HomeMy WebLinkAboutRes1981-008 r~ CITY OF SEWARD, ALASKA RESOLUTION NO, 81- 8 A RESOLUTION URGING THE STATE OF ALASKA TO ANALYZE AND INVESTIGATE THE FEASIBILITY OF THE BULK SALE OF STATE ROYALTY OIL TO INTRASTATE OIL REFINERIES AT PRE-OPEC PRICE LEVELS IVHEREAS, the State of Alaska receives a considerable royalty entitlement from the extraction of crude oil from the vast proven Prudhoe reserves, and WHEREAS, a high market spot demand for this royalty oil, free of regulatory price ceilings previously imposed upon domestic crude oil, has prompted sales at premium values with resulting expansive revenues, and WHEREAS, the people of this state are entitled to share collectively and expediently in the revenues which their natural resources bring at a time when the price level of crude oil products continues at record levels, and WHEREAS, an immediate and reasonable resolution aimed at reducing the cost of heating oil and gasoline provides for the sale of a share of the state's royalty oil to refineries in the state at substantially reduced costs pegged to pre-OPEC price levels so that consumers in the state may realize the immediate benefits of lower retail heating and gasoline prices; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, as follows: Section 1, That the state legislature and appropriate executive agencies investigate and analyze, with due and timely deliberation, the feasibility of the sale in bulk of a portion, or all, of the state's royalty oil to oil refineries in the state, and the available pass-through mechanisms whereby product consumers may at the earliest opportunity realize reduced costs in heating oil and gasoline, Section 2, That programs, if any, adopted to implement energy cost reductions and pass-through mechanisms be deemed temporary in nature until such time as this state is able to take advantage of less costly and alternative forms of energy, Section 3, members of the state PASSED AND That copies of this resolution be distributed to legislature and the governor of the state, APPROVED BY THE SEVJARD CITY COUNCIL ON APRIL 27, 1981.
