SPECIAL MEETING NOTICE
Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written
notice calling a Special City Council Meeting on Friday, October 19, 2018
immediately following the adjournment of the work session for the
purpose of:
Resolution 2018-083, Declaring A State Of Emergency Due
To Flooding Damage In The City Of Seward And
Requesting Assistance.
The meeting will commence in the City Council Chambers, City Hall, 410
Adams Street, Seward. All interested persons are invited to attend the
meetings.

CITY OF SEWARD, ALASKA
RESOLUTION 2018-083
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DECLARING A STATE OF EMERGENCY DUE TO
FLOODING DAMAGE IN THE CITY OF SEWARD AND REQUESTING
ASSISTANCE
WHEREAS, commencing October 13, 2018, the City of Seward sustained damage to
property resulting from heavy rainfall and flooding; and
WHEREAS, the City of Seward is a political subdivision within the Kenai Peninsula
Borough and the State of Alaska; and
WHEREAS, flooding and debris outfall from the Lowell Canyon Tunnel have placed the
Lowell Point Bridge in jeopardy, and the Public Works Department, along with local contractors,
have been required to work extended hours in extreme conditions; and
WHEREAS, the threat of danger or further damages continues to exist in Seward with
future heavy wind and rain storms being anticipated for up to two weeks; and
WHEREAS, the cost of emergency measures taken, and to be taken, to prevent further
property damage within the City of Seward has yet to be fully determined; and
WHEREAS, further repair and damage mitigation will be necessary and the severity and
magnitude of the emergency is beyond the timely and effective response capabilities of local
resources; and
WHEREAS, the City of Seward hereby requests financial assistance as the costs of this
unexpected event are far beyond the City’s expertise and funding availability; and
WHEREAS, consent by the City Council must be obtained if the declaration of disaster
is to be continued or renewed for a period in excess of 7 days.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. A disaster emergency per AS 26.23.140; is declared to exist within the City of
Seward.
Section 2. It is requested that the Kenai Peninsula Borough Mayor declare disaster
emergency to exist as described in AS 26.23 and provide borough assistance to the City of
Seward in its response and recovery from this event.

Section 3. Further, it is requested that if the borough exceeds its ability to assist the City
of Seward, that they request appropriate support from State agencies and that the Governor of the
State of Alaska be requested to declare a disaster emergency as provided for in AS 26.23.020.
Section 4. If the Governor of the State of Alaska cannot adequately support the response
and recovery needed by the City of Seward, it is requested that the Governor request appropriate
support from the President or appropriate federal agencies.
Section 5. The City Manager’s Declaration of Emergency which went into effect on
October 13, 2018 is hereby extended by the City Council of the City of Seward, beginning
October 20, 2018, and shall remain in effect until recovery efforts have concluded.
Section 6. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this
19th day of October, 2018.
