Report to the Port and Commerce Advisory Board
Vessel Traffic -
September vessel traffic at the Port includes -20 large vessels -fuel and freight barges, research
vessels and the last 6 Cruise Ships for the Season.
Events at the Terminal-
• Seward Music and Arts Festival held from September 22-24, 2017. A job well done to SMAFI
• Upcoming: City of Seward annual Halloween Fair on October 3f".
• Upcoming: Kenai Crewsers Rowing Club hosting the 2017 Seward Holiday Arts and Crafts Fair
December 1-2, 2017.
• Working with City of Seward to set weekly dates for Archery.
Other Items of Note-
1 will be out of the office attending the annual Alaska Association of Harbormasters and Port
Administrators Conference in Petersburg October 2-6, 2017.
• Hamilton was awarded our additional piling repair work on the Cruise Ship Dock. That work
began last week with scheduled completion in about 2 weeks.
• Additional clearing, grubbing and fill at the depot completed by Metco to provide additional
parking and better traffic control at the Seward Train Depot.
• Our final Public Meeting for Railport Seward was held September 26, 2017. 1 will include
information and can provide a better report at the next PACAB meeting. Continue to check out
our Seward Marine Terminal Expansion Planning Project progress at www.railportseward.com.

We have greeted 14,870 visitors so far in the Visitor Center this year.
On Oct 2 Jen Leahy will begin work at the Chamber in the capacity of Public Relations & Events
Coordinator. Her first gig is the Alaska Travel Industry Association (ATIA) Fall Convention in Kodiak.
We are very excited to have this talented young woman join our team.
The Energy Forum & Fair is October 13 & 14 at AVTEC. Yvette Galbraith, Seward Chamber Staff & the
Alternative, Sustainable Energy Group are organizing the 411, Annual Energy Fair. A Science Project
competition will be added this year (Stephanie Cronin, George Reising, Trevin Walker). Chugach
Electric is sponsoring a $1,000 scholarship to winning project. Don Sutherland, FNBA, The Seward
Chamber will also sponsor. Bethany Waggoner's art students will submit art projects. Please watch for
promotional flyers coming out soon,

The Seward Chamber Board of Directors sent letters of support for Silverton Mt. Guides Heli Ski to
Senators Murkowski & Sullivan. Still no movement on USFS permit. The Board also sent a letter in
support of Trail Lake Hatchery for their grant request of a video system in the visitor center.
2017 saw a fantastic shore fishery
for Silvers in Seward.

HARBORMASTER REPORT
1. Conducted meetings with Hamilton Construction and R&M for the Breakwater project on
09-28-17 and 10-4-2017.
2. Base and core rock are complete. The entire footprint of the breakwater is in place. We
are waiting on the surveying report. Hamilton is continuing to work on the punch list.
3. The boat lift schedules for both sides of the bay are continuing.
4. The harbor now has Wi-Fi.
5. HamiIton Construction has sent the City a construction schedule for change order #8,
North Dock cell wall, adding a tail wall, anodes and new fender piling, installing a 10 ton
crane on the North Dock, installing a 15' floating dock, widening the 330 ton travelift pit,
with a completion date of April.
b. We are currently working on the 2018-2019 budgets.
7. The Park Service has started their $2,000,000 refurbishment of the Park Service Building.
9. Kendrick Equipment has completed the replacement of the Salami valve system on the 50
ton travelift.

The September 6, 2017 regular meeting of the Port and Commerce Advisory Board was
called to order at 12:05 p.m, by Chair Darryl Schaefermeyer.

Andrews - None
Hughes will be absent for the October and November meetings.
Terry will be absent for the October 4th meeting. She will be attending the AAHPA's
Annual Conference in Petersburg. She mentioned there will be 69 cruise ships in 2018 as opposed
to 63 in 2017. The Windstar Cruise line is part of the increase. She welcomed Laura Schneider,
PACAB's newest board member and Latesha Layne, Executive Liaison.
Schneider thanked everyone for the warm welcome.
Schaefermeyer suggested a board field trip to SMIC. He welcomed Laura Schneider,
PACAB's newest board member and Latesha Layne, Executive Liaison.

RESOLUTION 2017-001
A RESOLUTION OF THE SEWARD PORT AND COMMERCE
ADVISORY BOARD (PACAB) RECOMMENDING COUNCIL
APPROVAL OF THE 2017 PACAB PRIORITIES
WHEREAS, PACAB's responsibilities are listed in SCC§ 2.30.325 Powers and Duties;
and
WHEREAS, at its March 1, 2017 Regular Meeting PACAB reviewed and refined the
2017 Priorities List; and
WHEREAS, City Council and PACAB held a March 6, 2017 joint work session to
review and update the current Priorities List
NOW, THEREFORE, BE IT RESOLVED by the Port and Commerce Advisory Board
that:
Section 1. The following List of Priorities through December 2017 is hereby approved
by the Board and recommended to Council for their approval:
PRIORITIES
1. Review information provided by administration and make recommendations to Council
regarding vessel property tax.
2. Provide review and recommend changes to the Harbor Tariff.
3. Identify needed support, strategies incentives and measures that will support industries
including the CDQ fleets and related but not limited to. Oil & gas, transportation
including Seward Airport, and commercial fishing.
4. Review and make recommendations to the Seward Marine Industrial Center (SMIC)
Development Plan,
5. Council designate PACAB for initial vetting of energy options
6. Provide review and recommendations for the South Harbor Uplands Development Plan.
Section 2. This resolution shall take effect immediately upon its adoption.

PACAB Priorities — 02/01/17 Meeting
1. Review taxes, especially vessel property tax.
2. Review the Harbor Tariff.
I Work to support industries to Seward including the CDQ fleets and related industries. Oil & Gas
related industries, transportation, and commercial fishing.

5. Prioritize Federal and State Priorities for Port Commerce Initiatives
6. Explore energy alternatives (Wind, Solar, Geothermal and Hydroelectric etc.) and alternatives to
