She noted outgoing City Clerk Johanna Kinney’s last meeting was October 9, 2017. Bardarsonsaid they would have a special open houseat 6:30 p.m.on October 9, 2017 to celebrate Kinney. Kinney added Bardarson should be part of the celebrations as well. Huntstated the city would be closing the roads once a week in the winter time to clear roads and drainage. It seemed like they were still receiving a lot of visitors in town and it was nice to see tourists in the shoulder season. Long congratulated Shelby Roy. CITIZEN COMMENTS TimMcDonaldwanted to know if the public bathroom downtown was still open. He agreed there was a traffic issue at Port Avenue but he didn’t think the city would want to install a light or roundabout because of some of the load limits of some of the large vehicles that traveled that area. COUNCIL ANDADMINISTRATION RESPONSETO CITIZENCOMMENTS Bardarsonthought it was still prudent to have a conversation with Department of Transportation to determine the challenges with such a project.Keil wondered how trucks traveled through Anchorage with roundabouts. Squiresasked about the downtown bathroom closure.Hunt didn’t know if it was currently opened or closed. 48 City of Seward, AlaskaCity Council Minutes September 25, 2017 Volume 40, Page ADJOURNMENT The meeting was adjourned at 8:16 p.m. ____________________________________ ____________________________________ Johanna Kinney, MMC Jean Bardarson City Clerk Mayor (City Seal) 49 50 51 52 53 54 MEMORANDUM TO: City Council FROM: Johanna Kinney, City Clerk DATE: May 22, 2017 RE: City projects and goals - REVISED The following list of City Council projects and goals wasreviewedand discussed at the March 20, 2017 City Council Work Session, and revisedasfollows: 1 1.New ADA accessible parking location on west side of City Hall – construction underway as of 6/2017 1 2.Set location for Satellite Fire Station and Public Works Building 3.Expand current Council Chambers 4 4.Discussion on Air Force Rec Camp Site-work session held 9/25/2017, public input requested 5.Harbor crane 6.Saltwater Heat Pump Project 7.Energy Efficiency of City Hall 8.Ground Transportation for Ambulance Services 4 9.Animal Shelter Improvements – council passed a resolution 2/13/2017 4 10.City Hall Elevator – council passed a resolution 6/24/2017 –modernized July21, 2017 3 11.Research elected/appointed official tele-conferencing possibilitiesfor meetings 3 12.Refine Executive Session Procedures–work session held on May 8, 2017, Clerk prepared memo in May 22, 2017 packet 13.Update the KPB Tsunami Warning message to include specific reference to the local radio station (91.7/106.1) 4 14.Incentivize family entertainment-type businesses to come to Seward 1 15.Affordable Housing (including Summer Worker Housing) –work sessions held May 22, 2017, June 12, 2017, July 11, 2017 16.Develop South Harbor Uplands – council supported PACAB recommendations, set building height limit 17.Seward Community Health Center Expansion 2 18.Building Maintenance 2 19.LED Light Conversions 1 Potential Work Session 2 Address as a budget consideration 3 Awaiting City Attorney input - #11 will be scratched unless City Attorney advises differently 4 Currently underway 55 Memorandum Date: October 9, 2017 To: Mayor, City Council, All Departments From: Johanna Kinney, City Clerk Subj: Acting City Clerk Status As agreed upon by Resolution 2017-044, my last day of work as the City Clerk for the City of Seward is October 9, 2017. Brenda Ballou will be in Acting City Clerk status beginning Tuesday,October 10, 2017 until a formal appointment by the City Council is made. Brenda has the same authority vested as the City Clerk, and can sign and attest during this time until the City Council deems otherwise. 56 Memorandum Date: October 9, 2017 To: City Council From: Johanna Kinney, City Clerk Subj: 2017 Records Destruction Council, On September 28, 2017, the City Clerk’s Office conducted an authorized records destruction of city records. Past software issues have caused this annual process to be delayed, but I am happy to report we are back on track and purged a large amount of city records that, under the council approved Records Retention Schedule, were due for destruction. With the help of staff from many departments, 345 boxes were hauled up from the basement of City Hall. Despite the heavy rains, crews went above and beyond to help us with a task that alone would have taken us all day to complete. I would like to extend many thanks to Parks and Recreation, MIS, Public Works and the Harbor Departments for their assistance, and to Deputy City Clerk Brenda Ballou for the many hours put into and taking the lead on this project. Shred Alaska conducted the destruction, shredding almost 9,000 pounds of paperwork.
