Subject: Review of City Code §15.10.220 Development Requirements
BACKGROUND & JUSTIFICATION:
Community Development recognizes that developable land within Seward is limited, and
development requirements should reflect the need to allow more productive use of that limited land
without degrading the quality of community life.
It is in the best interest of the community to periodically review and update the city zoning code to
reflect community changes and needs.
RECOMMENDATION:
Review — § 15.10.220 Development Requirements and amend if needed.

NOTE 1. Within the HC District, in the area bounded by Fourth Avenue, the boat launch ramp, the
harbor basin and J Float Ramp, building height is limited to 26 feet.
NOTE 2,
A. Buildable/useable area —Lot may have to be larger to have minimum buildable area
available.
B. In the R1, R2, R3, UR, OR, AC and CB Districts, from the Seward Highway/Phoenix Road
intersection South, to include the Bayview Subdivision, 3,000 SF and north, 6,000 SF with
30 and 60 foot minimum frontages respectively, for single-family residences.
C. A single RR lot may be divided into two lots of less than 20,000 SF each if the reduction
below 20,000 SF is to accommodate required widening of an adjacent right-of-way.
D. in the R1, R2, R3, UR, OR, AC and CB Districts, individual lots of at least 3,000 SF in the
Original Townsite, Federal Addition, Laubner Addition, Cliff Addition and Bayview Addition
may be developed for single-family residences provided all other development
requirements of this chapter are met.
E. Multi -family developments with three—four units require a minimum of 9,000 SF in the R3,
UR, OR, AC and CB Districts and 20,000 SF in the RM District. All said districts require an
additional 1,200 SF per unit of five or more units.
F. Two-family or duplex developments require a minimum of 6,000 SF in the R2, R3, UR, OR,
AC and CB Districts and 20,000 SF in the RM District. Duplex developments within the
Federal Addition Subdivision require 5,000 SF. All other development requirements of this
chapter shall be met.
NOTE 3. See Notes 2-D and 2-E above.
NOTE 4. From Seward Highway/Phoenix Road intersection ----South, a five-foot setback, each side;
north, a minimum five-foot setback each side as part of a combined 15-foot setback total between
both sides.
NOTE 5. In the HC District, parcels abutting mean high tide No rear yard setback; parcels
abutting the waterfront boardwalk —Five feet; and parcels not abutting the waterfront boardwalk or
mean high water mark —Ten feet.
NOTE 6. Excludes setbacks in HC and I.
NOTE 7. In the Industrial District, no minimum lot size, width or setbacks are required for
unmanned electronic sites.
NOTE 8. Tract D of USS 1864 Jesse Lee Home Subdivision shall not be used for any uses other
than those allowed in an R1 district, except for a long term care facility, aka skilled nursing care
facility.

I would encourage those Commissioners who have not previously attended to consider the
opportunity.
The session will be held throughout the day on Sunday, November 121h at the Anchorage
Marriott Downtown, 820 W. 7"' Avenue.
This memo is to serve as a reminder that the City will pay registration fees and travel expenses
for Commissioners who wish to attend the 2017 Alaska Planning Conference training for
Planning Commissioners.
I will need to know by 11 /8/2017
Recommendation: Interested Commissioners may want to attend the Alaska Planning
Conference training on November 12, 2017.

Agenda Item: Approve the 2018 P&Z meeting and work session
schedule
BACKGROUND & JUSTIFICATION:
At the end of each year the Planning and Zoning Commission approves the regularly scheduled
Planning and Zoning meetings and work sessions for the coming year. According to Seward City
Code Section 2,30.220, the Seward Planning and Zoning Commission shall meet at 7:00 p.m. on the
first Tuesday of each month. Special meetings may be held at the call of the chair or the city
manager, and at such other times as the commission may determine. The Planning and Zoning
Commission has requested that regular work sessions be scheduled for the third Tuesday of each
month. If a public hearing item is submitted by the required cut-off date, the work session will then
be scheduled as a special meeting. The Commission set the time for special meetings to begin at
7:00 p.m. and work sessions at 6:00 p.m.
RECOMMENDATION:
Review -- amend dates if needed -- and approve by motion the 2018 Planning and Zoning meeting
and work session schedule.

