board. We cut Bixler loose (at his request) to run his business and raise a family, and we said good

� In addition to more cruise ships this summer, there are also 55 thousand more airline seats
available in 2019.
� Our economic development focus for 2019 remains on the Blue Economy. And with the Seward
Business Network, currently working on Winter Weekends (as mentioned). Energy remains on our
radar and we love Phil Kaluza's goal of 2000 heat pumps in Seward. Justin Sternberg mentioned Net
Zero homes in Seward - what a cool concept!
- The all-new 2019 Seward Destination Guide is on its way from the Portland printers. Can't wait!
We'll be welcoming many groups to Seward this year, among them - Region 3 Basketball in March,
the Active America China FAM also in March, Marathon Miners Wrestling Tourney will be March 1 & 2,
School Nurse Yoly Ifflander is working on getting the Alaska Nurses here in April, a potential Seabird
Festival on June 22 with the ASLC and KFNP is in the works, Local Knowledge, a highly regarded
national fishing television show will be here during the Salmon Derby, CHARR (Cabaret, Hotel,
Restaurant and Retailers Association) Convention this fall, AVTEC's 50th will coincide with SMAF in
September, and the Board of Fish will be here in November. No doubt the list will continue to grow!
� In April we'll be moving Chamber Luncheons to Thursdays (g The original reason was because of
Council work sessions on Fridays - but even if that changes - we've gotten so much positive
feedback about the change that we'll keep it no matter what.

I conducted construction meetings with Hamilton Construction and R&M for the Breakwater
project on 1-3-2019, 1-10-2019,1-17-2019,1-24-2019 and 1-31-2019.
2. R&M will be traveling to Seward for an inspection and issue a punch list to finish this
project.
3. The 330 ton will require a two day shut down when we pave the front of the lift pit.
4. The new fisherman float is in place, electrical and water are 99% done. (Getting Close)
5. The harbor has 4 sites that will supply year round water, the end of F -float, the beginning of
Z -float, the T -dock and on the upland trestle of F -float for local citizens. (We have installed
signs for traveling vessels)
6. I conducted construction meetings with PND and Hamilton Construction on 1-8-2019
and 1-22-2019 the concrete planks are starting to show up and also continuing to be formed
and made at Anchorage Sand and Gravel for South Harbor Launch Ramp
The South Harbor Launch Ramp is closed for the construction phase; the completion date is
May 2019.
8. The Nordic Viking has been 100% disassembled.
9. Had a successful Polar Bear Jump Off.
10. The Harbor is fully staffed.
11. The harbor will not have to process any slip relinquishment paperwork, all slip holders have
paid and turned in all the proper documentation for the 151 half of 2019.0

order at 12:00 p.m. by Chair Christy Terry.

Harbormaster Report — Report given electronically, Regis stated that 60% of the sunken boat has
been removed and work is still progressing.
Administration Report — Hickok gave brief report on the Heat Loop Project. Administration is
working with the City Attorney in regards to the cruise ship head tax spending in relation to the city
shuttle. Paquette about the sales tax and zip code issues and how it will be implemented. Hickok
stated that administration will be working on this subject and bring updates to future meetings. Terry
stated that she could provide numbers regarding head tax and shuttle issue. Bridges stated that a
letter of support from the cruise lines would be beneficial.

THE ECONOMIC EFFECT ON THE COMMUNITY OF SEWARD OF EXISTING HALIBUT BYCATCH
MANAGEMENT PRACTICES
Most groundfish (cod, flatfish, Pollock) in the Gulf of Alaska are caught by about 45 trawl
vessels based in Kodiak. This fishery is one of the largest economic engines for Kodiak, and results in
no fish tax or sales tax for the City of Seward.
The most pressing issue for the City and community of Seward is the issue that this fleet is
allowed to catch and discard about 3.5 million pounds of Halibut annually. This is more Halibut than
the thousands of sportfishing boats take annually. On top of that this amount of bycatch is not linked
to the abundance of the stock. In the recent times of lower abundance the longline Halibut fisheries
has taken a 60% cut in allowable harvest, a cut for conservation, and the charter fleet has had 1/3 of
its season closed for Halibut fishing and our harvest is half now of what it was. "All for conservation
by the both of us and all the while the bycatch is not lowered at all. This results in a loss of fish tax
and sales tax for the City of Seward, as Seward is the 3rd largest landing port for delivery of Halibut to
the local fish processors. With the Sportfishing Charter fleet losing 2 days during their operating
season where they are not allowed to fish for Halibut has resulted in a large portion of the Charter
fleet setting at the docks not generating any revenue or sales tax for those 2 days.
These results combined with the fact that Trawl fisheries observer coverage is in a range of 13
to 18 percent, meaning no one is monitoring how much bycatch is caught between 72% - 87% of the
time. We all know that our fellow humans will change their behavior to suit the circumstances. If no
State Trooper or Local Police is visible you might go a little faster or not stop fully at a stop sign. So it
is very possible that far more Halibut than 3.5 million pounds gets wasted annually. With coverage
rates this low, it's anyone guess what goes on when no observers are on board.
Unless action is taken to greatly reduce this bycatch this trend of reduced catch allowed by
the Longline fishery and Sportfishing fishery will continue, even possibly continue on downward.
What needs to be done is the Gulf of Alaska needs to be rationalized into a catch share plan that will
mandate 100% coverage and give the Trawl fleet the same tools as other catch share plans to avoid
bycatch. It's worked in the Bering Sea and Canada. It's time to fix this problem for the Halibut's sake
and help this species recover.

A RESOLUTION OF THE SEWARD PORT AND COMMERCE
ADVISORY BOARD (PACAB) RECOMMENDING COUNCIL
APPROVAL OF PACAB PRIORITIES FROM FEBRUARY 2019 to
FEBRUARY 2020
WHEREAS, PACAB's responsibilities are listed in SCC§ 2.30.325 Powers and Duties;
and
WHEREAS, City Council and PACAB held a joint work session on March 27, 2018 to
review and update the current Priorities List; and
WHEREAS, at its December 19, 2018 Regular Meeting the PACAB reviewed and refined
the Priorities List.
NOW, THEREFORE, BE IT RESOLVED by the Port and Commerce Advisory Board
that:
Section 1. The following List of Priorities through February 2020 is hereby approved by
the Board and recommended to Council for their approval:
PRIORITIES
• Review taxes, especially vessel property tax
• Review the Harbor Tariff as needed
• Work to support industries to Seward including the Community Development Quota
(CDQ) fleets and related industries, oil & gas related industries, transportation, vessel
maintenance and repair facilities and commercial/sport fishing industry
• Help lead Seward Marine Industrial Center (SM1C) development
• Prioritize City, State and Federal Priorities for Port & Commerce Initiatives (October)
• Continue exploration of energy alternatives, sponsor energy fair and/or other
continuing community education, develop a Seward Renewable Energy Plan, review
Title 15 including process and procedures for alternative energy connection to city
infrastructure
• Continue to send a board member to the Alaska Municipal League Annual Conference
(AML)
• Create a Climate Action Plan (2020)
• Support the Blue Pipeline Initiative

• Review utility infrastructure for future growth and development.
