CALL TO ORDER
The April 15,2015 regular meeting of the Historic Preservation Commission was called to
order at 6:30 p.m.by Chair Linda Lasota.
OPENING CEREMONY
Sandie Roach led the Pledge of Allegiance to the flag.

APPROVAL OF AGENDA AND CONSENT AGENDA
Motion (French/Erickson) Approval of Agenda and Consent Agenda
French added an item to "Other New Business" to "Schedule an HP meeting to meet the
request from the City Council regarding council resolution 2015-020".
Lasota asked the clerk to change the date on the January 21,2015 regular meeting minutes as
housekeeping.

City Administration Report. Valarie Kingsland said the Historic Preservation
Commission (HP) had a memorandum before them from the city clerk concerning direction that
council was giving HP to have a meeting after the Planning&Zoning(P &Z)meeting on May 5,
2015. She asked that this HP meeting be scheduled between May 6, 2015 and May 18, 2015. She
suggested that this meeting be combined with the regular HP meeting for May. Kingsland said the
library was short-staffed and they had no additional library staff for the summer.She said she did not
create and submit the Central Local Government(CLG)grant proposal for this year.
Resurrection Bay Historical Society.John French said the Resurrection Bay Historical
Society's(RBHS)regular meeting was scheduled for Thursday,April 23,2015 and there would be a
presentation by Shannon Kovac before the meeting. French said a cultural group was coming over
from Japan to present in Seward and Anchorage.
UNFINISHED BUSINESS
Discuss grant opportunities.
The commission postponed this discussion to the agenda for the May, 2015 meeting.

Approve minutes from January 21,2015 regular meeting and March 18,2015 special meeting.

Discuss the Seward Register of Historical Places form, instructions and the application
submitted by Jim Herbert.
Kingsland said that the most current National and Seward Registers of Historical Places were
included in the packet, along with the application submitted by Jim Herbert.
French said he asked that this discussion be put on the agenda because he wanted to
encourage more extensive use of the local registry.He felt that the requirements of the registry could
be made easier to obtain.
Lasota said Jim Herbert did not want to be on the National Historic Register because if he
made improvements inside his home,then it would no longer be considered a national historic place.

French said if a change is made to a historic home,then it automatically gets removed from
the National Historic register.However,this was not the case with the Seward Register of Historical
Places.
Roach said she would like to have a work session to review the Seward Register of Historical
Places and the National Historic Register side-by-side.
In response to Kingsland,French said if a home was put on the Seward Register of Historical
Places, then HP would try harder to preserve the home. He believed that homes on the Seward
Register of Historical Places added to the appeal of visiting Seward for tourists. Lasota said HP
wanted to emphasize the historic value of Seward,but a property over 50 years old being put on the
registry does not place any limitations on the property.
The commission decided to have a work session on the National Historic Register and the Seward
Register of Historical Places in June or July.
Lasota said Jim Herbert's application was not included in the packet.
The commission gave direction to Kingsland to contact Jim Herbert to ask him to fill out the
application for the Seward Register of Historical Places.
Discuss and prepare bi-annual city report and annual CLG report.
Lasota said HP could get a list of Certified Local Government(CLG) grants that they had
applied for and were awarded from the State Historic Preservation Office(SHPO).
In response to French, Kingsland said she did not find any previous CLG reports. Lasota
offered to contact previous HP commissioners to assist with researching past CLG reports.
Kingsland said CLG reports were due in April.
The commission appointed Lasota to assist Kingland in researching past CLG reports.
Plan,review proclamation, set deadline and solicit nominations for HP Award.
The commission directed Kingsland to run ads in the Seward Journal and the Phoenix Log
newspapers for HP Award nominations. They wanted the nomination forms made available at the
city clerk's office, the Chamber of Commerce, and the senior center.
Lasota requested that a reminder about May being HP Month be included in the notice
soliciting nominations for the HP award.
HP set the deadline to receive nominations for the HP award to June 1, 2015.
In response to Kingsland,Lasota said the clerk's office had a signed proclamation for Carol
Griswold.

