservation Commission recommends that alternate forms
of preservation be pursued so that the community's heritage remains represented.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ESTABLISHING CHAPTER 15.15,
HISTORIC PRESERVATION
WHEREAS, shifts of population and the changes in residential, commercial and
industrial uses and customs threaten the destruction of areas, places, structures, works
of art and other objects having special historic importance, interest or value and whose
preservation and continued utilization are desirable; and
WHEREAS, the Seward area contains many structures and areas that embody a
sense of time and place unique to the City or which exemplify or reflect the cultural,
social, economic,political or architectural history of the nation, the state of Alaska or the
City; and
WHEREAS, the preservation of the community's historic and architectural
character and resources is important for the promotion of local economic development;
and
WHEREAS, from the standpoint of the City Code, historic preservation and
historic districts are more closely associated with Planning and Zoning than Buildings
and Construction;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. Seward City Code Section 12.01.035, Historic District Established, is
hereby REPEALED.
Section 2. Seward City Code Chapter 15.15 is hereby created to read as follows:
Chapter 15.15 - Historic Preservation
15.15.010 Purpose. Historic preservation is necessary to promote the educational,
cultural,economic and general welfare of the community by providing a mechanism
to identify and preserve the distinctive historic and architectural characteristics of
Seward which represent elements of the City's cultural, social, economic, political
and architectural history.
15.15.015 Seward Register of Historic Places established.
A. A Seward Register of Historic Places is hereby established to provide
for public recognition of local cultural resources worthy of preservation.
B. Criteria for selection and placement on the Register of Historic
Places shall be set by resolution of the Historic Preservation Commission.

C. The Historic Preservation Commission shall recommend nominations
to the Register of Historic PIaces to the City Council.
D. Nominations to the Register of Historic Places shall be approved by

of the City that meet state or federal standards for historic districts or that
otherwise have special historic significance that merits additional consideration in
land use regulation.
B. The City Council shall, by resolution, establish and define those areas
to be included in the historic district.
C. Criteria for selection and placement on the list of historic districts
within the City shall be set by resolution of the City Council.
D. Upon designation, the historic district shall be classified as an
Overlay District H - Historic District on the official zoning map of the City of
Seward.
Section 3. This ordinance shall take effect ten (10) days following its enactment.

PROCLAMATION
WHEREAS, on March 30, 1867, then Secretary of State William H. Seward
signed the Alaska Purchase Treaty; and
WHEREAS,this treaty negotiated the purchase of Alaska from Russia; and
WHEREAS, it was proclaimed by the State of Alaska that this day be celebrated
on the last Monday of March each year; and
WHEREAS, this day is of special importance to the City of Seward as this city
was named in honor of William H. Seward.
NOW THEREFORE, I David Seaward, Mayor of the City of Seward, Alaska,
do hereby acknowledge March 31, 2014 as Seward's Day and recognize William H.
Seward for his foresight in acquiring Alaska from Russia. I

Dear CLG Staff:
It's that time of year again,the Alaska State Certified Local Government Guidelines require you to submit an
annual report to the State Historic Preservation Officer summarizing historic preservation activities for the past
calendar year. The report for January 1-December 31, 2016 is due no later than April 1, 2017. This is an early
friendly reminder.
Remember this is our offices opportunity to find out all the great stuff y'all have been doing and to better
understand where we might be able to help support each of your programs more.
Attached is the report form. Information about your local historic preservation program activities can be
provided using this form,or in your own format as long as the information request on the form is provided.
I have also attached our CLG Directory. Will you please look over and let us know if any contacts have changed
since last year.
Thanks so much! I look forward to hearing what each CLG has been doing over the last year. Stay tuned in the
next couple of month as a draft of our statewide plan will become available by mid spring. We are trying to think
of creative ways to get participation and comments from our local governments on the plan with our limited or
non-existent state travel budget.

Annual Certified Local Government Report
The Alaska Certified Local Government Historic Preservation Program State Guidelines call
for each Certified Local Government (CLG) to submit an annual report of its activities to the
Alaska Office of History and Archaeology for the past calendar year (January 1- December
31). The purpose of the annual report is to provide information on the local government's
historic preservation activities. This information helps the Office of History and Archaeology
to evaluate local CLG programs and to be aware of the activities of the historic preservation
commissions around the state. Please complete the following questions and provide any
additional information in attachments. If you do not wish to use the form please be sure all

Thank you for including the Seward Historic Preservation Commission to review the Program Agreement
Among The USDA Forest Service,Alaska Region,The Advisory Council On Historic Preservation,and the
Alaska State Historic Preservation Officer Regarding Heritage Program Management on National Forests
in the State of Alaska document.
We have taken the opportunity to examine the proposed Programmatic Agreement and have paid
particular attention to the sections of Streamlined Section 106 and Standard Procedures. After
evaluating each of the segments, we have no additional comments. We would like to request and
appreciate being informed of such actions when implemented in the Forest Service project area in
Seward.
Again, we would like to thank you for the opportunity for reviewing the draft document. We look