CALL TO ORDER
The August 29, 2017 Regular Meeting of Seward Planning & Zoning Commission was
called to order at 7:00 p.m, by Chair Cindy Ecklund.

CITY ADMINISTRATION REPORT
Donna Glenz updated the Commission on the following business items:
• Three new flood plain permits were granted for Japp Creek; Warble; Peterson
• August 15, 2017 KPB approved Ordinance 2017-18
• Public Works Director Schoessler says road repairs are moving along well will finish at mid -
September
• The SMIC Breakwater Project will finish soon
• City Council approved $4.4 million for phase I improvements at SMIC
• Floodboard joint work session has been rescheduled to September 19, 2017 ; meeting for
September 5, 2017 has been canceled is because no public hearing items were received and
cancellation was the only way to fulfill the public notice process
• Glenz last day will be August 31, 2017

Jackie Wilde updated the Commission on the following business items:
Letters regarding attendance from Planner Wilde were sent on July 5, 2017 requesting response from
Commissioner Swann and Commissioner Carlton. Wilde received a phone call from Commissioner
Swann apologizing for his previous absences, stating that he would work on attending. Swann and
requested an additional excused absence for the August 29, 2017 meeting due to previous scheduled
travel. In a follow-up email, Commissioner Carlton conveyed that he was apologetic had been very
busy while having already moved out of state. Wilde requested that Commissioner Carlton send a
statement of resignation and return of his Code Book and Planning Binder; no correspondence had
been received as of today's meeting.
City Clerk recommended that a memo be added to next the next Planning and Zoning Commission
agenda asking to vacate the seat and provide public notice of vacancy
Fleming asked for clarification on the scheduling of the work session.
Chair Ecklund asked for clarification on the reasoning behind the cancellation of the September 5,
2017 meeting.
Glenz reiterated previous points on no items received for public hearing and the requirement to meet
public notice guidelines
Ambrosiani asked for explanation on the process for replacing a commissioner.
Kinney confirmed that City Council will solicit applications and appoint the next member after the
position has been officially declared vacant.
Chair Ecklund recommended adding to the agenda a discussion Commissioner Carlton's lack of
meeting attendance and update on moving from Seward

CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE SCHEDULED FOR PUBLIC

Carol Griswold, inside city limits, pointed out that maps in the Comprehensive Plan do not describe land
north of the transfer facility, west toward Mount Marathon, and north and east of SMIC. She expressed the
importance of covering these areas because of the usefulness of maps to the planning process and the lack
of attention given to these regions.
Seese suggested that the map may simply reflect the extent of road maintenance.

the issue to the next regular meeting.

Wilde maintains that the Commission should be in a formal setting such as Council Chambers. She
ensures that Council Chambers will be equipped with the same resources and be easily accessible.
Lin finds that the legally binding nature of the Commission's decisions warrants a formal setting, but
also qualifies her opinion with the fact that she is not factoring in the Commission's history.
Chair Ecklund finds that because of new staff and the Commission's continued commitment to
Rules and Procedures, meetings should take place in Council Chambers.

The quarterly joint work session with the Seward Bear Creek Flood Service Area Board is scheduled
for Tuesday, December 5, 2017 from 6:00 to 6:50 p.m.
The regularly scheduled December 5"' Planning and Zoning meeting will directly follow the work
session, beginning at 7:00 p.m.
It is assumed you will be in attendance unless you notify Community Development Staff prior to the

MANAGER'S REPORT
SEPTEMBER 29, 2017 — OCTOBER 13, 2017
The following purchase orders between $10,000 and $50,000 have been approved by the City Manager since the last council meeting:

