CALL TO ORDER
The May 3, 2017 regular meeting of the Port and Commerce Advisory Board was called
to order at 12:00 p.m. by Chair Darryl Schaefermeyer.
OPENING CEREMONY
Board Member Brooke Andrews led the pledge of allegiance to the flag.
ROLL CALL
There were present:

Comprising a quorum of the Council; and

SPECIAL ORDERS, PRESENTATIONS AND REPORTS
Alaska Railroad Report
Jaffa reminded everyone that the Alaska Railroad was having a Public Meeting on
Tuesday, May 9, 2017 at 6:00 p.m. at the cruise ship terminal.
Chamber of Commerce Report
Harbormaster Report
Regis mentioned that the harbor had once again received a Clean Harbor Certification
again. He also reported that Alaska Fish & Game was funding the ramp replacement, and the city
was prepared with a 25% match and would be approving the design.

Seward Parks and Recreation Director Karin Sturdy said parking would be a potential
issue when the South Harbor Upland was developed. She added that the south side of the uplands
was zoned Park.

BOARD COMMENTS
Andrews hoped to have a good summer.
Cancel the Work Session previously
scheduled for May 17, 2017, and instead
attend the City Council Work Session
scheduled on May 22, 2017 to discuss
Housing Options.

Hughes was pleased with the progress of the proposed development of the South Harbor
Uplands.
Jaffa was happy that the challenges that PACAB was currently facing were related to
development issues.
Schaefermeyer — None
CITIZENS' COMMENTS
Karin Sturdy spoke as a private citizen, saying the federal government had dredged and
built the South Harbor Uplands, and the city had ever since been maintaining it with Enterprise
Funds. She said the land was coveted and valuable, and should always be used in ways that
garnered the best public use. She believed that any use of this property should be vetted through a
process, should support endeavors in the public's interest, and should prohibit uses that were
exclusive to the public like private residences and private clubs.
BOARD AND ADMINISTRATIVE RESPONSE TO CITIZENS' COMMENTS
Regis said the Boat Harbor Plan disallowed private homes.
Jaffa agreed that private, exclusive uses tended to create animosity.
Schaefermeyer had witnessed in other communities where private developments were
allowed to the detriment of the public.
