Call to Order
The February 7, 2017 Regular Meeting of the Seward Planning & Zoning Commission
was called to order at 7:00 p.m. by Chair Cindy Ecklund.
Opening Ceremony
Commissioner Fleming led the Pledge of Allegiance to the flag.
Roll Call
There were present:
Cindy Ecklund presiding, Martha Fleming, Margaret Anderson,
Craig Ambrosiani, Gary Seese
comprising a quorum of the Commission; and
Donna Glenz, Planner
Dwayne Atwood,Planning Technician
Excused was Tom Swami and David Carlton
City Administration Report
Planner Donna Glenz updated the Commission on the following business items:
• No new floodplain development permits had been issued since the previous meeting.
• The Seward Marine Industrial Center breakwater construction had resumed and the
project was on schedule, Glenz said.
• PDC Engineers Inc. was working with City staff to update the Comprehensive Plan. The
second draft was under review. The public review with the Planning and Zoning
Commission was tentatively scheduled for March, Glenz said.
• Commissioners were reminded to complete their Alaska Public Offices Commission
paperwork and return it to the City Clerk's office.
• City Ordinance 2016-009 was provided as a laydown to inform Commissioners of the
recent changes to requirements for platting and development of 3,000 square foot lots.
• Glenz noted that City offices would be closed on February 20 in honor of President's
Day.
In response to Fleming, Glenz explained the process by which Ordinance 2016-009 was amended
to include the platting of 3,000 square foot lots in Bayview Subdivision.

In response to Ecklund, Glenz confirmed the location of Bayview Subdivision and the reason
why Clearview Subdivision was not included in Ordinance 2016-009.
Ecklund asked when the Commission would see and review the Comprehensive Plan draft.
Glenz expected the Commission to review the draft in March, she said. Glenz further explained
the timeline for adopting the completed plan.
In response to Anderson, Glenz confirmed that the Commission could make changes to the draft
Comprehensive Plan.
Ecklund asked if the Commission could schedule a February work session to review the second
draft of the Comprehensive Plan. Glenz confirmed that the Commission could hold a February
work session to review the second draft of the document.
Commissioners further discussed the status of the Comprehensive Plan update and the planned
review of the document.
In response to Ecklund, Glenz explained the nature of the City's floodplain development permit
program.

Resolution 2017-01 of the Planning and Zoning Commission of the City of
Seward, Alaska recommending City Council and Kenai Peninsula Borough

approval of the Cliff Addition, Faust Replat; this replat vacates interior lot
lines, undevelopable alley right of way(ROW) and dedicates new public road
and alley ROW and utility easements; located within the Single Family
Zoning District
Glenz noted the preliminary replat location and the rights of way to be dedicated. Much of the
land in the proposed replat could not be developed, Glenz said. The developer planned to utilize
a septic system,which would be properly permitted, Glenz said.
Notice of public hearing being posted and published as required by law was noted and the
public hearing was opened.
The applicant, Susan Faust, said she would be available for any questions.
Hearing no one else wishing to speak,the public hearing was closed.
Motion(Anderson/Fleming) Approve Resolution 2017-01
Ambrosiani referred to wall maps depicting the proposed replat and asked staff to clarify the
rights of way.
Glenz noted an access easement that would become a dedicated right of way.
The Commission further discussed the rights of way and potential future access to undeveloped
parcels.
In response to Ambrosiani, Glenz said the owner of the parcels to the north of the proposed replat
location was in support of the land action.
In response to Anderson, Glenz said she was not aware of any additional development plans for
the immediate area.
Anderson pointed out she was interested in potential development that might allow property
owners to share the cost of extending utilities.

Unfinished Business—
Comprehensive Plan Input by the Planning and Zoning Commission
Anderson said she felt the Planning and Zoning Commission was being overlooked and should
be more involved in the editing of the Comprehensive Plan.

Fleming said the City Administration appeared to be taking the lead in the editing and review of
the Comprehensive Plan draft.
Commissioners further discussed the proposed review of the draft Comprehensive Plan and
potential public input. During discussion, Commissioners asked to receive copies of the second
draft of the Comprehensive Plan update prior to the February 21 work session. In response to
Ecklund, Glenz confirmed that the second draft could be distributed to the Commission. Planning
Technician Dwayne Atwood was directed to distribute the second draft of the plan to
Commissioners via email.

New Business Items—
Set the 2017 Planning and Zoning Commission Annual Priorities Work Session and
Suggest a date for the Joint Work Session with City Council
Glenz noted that the City Clerk's office had requested the boards and commissions to suggest a
preferred date for the upcoming joint work session with City Council. The work session would
be dedicated to setting the annual priorities for each board, Glenz said. The City Clerk's office
had suggested Monday, March 6. Upon reviewing their schedules, Commissioners Ambrosiani,
Seese,Fleming and Ecklund said they would be available for a March 6 work session.
During discussion, Commissioners agreed that the Planning and Zoning Commission 2017
priorities would be an additional topic for the February 21 work session.

2017 Planning& Zoning Meeting Schedule
Commissioners discussed the annual meeting calendar and the ability to gain a quorum for a
work session in March. Commissioner Fleming recommended holding the regularly scheduled
March 21 work session a week later, on March 28. Commissioners agreed to schedule the work
session for March 28.
Commission Comments—
Anderson asked staff about the status of work on the Lowell Canyon diversion tunnel.

Glenz said she had not received a report on the tunnel inspection and repair work.
Commissioner Seese noted the tunnel water flow had been diverted and that he had pictures to
share if Commissioners wanted to see them.