In response to Lasota, Kingsland said HP approved the nomination for Pat Williams to
receive an HP award before she passed away. French believed citizens who were close to Pat
Williams should assist in writing the proclamation for her.Lasota was uncomfortable awarding Pat
Williams a proclamation after her passing.
Discuss 2014-2015 HP priorities.
In response to Kurtz, Kingsland said if HP wanted to have a Facebook page, then it would
have to go through the clerk's office and the city lawyers.The majority of the commissioners agreed
that it was not a good idea for a local government entity to have a Facebook page.
French said the Planning&Zoning(P &Z)priorities for this year were from 2015-2016.
In response to French,Kingsland said the HP priorities for this year would be on the agenda
for the May council meeting.
Kurtz suggested taking the dates off of the resolution for the HP priorities.
Kingsland said the resolution for the HP priorities had been approved by HP and she had
turned in the resolution to the clerk's office for the May council meeting.
The commission decided to leave the dates on the HP priorities' resolution for this year but make
changes to their priorities next year.
Plan and prepare for National HP Month in May.
In response to Hepworth,French said the purpose of a fireside chat was for everyone to come
together to discuss a particular topic. He said the participants usually led the discussion and shared
their remembrances of years past. Hepworth suggested planning for 2017 as the topic for a fireside
chat in June,2015.French suggested having a fireside chat in the fall to discuss commercial fishing.
The commission added a discussion item to plan a fireside chat to the May, 2015 HP agenda.
The commission asked Kingsland to create a proclamation for HP Month.
Discuss Hoben Park beautification efforts.
Lasota said council requested Hoben Park be added to the Seward Registry of Historical
Places in Resolution 2006-59.
In response to Kingsland,Lasota said Parks&Recreation oversaw the maintenance of Hoben
Park,but HP had helped with the park's fountains,planters,and the fence.Lasota said the fence had
been taken down due to safety concerns but she wanted to put up a new, safer fence around Hoben
Park.

Plan and solicit plant/tree nominations.
In response to Kingsland, Lasota said HP puts a notice in the paper each year asking for
plant/tree nominations.
Hepworth suggested nominating a tree in front of Pat Williams'house. She wanted to put a
plaque on trees that are nominated for this award.
The commission directed Hepworth to work with Carol Griswold to find the list of plants/trees
nominated in the past. HP did not want to accidentally nominate a tree that had been nominated in
the past.
Schedule a special meeting to discuss Lot 11A at Forest Acres as a senior housing facility.
Lasota said council failed resolution 2015-020 proposing that a senior housing facility be
built on Pat Williams Park.The city manager brought forward a new resolution proposing that Lot
11 A at Forest Acres in the Fort Raymond subdivision be used for the senior housing facility.Council
directed HP to have a special meeting after P &Z's meeting and public hearing on May 5, 2015
regarding the use of Lot 11 A as senior housing.
Motion (French/Kurtz) Combine the regular HP meeting for May,
2015 and the May special meeting into one
HP meeting.

Motion (Hepworth/Kurtz) Set the May HP regular meeting for May 13,
2015 or May 14,2015,contingent on whether
or not staff is available for this meeting.

Schedule a work session to do a side-by-side comparison of the National Registry of Historical
Places and the Seward Registry of Historical Places.
Roach suggested having a round table discussion with Jim Herbert and bringing his
application back at a future HP meeting.
In response to Kurtz, Kingsland said administration cannot work two HP meetings in one
month.
Schedule a tour of Two Lakes Park and Forest Acres campground with Parks & Recreation.
In response to Hepworth,Lasota said HP taking a tour of Two Lakes Park and Forest Acres
campground would be considered a work session and need to be publicly noticed.

Lasota said she would get a map of Forest Acres campground from either Karin Sturdy or
Community Development to share with administration and the HP commissioners.
COMMISSIONERS' COMMENTS
French wanted to request assistance from the State Historic Preservation office when looking
at Two Lakes Park and Forest Acres campground.
Roach said she had great admiration for administration.
Lasota said Pat Williams Park was not on the Seward Historic Places inventory list but HP
resolution 2015-002 said that it was on the inventory list. She informed HP that she had added a
reconsideration of resolution 2015-002 to their next agenda to make this correction to the resolution.