ADMINISTRATION

HARBOR
• Conducted meetings with Hamilton Construction and R&M for the Breakwater project on 10/12/17 and 10/19/2017.
• Base and core rock are complete. The entire footprint of the breakwater is in place, and waiting on the surveying report.
Hamilton has finished the punch list.
• The boat lift schedules for both sides of the bay are continuing.
• Hamilton Construction has sent the City a construction schedule for change order #8, North Dock cell wall, adding a tail
wall, anodes and new fender piling, installing a 10 ton crane on the North Dock, installing a 15' floating dock, widening the
330 ton travelift pit, and heating the wash down pad, with a completion date of April.
• We are currently working on the 2018-2019 budgets.
• The Park Service has started their $2,000,000 refurbishment of the Park Service Building.
• PACAB is currently working on the SMIC development plan.
• The 330 ton travelift will be down for two to four weeks during the November/December timeframe for the travelift
widening project.
• The engineering and design is out to bid for the South Harbor Launch Ramp replacement project. It closes on October 24,
2017. This portion of the project is fully funded by ADF&G.
ELECTRIC DEPARTMENT
Boring at the lagoon is nearly complete. The only work left to date by the contractor is to pull a rope into the conduit. If we
have time this season, the electric crews will be pulling wire into these conduits, but our main focus at this point is to get as
many jobs completed to customers as we can before freeze up.
A report for the unplanned outage on September 29" involving the high school will be submitted to council through the CMR
soon. We are in the process of verifying and fact checking.
The electric department will be generating for one day white mandatory repairs are being made to the Lawing
Substation. There should not be any fluctuations noticed in Seward by this event. However, there will be a small outage of
less than one hour for some residents in the Crown Point and Lawing areas to isolate the area in the substation needing
repairs and then another outage to switch back after the work is complete. The initial switch is scheduled for October
191°. The second switch is undetermined and is contingent on how the work goes. The generation will be part of the work to
test the system.

Water, Wastewater Utilities
Working on Water valve leaks, sewer pond testing and documentation. Then back to flushing out sewer lines.
Streets
• The paving project is finished for the year! The streets crew is working on drainage ditching and installing some culverts to
move water through the ditches.
Shop
• We finally received our brusher/mower loader attachment. It works great and will be used as much as possible this fall.
• Snow tires and loader tires are ready for installation and winter use.
Buildings
• OCS office has been moved out of and is being cleaned out for future uses.

Sports and Rec
• Adult Basketball starts October 17'.
• Adult Coed Competitive Volleyball started September 271 with four teams. It's been a big hit on Wednesday nights.
• Archery begins November 1 st at ARR.
• Recreational Volleyball is set to start Monday, October 16th at the Middle School. We currently have seven teams signed up.
• Racquetball League and Adult Basketball will begin Tuesday, October 17'.
• Recruiting for Urbach Youth Coaches & Referees.
• Women's Racquetball challenge court started October 5th and is picking up in attendance.
Teen Rec Room
PM&C crew moved the pool tables from TYC to TRR and TRR to the warehouse.

• Middle Time with the Middle School students on Friday and Saturday night are slow but fim. We went swimming this past
week and made our own pizza's.
• Youth Council is stuffing 1,500 pumpkins on Thursday, October 12th for Pumpkin Prowl.
• There is an overnight trip planned for 4`/5th graders on October 261. We expect 15-25 kids to attend.

FINANCE
• Metco is slated to start the demolition and clean-up of the Air Force property after they have completed the local jobs that
require them to dig, since those jobs are time critical due to freeze-up. The expectation is that the property will be cleared by
the end of the year.
• Utility billing staff are conducting audits of water customer accounts. This has identified a number of issues related to
broken water meters and the classification of some customer rate classes. We will be sending letters to affected customers
and will be working on additional audit projects as time allows.
• The department will not be filling the vacant payroll position due to the upcoming budget gap, but we expect to be
advertising for the HR position in the coming months.
• The federal funding through Health Resources and Administration Services which funds our federally qualified health center,
is still pending approval at the federal level. The City is seeking support from our federal delegation through our lobbyist in
Washington DC, for the continuation of funding for the CHC. In the event there is a delay in the approval of funding, we
will bring that information to Council, along with a strategy to continue to provide clinic services to the community.
We continue to dialogue with Providence with respect to the hospital liability matter, and will bring forth additional information
when it becomes available. The Providence staff is also working through their annual budget process which has taken priority,
but as their finance team is able to focus attention on research, they will report their findings to the City and Council will be
informed as to the outcome.

