RE:City of Seward Legislative Priorities
Dear Jeff,
SeaView Community Services requests that the City of Seward add exterior rehabilitation,
elevator refurbish, parking lot expansion and office addition/renovation for SeaView's
behavioral healthcare facility to the City of Seward Legislative Funding Priorities.
Serving Seward area residents for 46 years, SeaView owns the office Plaza building at 302
Railway Ave., as well as two residential treatment facilities in Seward, currently employing 45
community members. The Plaza was built in 1906 and had been through several renovations
prior to SeaView acquiring the facility in 1998.The Plaza is in need of exterior rehabilitation that
includes roof/siding/gutter replacement and increased off-street parking spaces. The elevator
has been in service for 20 years and the refurbish will increase reliability and reduce
maintenance costs. Funds appropriated or granted to SeaView for its facilities enables the
organization to expend its resources on direct patient care and to improve access to substance
use and mental health treatment,disability services and domestic violence/sexual assault victim
services.
SeaView's behavioral health services are expanding in direct response to substance use and
mental health needs identified by the community in the Providence Community Health Needs
Assessment. SeaView doubled the number of behavioral health clinicians from 4 to 8 in FY19 as
a direct response to community need,and further, in collaboration with the Seward Community
Health Center and the Seward schools, is now opening clinical offices in each school to provide
treatment services in those locations.
A new psychiatrist and nursing staff have recently been hired to meet the need for medication
assisted treatment (MAT) to support treatment and recovery for individuals with opioid
addiction and other substance use disorders,while continuing to provide treatment for general
mental health needs and serious mental illness.

This expansion has generated the need to reconfigure, renovate and expand office and parking
space.

Gutters at Seaview Plaza
There is 250 linear feet of rusted out metal gutter at the plaza. The project is to dispose
of the existing gutter and replace it with seamless aluminum gutter and down spout.
Project cost: $3,500.00.
ParkingExpansionLot
Seaview's need for parking of staff and client vehicles continues to grow. The project
consists of an expansion to our parking lot by demolishing an existing interior retaining wall,
removing the soil and trees behind it down to parking lot level and paving,thereby providing 12
more parking spots.The project would also include replacing the metal perimeter fence that is
badly deteriorated.
Project cost: $54,000
Seaview SidingReplacement
The exterior of the Seaview Plaza needs a renovation. The existing siding, approximately
18,000 square feet, consists of a mix match, stained and failing stucco, vinyl and cement lap
siding. We propose removing all vinyl and lap siding, furring out the stucco with 1x4's for lap
siding attachment, installing Tyvek house wrap and factory painted cement lap siding
throughout.
Project cost: $275,000.00.

Roof Replacement at the
Seaview Plaza
The existing roofs at the Seaview Plaza have reached well beyond their intended
lifespan causing continued leaks and repair bills.The roofing is made up of 9,000 square feet of
rusting Pro Panel II metal roofing with loose fasters and 6,000 square feet of black membrane
roll roofing with many patches. There are also two obsolete air handlers.
The project would be the disposal of existing roofing and the installation of Image II
seamless metal roofing on the sloped roofs and new membrane roofing on the flat sections.
Also,to include disposal of the two air handlers.
Project cost: $160,000.00.
Plaza Expansion
The need for more clinical space continues to grow along with the needs of the Seward
community.The proposed project is a 4,200 square foot expansion that ties into the Plaza's
Administration wing on the second floor.This new space would span over existing 1st floor
offices.
Project cost: $1,250,000.
