CITY OF SEWARD, ALASKA
RESOLUTION NO. 80-37
A RESOLUTION BY THE CITY OF SEWARD, ALASKA
RECOMMENDING THE ACQUISITION OF KENAI PENINSULA BOROUGH
POWERS ESSENTIAL FOR THE PROVISION AND OPERATION OF PORTS
AND HARBORS, WHARVES, AND OTHER MARINE FACILITIES IN THE
BOROUGH OUTSIDE CITIES.
WHEREAS, on September 12 and 18, 1978, the Kenai
Peninsula Borough Clerk received a petition to establish
a harbor and port authority service area with the approxi-
mate boundaries of the existing Central Peninsula Hospital
Service Area; and
WHEREAS, a study concerning demand and feasibility
of port and harbor development has since been completed; and
WHEREAS, the limited service area concept does not
resolve the immediate needs at Ninilchik, Port Graham, and
other fishing communities; and
WHEREAS, under the broader concept a city may
either transfer or retain port powers or forge a formal
agreement between the city/borough for funding or joint
power authority; and
WHEREAS, the long range needs of Beluga coal field
development, encouragement of a petrochemical industry based
on gas liquids, of tourism development, of deep water docking
facilities off Stariski Creek to accomodate Lower Cook Inlet
discoveries and development, and of general cargo facilities
development are better served by a large and less confined
entity; and
WHEREAS, port facilities are the general natural
responsibility of a large, broad based government entity; and
WHEREAS, pursuit and accomplishment of the immediate
and long range needs under the expanded non area wide concept
will encourage and sustain economic growth, will allow for
lasting social benefits, and will still retain local government
control; a.nd
WHEREAS, the assumption of port and ha.rbor powers
will offer and afford stability and certainty to Borough action
policy encouraging development to industry and the business
world.

NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Seward, Alaska urges the Kenai Peninsula
Borough Assembly to pursue the acquisition of municipal powers
necessary to provide ports and harbors, wharves, and other
marine facilities in the Borough outside cities.