News and Updates

• Resurrection Bay Historical Society Volunteers helped to clean the items currently on exhibit in the museum of any dust
they accumulated in the past few months on Sept. 7th. Thank you to Keith Campbell, Jackie Campbell, and Sue McClure for
their assistance!
• Energy efficiency in the Museum; This September, all 54 halogen exhibit light bulbs in the museum were changed out for
LED bulbs. LED lighting will cause less damage to the artifacts while on exhibit and the bulbs will not need to be replaced as
frequently and will safe on energy consumption.
• Museum Day Live! 2017 held on September 23`d was a success with 36 visitors who explored the museum, checked out the
new exhibits, learned about upcoming events and colored pictures of dog sleds.
• The October Artifact of the Month is a mounted pair of horns from the Oreamnos americanus, better known as the
mountain goat. The horns and part of the skull are mounted on a heart -shaped wooden plaque, which has been carved with
designs and, interestingly enough, the name "Lydia". Part of the Resurrection Bay Historical Society collection, it is
unknown who originally donated with object. Perhaps someday we will know the rest of Lydia's story, but for the moment,
this artifact is one of the mysteries in our museum.
• The Library Museum will be closed on

o Thursday, Nov.2 for a TraininglWork Day, which occurs the first Thursday of each month through May to provide
staff with time to acquire training and develop work skills, programs and services to better serve our

Shake Simulator and
Tsunami Walk
After conducting Discovery in
Cordova, AK FEMA became aware
of the City's desire to better
understand its risk of tsunami.
FEMA and the State of Alaska
(DCRA, DHS&EM, and DNR)
partnered to produce and publish
tsunami inundation maps for 13
different earthquake -generated
tsunami scenarios. Based on these
scenarios, a "worst case" tsunan-Li
inundation hazard map was
developed for the City. FEMA used
the worst case scenario to conduct a
risk assessment and identify
vulnerable infrastructure and
properties for future mitigation
projects.
While presenting the results of this
risk assessment during the webinar-
based Risk MAP Resilience
Meeting, Cordova identified that it
could further use this information to
develop tsunami evacuation routes
(Risk MAP Metric 1: Action
Identified). FEMA, its community
engagement and risk communication
contractor, and Alaska DHS&IM
partnered to develop these maps,
resulting in an updated State
Tsunami Evacuation Map template
with tsunami messaging and new
tsunami maps and brochures that
identify evacuation routes and safe
areas for Cordova in both English
and Tagalog (Risk MAP Metric 2:
Action Advanced).
Cordova asked for outreach
assistance when FEMA delivered the
Evacuation Maps. FEMA shared its
experience with the Race
the Wave event in Cannon Beach,
Oregon and Cordova was excited
about the idea.
Cordova has an annual summer event
called the "Copper River Wild!
Salmon Festival" featuring various
distance running events and a food
and music festival. This is the biggest
event in Cordova and is well
attended. Cordova Emergency
Management hosted the children's
run/walk with a theme on tsunami
preparedness. Children sat in the
earthquake simulator, provided and
operated by Alaska DHS&EM, to
experience and learn about an
earthquake. They then walked up the
hill, following tsunami evacuation
signs. Along the route, there were
two stations, a simulated "school",
which is where Cordova would
evacuate during a real event, and a
reading station, where children were
reading books about earthquakes and
tsunamis. Upon completion,
participants were given emergency -
kit type prizes and official tsunami
evacuation route maps.
FEMA attended this event July 15-
16th to support messaging, fun run.
