ADJOURNMENT City of Seward, Alaska PACAB Agenda December 19, 2018 Page 2 ALASKA RAILROAD December 19, 2018 Port and Commerce Advisory Board Port of Seward City of Seward TEL 907.265.2209 Report to the Port and Commerce Advisory Board November Vessel Traffic- • 20 large vessels including Fuel and Freight Barges; Research and Fishing Vessels; Landing Crafts and Tugs • 3 long term dockings due to scheduled maintenance and repairs November and Upcoming Events at the Cruise Ship Terminal- • Kenai Crewsers Rowing Club hosting the 2018 Seward Holiday Arts and Crafts Fair November 30 and December 1. • City of Seward started Archery Sessions Wednesday nights from 6-9PM. • Marathon Wrestling will utilize the Cruise Ship Terminal for their practices. • Seward Safety Ball February 23,2018 • Marathon Wrestling Tournament March 1 and 2, 2018. Other Items- • Global Diving started piling repairs on the Cruise Ship Dock. This is our annual Cruise Ship Dock maintenance to extend its useful life that will begin as soon as materials arrive. • ARRC/City of Seward partnership with ARRC covering the transportation and fillings costs moving gravel from the Lowell Creek Tunnel outfall. We continue to fill our large area at the north end of the Seward Terminal Reserve just west of the airport. This is mutually beneficial to both parties to help with the City's mitigation at the bridge and ARRC's development of additional commercial property. • Boat Storage area permitted to Exit Marine at the Seward Coal Loading Facility property just east of the City's North Harbor. • Freight Train scheduled for January-this is a Fall Freight Train that was delayed first with weather then earthquake. • Earthquake update-Seward had no Earthquake damage. Our local dock office followed protocol and evacuated as directed by authorities and notified our dock users. Vessel traffic and their terminal crew followed their company guidelines. ARRC quickly and efficiently addressed other damage on the railbelt and trains are all running. Some buildings in Anchorage are still under repair, but functional. Annual review SMIC Development Plan The board continued their review of the plan and the board will conclude its review at the next meeting. Motion (Schneider/Paquette) The November work session was set for November 28 and the title will be to discuss the legislative priorities and continue the annual review of the SMIC Development Plan. Motion (Hughes/Lemas) Move the regular meeting from December 5th to December 19th. Motion Passed Unanimous Discussion of PACAB calendar OTHER NEW BUSINESS Board Comments: Paquette thanked Tom Tougas for coming and talking about the cruise ship dock and commented that the cruise ship companies should work with the local businesses to bring visitors into town. Schneider thanked JAG for their presentation and administration for working with YourCleanEnergy. Happy Thanksgiving. She thanked Jackie Wilde for coming and invited her to come back at the next meeting since we did not get to hear from her. Hughes thanked JAG and welcomed the new board members. Terry thanked JAG and Council member Towsley for coming. Thanked the administration for their continued support. Thanked Matt for filling in for the Harbormaster. CITIZEN COMMENTS Anthony Baaclan stated he is not in favor of a stoplight. He also thinks something should be done to bring the cruise ship visitors into town. He congratulated the board members. BOARD AND ADMINISTRATIVE RESPONSE TO CITIZENS' COMMENTS The interim city manager stated that administration would work with DOT to look into a stoplight. Schneider said that Jonah Swiderski has a business that has a package for visitors from the cruise ships. Paquette thanked JAG and stated that it is the cruise ship companies that create the packages that visitors have and that maybe better marketing for the local businesses should be approached from a new perspective. HISTORIC PRESERVATION COMMISSION NOTICE OF VACANCY The Seward City Council is seeking applications from citizens of Seward and the surrounding area, interested in serving on the Historic Preservation Commission (HPC). There are TWO seats available with terms expiring in May,2021. The Historic Preservation Commission meets at least twice a year in the City Council Chambers, and at such other times as may be requested by the commission Chair or the Administration. HISTORIC PRESERVATION COMMISSION NOTICE OF VACANCY The Seward City Council is seeking applications from citizens of Seward and the surrounding area, interested in serving on the Historic Preservation Commission (HPC). There are TWO seats available with terms expiring in May, 2021. The Historic Preservation Commission meets at least twice a City of Seward - City Calendar Publish on December 19, 2018 Seward Journal (PO #1340) year in the City Council Chambers, and at such other times as may be requested by the commission Chair or the Administration. Each commissioner serves for a three (3) year term. Applications are available from the City Clerk. Completed applications must be filed with the clerk. 2019 HIGH SCHOOL EXCHANGE PROGRAM WITH OBIHIRO, JAPAN The City of Seward is seeking up to four high school students to participate in the student exchange with Obihiro, Japan. Japanese students come to Seward in late July, then the Seward students travel to Obihiro in early August. $500 travel stipend per student is available.
