Call to Order
The November 1, 2016 Regular Meeting of the Seward Planning & Zoning Commission
was called to order at 7:00 p.m. by Vice Chair Martha Fleming.
Opening Ceremony
Commissioner Anderson led the Pledge of Allegiance to the flag.
Roll Call
There were present:
Martha Fleming presiding, and Margaret Anderson
Craig Ambrosiani Gary Seese
comprising a quorum of the Commission; and
Donna Glenz, Planner
Dwayne Atwood,Planning Technician
Excused was Tom Swann, David Carlton and Cindy Ecklund
City Administration Report
Planner Donna Glenz updated the Commission on the following business items:
• Carpet had recently been replaced in the City Hall building and the City Clerk's office
had relocated to the second floor of the building.
• City Council had amended its calendar to include one meeting in November and one
meeting during December.
• The City's fluorescent bulb collection and disposal was scheduled for November 4.
• The new FEMA coastal zone flood maps had been adopted and the City had begun
regulating to the new standards, Glenz said.
• No new floodplain development permits had been issued since the previous meeting.
• The City of Seward had submitted its annual FEMA Community Rating System
documentation and the community had maintained a rating of 9, which allowed flood
insurance policy purchasers to receive a 5 percent cost savings.
• A Waterfront Park beach erosion stabilization project had recently been completed.
• A City of Seward Comprehensive Plan Update open house was scheduled for the evening
of November 16, and was to be held in the Community Room of the library.

• Glenz noted that City Council had requested the Planning and Zoning Commission
provide written quarterly reports during 2017.
• City offices were scheduled to be closed on November 11 for Veterans Day.
In response to Anderson, Glenz said the written quarterly reports to City Council would be
composed by staff.

Unfinished Business Items requiring a Public Hearing—
Resolution 2016-12 of the Planning and Zoning Commission of the City of
Seward, Alaska, recommending City Council amend portions of Seward City
Code 15.10.220 Development Requirements — Notes, to allow the minimum
lot size platting of 3,000 square feet and clarification of lot size for duplex
development(Postponed from September 6)
Glenz noted the history of the proposed Code amendments to allow for the development and
platting of 3,000 square foot lots. A public work session was held on September 20, following
the Planning and Zoning Commission postponement of action on Resolution 2016-12. Glenz
noted the Commission had recommended no amendments as a result of the work session.
Glenz stated the proposed Code amendments were to be limited to the parcels south of Van
Buren Street to meet minimum required utility separation. Following the September 20 work
session, staff had not received any additional comments or questions regarding Resolution 2016-
12. She noted that following the public hearing the Motion and Second to approve Resolution
2016-12 was back on the table for discussion and vote.
Notice of public hearing being posted and published as required by law was noted and the
public hearing was opened.
Hearing no one wishing to speak,the public hearing was closed.

Approve the 2017 Planning and Zoning Commission meeting schedule and public
hearing cut-off dates
Glenz described the coming year's work session and meeting schedule, noting that the July 4,
2017 regular meeting had been canceled and that the Commission might consider canceling the
December 19, 2017 work session.
Commissioners discussed their schedules and possible amendments to the 2017 schedule.
Commissioners agreed to cancel the December 19, 2017 Planning and Zoning work session and
adopt the annual meeting schedule and public hearing cut-off dates.

November 15 Work Session
Flood Board Quarterly Joint Work Session Reminder
2016 Planning& Zoning Meeting Schedule
Glenz said the Community Development Department had requested a November 15 work session
with PDC Inc. Engineers, the contractor providing the Comprehensive Plan update. The
contractor would be in Seward for a Comprehensive Plan workshop on November 16, but was
unable to commit to the November 15 work session with the Planning and Zoning Commission,
Glenz said. Glenz recommended that the Commission attend the November 16 Comprehensive
Plan workshop.

Fleming suggested the Commission keep the scheduled November 15 work session and cancel it
if a quorum would not be available. Commissioners further discussed their schedules and the
upcoming Planning and Zoning meetings.
Commissioners opted to schedule a November 15 work session, and hold a work session on
December 6, provided no public hearing items were scheduled for that date. The work sessions
were dedicated to the review and update of the Comprehensive Plan.
Commission Comments—
Anderson said she wanted to examine the issues related to extending utilities into the
undeveloped areas of town. Anderson questioned whether City Council could possibly budget for
the extension of utilities, which could promote real estate development and new home
construction.
Fleming said she would also like more information related to the extension of utilities and the
associated costs.
Glenz said the City Electric Department and the Public Works Department could have some
information. Contractors extend utilities, and much of the expense was related to the required
engineering,Glenz said.
Ambrosiani asked if there was a City staff member who could provide some information about
the cost of adding or extending utilities.
Glenz said there was no specific staff member who would have the information. Glenz did say
she would contact City staff to see if any information was available. City Administration might
be able to speak to some of the issues, Glenz said.
Anderson said there was a need to extend utilities in residential and commercial areas, including
the Seward Marine Industrial Center.
Glenz said she would try to schedule a meeting with City Administration.
Ambrosiani said it would be good to know what kind of options were available for extending
utilities, such as grants,bonding and other types of financing.
Subdivision development, including the addition of utilities, was the responsibility of the land
owners and the hired contractors, Glenz said. A work session could be scheduled,possibly during
January or February, 2017, she said.
